Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers August 3, 2020 7:05 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. Poling, Clerk of Council O’Brien, Reporter Brookie Madison 3. APPROVAL OF MINUTES - Motion by Bogan, 2nd by Bughman to approve the minutes from the July 27, 2020 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield (Absent) Lt. Poling – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her report was included in the packet, and offered to answer any questions. Mr. Hartman had questions concerning late letters, repayment plans, and sewer forgiveness calls; Mrs. Pfeiffer answered his questions.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the Superintendents were included in the packet. He reported that First Energy is making improvements to their 138 kv transmission circuit, and will be using a route south of the village, outside of village corporation limits, for their primary route. He further reported that they have a conference call scheduled for Friday with First Energy and American Municipal Power, informing First Energy that the village supports that decision, and will also communicate the support to the Ohio Power Sighting Board. Mr. Dupee announced that the Quiet Zone construction is to commence next Monday, and asked motorist to be cognizant of village personnel who will be working in the roadways. Mr. Wells had questions regarding Oberlin City Council voting to join a claim against big pharma for costs incurred during the opioid crisis; Mr. Dupee answered his questions. Mr. Hartman thanked Mr. Dupee for his work on the First Energy transmission line improvements, and thanked Mr. Dupee and Mrs. Pfeiffer for their work on the CARES Act funding reimbursement. Mr. Dupee answered questions from Mr. Hartman regarding the time line for the ground storage tank construction.  Public Participation – None  Main Street Wellington – MSW Director Arntz gave her report, and the THRIVE healthy minute report. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman mentioned that the committee met prior to council and discussed the RITA update, which according to their calculations is down approximately 17% for the year and anticipate collections to be down approximately $75,000 at year end. He added that according to his calculations collections are down approximately 12%. He reported that the village received $107,731.95 from the CARES Act, and anticipate having reimbursable expenses for the entire amount. He reported that the committee reviewed the “exceptional” Mid-Year Financial Report from Mr. Dupee and Mrs. Pfeiffer, and thanked them for their work on it. He mentioned that the Fire Board and Ambulance Board minutes were included in the packet.  Police – Mr. Wells reported that the committee met prior to council and discussed an MOU with the Village and Sgt. Mecklenburg to acquire, train, and maintain a K9 for the village. He thanked Chief Barfield and Sgt. Mecklenburg for their efforts. He mentioned that there was an executive session to discuss pending litigation, and had nothing further to report. He mentioned that he was happy to see minutes from the Design Review Bd. included in the council packet. He commented on the mention of a designated monthly meeting, instead of an as needed meeting, as applicants could potentially have a long waiting period. He mentioned that he hoped the board could offer a hybrid meeting, if nothing else.  Public Works – Ms. Dronsfield reported that the committee met prior to council and was updated on summer projects. She mentioned the Quiet Zone project would begin on August 10th and asked residents to be cautions driving, as village employees would be working in the roadway. She reported that the Quiet Zone would not take place immediately as paperwork needs to be filed with CSX, and mentioned that it could take as long as two months before the horns quit blowing through those crossings.  Utility – Mr. Rowland reported that the committee met prior to council. He mentioned that the Electric and Water reported business as usual. He mentioned that the OEPA gave the green light to construct an orthophosphate chemical feed system to prevent corrosion in lead lines. He reported that the higher utility bills were caused by an extra 2 day billing cycle, and Mother Nature providing us with high temperatures.  Ordinance – Mr. Bughman reported that the committee met prior to council and had nothing to discuss. Mr. Wells thanked the Mayor and Gene for attending the Fair Board meeting and representing the village, and mentioned that he felt the Fair Board made a good decision. Mrs. Dronsfield agreed and offered her thanks also. Mayor Schneider commented that the Fair Board is comprised of dedicated and compassionate people, and were in a tough position with a difficult decision to make. He mentioned that he was happy that there was a compromise, and added that he looks forward to working with them on different projects in the future.  Personnel – Mr. Bogan had nothing to report. 7. ORDINANCES AND RESOLUTIONS - None 8. OLD BUSINESS Fair Resolution – Mr. Bughman reported that his vote to abstain on the Fair Resolution was predicated due to his contractual employment for the Fair Board and Kline Entertainment. 9. NEW BUSINESS Labor Day Meeting – Mr. Hartman asked if council would be meeting on Tuesday September 8th as Monday was Labor Day; Mayor Schneider and Mrs. Pfeiffer responded yes. 10. ADJOURN – Motion by Bughman, 2nd by Wells to adjourn at 7:34 PM
