Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, William Bogan, Mark Bughman, Helen Dronsfield, Keith Rowland and Guy Wells Council Chambers December 6, 2021 7:34 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman William Bogan – Present Council President Gene Hartman – Present Councilman Mark Bughman – Present Councilman Keith Rowland – Present Councilwoman Helen Dronsfield – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Interim Village Manager Rosemark, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Lt. Poling, Clerk of Council O’Brien, MSW Director Arntz, Gary Feron 3. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Rowland to approve the minutes from the November 15, and November 23, 2021 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Mayor Schneider wished Chief Barfield Happy Birthday!  Finance Director Pfeiffer – Mrs. Pfeiffer reported that her summary was included in the packet and offered to answer any questions.  Interim Village Manager Rosemark – Mr. Rosemark mentioned that his report and those of the department heads were included in the packet, and he had nothing further to report.  Public Participation - None  Main Street Wellington – MSW Director Arntz thanked residents for coming out for the previous weekends festivities, and supporting local businesses. She mentioned that the Blacksmith calendars had arrived and were $10.00 each. She mentioned that the January 7th First Friday event would be “For the Birds”. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet prior to council on December 20 th.  Police – Mr. Wells reported that the committee met prior to council and discussed Auxiliary pay, results of an officer retention survey, and ways to better manage comp time. He mentioned that the committee may meet prior to council on December 20th.  Public Works – Ms. Dronsfield reported that the committee met prior to council, where they heard that it is business as usual. She asked residents who utilized the brush pile to leave no plastic bags when dumping. She mentioned that leaf collection would run through the end of December, and Denes Concrete would be making catch basin repairs in front of Village Market this week. Mr. Bogan thanked Mr. Brasee for providing the document from Quality Masonry Co. who did the tuck pointing on the Town Hall, repairing 3 feet of brick along the bottom of the building for $22,670.00.  Utility – Mr. Rowland reported that the committee met prior to council. He congratulated Patrick Carnahan for obtaining his class 1 operators license, and mentioned the new ground storage tank completion. He asked Mr. Bond, on behalf of the Utility Committee, to proceed with an ordinance for water and wastewater rate increases, and reported that the committee discussed the possibility of a Village meter replacement project.  Ordinance – Mr. Bughman reported that the committee had no business to discuss.  Personnel – Mr. Bogan had nothing to report. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2021-48 AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF THE VILLAGE DIRECTOR OF LAW 3rd Reading Motion by Bogan, 2 by Hartman to move the third reading. Roll call vote was taken with all members voting nd “yes”. ORDINANCE NO. 2021-51 AN ORDINANCE APPROVING THE VILLAGE’S SECTION 125 CAFETERIA PLAN FOR EMPLOYEES, COMMENCING IN 2022, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading Motion by Hartman, 2 by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2021-52 AN ORDINANCE AMENDING THE RESTATED PERSONNEL MANUAL BY AMENDING SECTION 4.9, PERTAINING TO EMPLOYEE INSURANCE WAIVERS, COMMENCING IN 2022, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Wells, 2 by Hartman to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2021-53 AN ORDINANCE FURTHER AMENDING ORDINANCES 2018-23, 2020-08, AND 2021-03, RELATIVE TO AN AGREEMENT WITH POGGEMEYER DESIGN GROUP, INC., FOR PROFESSIONAL ENGINEERING SERVICES IN CONNECTION WITH CONSTRUCTION OF A GROUND LEVEL STORAGE TANK AND RAW WATER PUMP IMPROVEMENTS, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Rowland, 2nd by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2021-54 AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR THE CURRENT AND OTHER EXPENDITURES FOR THE VILLAGE OF WELLINGTON, OHIO FOR THE PERIOD ENDING DECEMBER 31, 2022 AND DECLARING AN EMERGENCY 1st Reading 8. OLD BUSINESS Insurance – Mrs. Pfeiffer answered questions from Mr. Hartman and Ms. Dronsfield regarding insurance payments and gathering employee information for the new insurance. 9. NEW BUSINESS Resignations and Appointments – Mayor Schneider reported that he had received a resignation from Planning Commission letter from Sandy Denes, and asked for a motion with regret. Motion by Rowland, 2 nd by Dronsfield to accept Sandy Dene’s resignation with regret. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Hartman to appoint Bill Neff to the Planning Commission. Roll call vote was taken with all members voting “yes”. Mayor Schneider asked for a motion to appoint Patti Young to the Zoning Board of Appeals. Motion by Dronsfield, 2nd by Hartman to appoint Patti Young to the Zoning Board of Appeals. Roll call vote was taken with all members voting “yes”. Chamber of Commerce – Mayor Schneider announced the possibility of the Chamber of Commerce disbanding. He urged residents to join the Chamber to prevent its disbandment, anyone interested in joining the Chamber should contact Dorothy Jean McHugh or Mayor Schneider as soon as possible. Jack Coates Benefit – Mayor Schneider reported that there will be a benefit for Jack Coates at the Wellington Eagles on December 18th from 2 PM – 6 PM, and tickets are $10.00 each. Last Meeting – Mr. Rosemark announced that tonight’s meeting, and term as Interim Village Manger, will be his last. The new Village Manager Jonathan Greever would begin on December 13 th. Mayor Schneider thanked Mr. Rosemark for stepping in to assist the Village once again. 10. ADJOURN – Motion by Bogan, 2nd by Rowland to adjourn at 7:57 PM
