Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers/Teleconference April 19, 2021 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Wells, 2nd by Bughman to approve the minutes from the April 5, 2021 meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS - Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions.  Village Manager Dupee – Mr. Dupee mentioned that his report and those of the superintendents were included in the packet and offered to answer any questions. He reported that Chief Barfield and Poggemeyer had a conference call with the Ohio Bureau of Adult Detention. He further mentioned that it was a good meeting and all of their questions were answered, and mentioned that they hope to bring the final presentation to council the second meeting in May. Mr. Wells had a comment regarding the Charter Review topic mentioned in Mr. Dupee’s report. He explained the original thoughts on the Charter in regard to Zoning, and the Police Dept. being supervised by the Mayor, which was put in place to protect the village in the event of Mayor/Village Manager disputes. He mentioned that he would like the Charter to explicitly recognize the Mayor’s and Council’s role in the appointment, and the removal of Zoning Officers.  Public Participation - None  Main Street Wellington – MSW Director Arntz announced that the Gazebo Garden Walk would take place (slightly modified) on May 8th, from 10 AM – 4 PM. May’s First Friday, Home Town Hero’s, is sponsored by Kileys Tree & Bucket Service. Ms. Arntz asked for volunteers on May 15 th from 9 AM – 2 PM for Downtown Cleanup. She reported Saturday April 24th was national Drug Take Back Day, and encouraged residents to turn in their old prescriptions from 10AM – 2 PM at the Police Department. Mr. Wells had questions concerning the Memorial Day Parade; Mayor Schneider will reach out to the American Legion and the VFW. There was some discussion about July 4th Festivities; Mayor Schneider reported that no permits have been denied for any upcoming event. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed the March financials, RITA collections (which are down 3.3%) and a property at 214 N. Main St., which is tax delinquent. Motion by Hartman, 2nd by Wells to instruct Mr. Dupee to work with legal counsel to explore the possibilities that exist for 214 N. Main St. Roll call vote was taken with all members voting “yes”.   Police – Mr. Wells reported that the committee met prior to council. Motion by Wells, 2 nd by Hartman to hire Special Officer Kim Burwell as a part time Patrolwoman at $17.85 per hour, effective immediately. Roll call vote was taken with all members voting “yes”.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on May 3rd. She reminded residents to refrain from mowing grass clippings into the street.  Utility – Mr. Rowland reported that the committee will meet prior to council on May 3rd.  Ordinance – Mr. Bughman reported that the committee will meet prior to council on May 3rd.  Personnel – Mr. Bogan had nothing to report. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2021-08 AN ORDINANCE AMENDING THE 2021 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN REVENUES AND EXPENSES 3rd Reading Motion by Hartman, 2nd by Wells to move the 3rd reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2021-09 AN ORDINANCE TO REVISE THE CODIFIED ORDINANCES PURSUANT TO OHIO R.C. 731.23 BY ADOPTING CURRENT REPLACEMENT PAGES; AND DECLARING AN EMERGENCY 2 nd Reading Motion by Hartman, 2 by Wells to move the 2 reading. Roll call vote was taken with all members voting “yes”. nd nd ORDINANCE NO. 2021-11 AN ORDINANCE ENACTING A NEW SECTION 925.15 OF THE CODIFIED ORDINANCES, AUTHORIZING A CREDIT FOR LEAD AND COPPER TESTING 2nd Reading Mr. Dupee suggested making changes (in bold) under item b. 1) a monthly credit of $25.00 per sample shall be allowed for a water system customer who enrolls and participates in the Program at an acceptable level. 4) the Village Manager shall determine whether a customer has successfully complied with the Program requirements for a given sample. Motion by Wells, 2nd by Bogan to amend as suggested. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Bughman to move the 2nd reading as amended. ORDINANCE NO. 2021-12 AN ORDINANCE AUTHORIZING APPROVAL OF THE MINUTES FROM THE HOUSING COUNCIL MEETING BASED UPON THE RECOMMENDATIONS OF THE HOUSING COUNCIL MEMBERS AND DECLARING THIS ACT AN EMERGENCY 2nd Reading Motion by Hartman, 2 by Wells to move the 2 reading. Roll call vote was taken with all members voting “yes”. nd nd ORDINANCE NO. 2021-13 APPROVAL AND GRANTING CONSENT TO THE DIRECTOR OF THE OHIO DEPARTMENT OF TRANSPORTATION AUTHORITY TO, APPLY, MAINTAIN AND REPAIR STANDARD LONGITUDINAL PAVEMENT MARKING AND ERECT REGULATORY AND WARNING SIGNS ON STATE HIGHWAYS INSIDE VILLAGE CORPORATE LIMITS, AND GIVING CONSENT OF THE VILLAGE FOR THE OHIO DEPARTMENT OF TRANSPORTATION TO REMOVE SNOW AND ICE AND USE SNOW AND ICE CONTROL MATERIAL ON STATE HIGHWAYS INSIDE THE VILLAGE CORPORATE LIMITS, AND GIVING CONSENT OF THE VILLAGE FOR THE OHIO DEPARTMENT OF TRANSPORTATION TO PERFORM MAINTENANCE AND/OR REPAIR ON STATE HIGHWAYS INSIDE THE VILLAGE CORPORATION 1st Reading Mr. Dupee answered questions from Mr. Wells in regard to the ordinance. 8. OLD BUSINESS Go Dukes – Ms. Dronsfield reported that her Granddaughter hit a 7 th inning triple, and the Lady Dukes won the game. She thanked council for their patience with her phone connection during the Police Committee meeting. Meetings are Back in Council Chambers – Mayor Schneider reported that the May 3rd Council Meeting will be back in person. He mentioned that if anyone is uncomfortable attending in person that we would continue to offer call in instructions. He further mentioned that the May 3rd Committee Meetings will begin at 5:30 PM. 9. NEW BUSINESS Duke – Mr. Bughman mentioned that he met the new K9 and reported that the dog displayed good behavior and was well mannered. Mayor Schneider reported that he was excited to have Duke on the Police force and mentioned that Officer Mecklenburg does an excellent job with the dog. 10.
