Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland and Guy Wells Council Chambers February 7, 2022 7:31 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Rowland, 2nd by Dronsfield to approve the minutes from the January 18, 2022 meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer - Absent  Village Manager Greever – Mr. Greever mentioned that the Police Station preconstruction meeting was productive, and things are moving along, and he offered to answer any questions.  Public Participation - Kiwanis and a Carnival: Ayers Ratliff was in attendance and announced that the Kiwanis sold $12,600 of Peterson Nuts. He recognized Marla Lent and Councilman Bughman, for their help with the sale. Mr. Ratliff reported that the Duke Pride Carnival would be back this year, to be held on April 2 nd from 9:00 AM – Noon. He encouraged everyone to attend. Armstrong Cable – Mitch Pisker and Matt Eshelman from Armstrong Cable were in attendance to bring Council up to date on their cable TV and internet plans within the Village. They answered questions from Council regarding their services.  Main Street Wellington – MSW Director Arntz reported that February’s First Friday was postponed until Feb. 18th due to the snow storm. She reported that March’s First Friday would be held on March 4 th. She mentioned that there would be a meeting on March 6th at the Wellington LCCC to discuss the July 4th festivities, and encouraged everyone to attend. There was some discussion about Fireworks, and whether or not they would be available on July 4th. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed the annual renewal of property and liability insurance, with Janie Geis from Wichert Ins. He mentioned that there was an ordinance on tonight’s agenda.  Police – Mr. Wells reported that the committee met prior to council, and will meet again on February 22 nd prior to council. He mentioned that they heard hiring recommendations from Chief Barfield. Motion by Wells, 2nd by Hartman to promote Kayla Chrosniak to Corporal, at $28.46 per hour, effective immediately.  Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Dronsfield to hire Samuel Goodrich as full time Patrolman at $22.30, effective immediately. Roll call vote was taken with all members voting “yes”. Mayor Schneider swore in Corporal Kayla Chrosniak, and Patrolman Samuel Goodrich; they were met with applause.  Public Works – Ms. Dronsfield reported that the committee met prior to council and discussed snow removal, where Supt. Brasee reported Public Works hauled over 100 loads of snow. She mentioned that they also had water break repairs, a sewer issue, and a problem with an eve spout on the Town Hall.  Utility – Mr. Rowland reported that the committee met prior to council, and he mentioned how great of a job Supt. Bealer and Supt. Frenk do. He reported that the AMI metering project research has begun, and will be waiting for their technology recommendations in the future.  Ordinance – Mr. Bughman reported that the committee met prior to council and reviewed the parking ordinance, which is on the agenda for a first reading this evening.  Personnel – Mr. Rowland reported that the committee may meet on February 22 nd prior to council. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2022-01 AN ORDINANCE REVISING SECTION 4.1 OF THE PERSONNEL POLICY MANUAL, BY SUBSTITUTING NEW APPENDICES “B” AND “C”, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3 rd Reading Motion by Hartman, 2 by Dronsfield to move the third reading. Roll call vote was taken with all members voting nd “yes”. ORDINANCE NO. 2022-05 AN ORDINANCE AMENDING AND RESTATING SECTION 351.99 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON 1st Reading ORDINANCE NO. 2022-06 AN ORDINANCE AUTHORIZING AN AGREEMENT FOR PROPERTY AND LIABILITY INSURANCE AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Rowland to suspend the rules. RESOLUTION NO. 2022-07 A RESOLUTION APPOINTING A REPRESENTATIVE AND ALTERNATE TO SERVE AS WELLINGTON’S REPRESENTATIVES ON THE BOARD OF DIRECTORS OF THE BUCKEYE OHIO RISK MANAGEMENT ASSOCIATION BENEFITS POOL (BORMA), AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading Motion by Hartman, 2 by Rowland to suspend the rules.
