Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland and Guy Wells Council Chambers January 3, 2022 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Absent Councilman Gary Feron – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, Cory Feron, Maya Feron, Tracey Feron, William Bogan, and Mike Schneider 3. APPROVAL OF MINUTES – Motion by Wells, 2nd by Dronsfield to approve the minutes from the December 20, 2021 council meeting. Roll call vote was taken with all members present voting “yes”. 4. SWEARING IN OF OFFICIALS– Mayor Schneider swore in Councilman Gary Feron, and Council President Gene Hartman. They were met with applause. 5. FINANCIAL REPORTS – Motion by Hartman, 2nd by Dronsfield to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Wished everyone a Happy New Year.  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions. She reported that she and her staff were working on closing month end, quarter end, and year end, and were quite busy.  Village Manager Greever – Mr. Greever congratulated the council members sworn in this evening. He mentioned that he appreciated the Superintendents, Chief Barfield, and Vanya as four departments were hit with COVID during the holidays. He mentioned that he and the Mayor had many discussions, and have updated the Covid Protocol and the Village’s contingency plan. He reported that he had been working with Steve Dupee, from AMP, regarding the Village’s seat on the AMP Board. He mentioned that he will be attending the AMP Board meeting on Jan. 19th and 20th, and will report back to Council. He thanked Mr. Dupee for his help. Mr. Greever reported that the Police Station bids would be opened on January 11th at 10:30 AM in Council Chambers. Mr. Greever informed Council that he had reached out to Representative Manning’s Office to discuss what kind of availability there was in the Ohio Build’s Grant funding to offset funding expenditures for the water metering project. He explained that the Village may be able to get eligibility authorization for funding, however, he wasn’t sure how far through the allocation process they were, what the return was, and what the Village may have to do in order to obtain funding. He had not heard back from Rep. Manning’s office, and would be following up with them tomorrow.  Public Participation - None 7. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet on January 18 th prior to council. He gave a year end synopsis of the committee’s accomplishments, and thanked his Committee, and Council members for their hard work and dedication. Mr. Hartman thanked Village Manager Greever for promptly proceeding with the Police Station rebidding.  Police – Mr. Wells reported that the committee will meet prior to council on January 18 th. He took a moment to thank his Committee members, and Council for their work together the past year. He reported on three notable Police points; to attract and keep Officers/employees, Police Station construction/remodel, and joining the County communications platform.  Public Works – Ms. Dronsfield mentioned that the committee met prior to council. She further mentioned that Supt. Brasee updated the committee on current projects. She thanked business’s and shop owners for their Christmas displays. She reviewed the duties of the Public Works Dept. and mentioned the Recreation Park, and stated that it is the finest in the county.  Utility – Mr. Bughman reported that the committee met prior to council. He mentioned that the EPA cleared all violations as a result of the Ground Storage tank installation, resident Jerry Vanderground was in attendance regarding meter concerns, and Nate Meyer moved into the Meter Tech position. He thanked committee members Keith and Gene for the prior years’ work. He mentioned the completion of the ground storage tank, and improvements made to the reservoir for liability insurance needs, and the retirement of Mark Rosemark as notable moments for 2021.  Ordinance – Mr. Bughman reported that the committee met prior to council and discussed the appeal process for parking tickets.  Personnel – No report. 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2021-55 AN ORDINANCE AMENDING SECTIONS 924.01 AND 924.02 TO ADJUST THE RATES FOR STORM SEWER, WATER AND SEWER SERVICES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading Motion by Wells, 2nd by Hartman to move the second reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2021-57 AN ORDINANCE TO AUTHORIZE THE ANNUAL EMPLOYEE APPRECIATION EVENT 2 nd Reading Mr. Wells noted that the dollar amount of $1,500.00 needed to be added to the ordinance. Motion by Wells, 2 nd by Hartman to move the second reading with the dollar amount $1,500. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2021-58 AN ORDINANCE AMENDING SECTIONS 140.01 AND 140.05 OF THE CODIFIED ORDINANCE OF THE VILLAGE OF WELLINGTON RELATIVE TO AUXILIARY PAY 2nd Reading Motion by Hartman, 2 by Wells to move the second reading. Roll call vote was taken with all members present nd voting “yes”. ORDINANCE NO. 2022-01 AN ORDINANCE REVISING SECTION 4.1 OF THE PERSONNEL POLICY MANUAL, BY SUBSTITUTING NEW APPENDICES “B” AND “C”, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading 9. OLD BUSINESS - None 10. NEW BUSINESS William Bogan Appreciation – Mayor Schneider presented past Councilman William Bogan with a key to the Village in appreciation for his work on Council the past four years. Mr. Bogan was met with applause. 11. ADJOURN – Motion by Dronsfield, 2nd by Bughman to adjourn at 7:34 PM
