Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland and Guy Wells Council Chambers March 21, 2022 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Feron to approve the minutes from the March 7, 2022 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Wells to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Chief Barfield wished everyone happy spring, and to drive safely as the weather is nicer.  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions.  Village Manager Greever – Mr. Greever mentioned that his report and those of the Department Heads were included in the packet. He reported that the State of Wellington Address would take place on Thursday March 24th at the Eagles. He mentioned that he attended AMP last week, and the Ohio City Managers meeting. He answered questions from Mr. Wells regarding bitcoin mining, and from Mr. Bughman regarding his report. Mayor Schneider answered questions from Mr. Wells regarding the 2018 PDG street survey which was included in the packet. Mr. Hartman mentioned that he was happy to see progress moving forward on Union School Park, as he knew of many people who were ready to donate benches and trees. He thanked Vanya and Jonathan for their work in the UV memo, included in the packet, which he mentioned, was very easy to follow, and well prepared.  Public Participation – Fire Chief Wetherbee presented his 2021 annual report to Council. He answered questions from the Mayor and Council concerning his report, and weekend fire calls. Mayor Schneider and Council thanked Chief Wetherbee for the updates.  Main Street Wellington – MSW Director Arntz gave her report and updated Council on the upcoming events including the Duke Pride Carnival, the Easter Egg Hunt, and April’s First Friday “Autism is No Joke”, sponsored by Colonial Barber Shop. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed RITA collections, which are up 3.5% from last year, the audit completions, and the proposed 2022 wage increase recommendation. Motion by Hartman, 2nd by Rowland to Motion by Hartman, 2nd by Rowland all  hourly employees in the tiered system, go the next step in their tier; salary employees in the wage range system will receive a 3% increase, the two employees at the top of their scale (Dave Bealer and Joe Brasee) receive a 1% increase, effective the first full pay in April, or the first full pay in October, whichever is applicable. Roll call vote was taken with all members voting “yes”. Mr. Hartman reported that they discussed the UV disinfecting project and financing, and Ordinance 2022-11 was on the agenda tonight. He mentioned that the SLCAD meeting minutes were included in the packet.  Police – Mr. Wells reported that the committee met prior to council, and referred the matter of Fireworks to the Ordinance committee. Motion by Wells, 2nd by Dronsfield to hire Alexander Thomas as a full-time officer at $22.30 per hour, effective after passing testing. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Dronsfield to hire Robert Swope as part-time officer at $25.09 per hour, effective immediately. Roll call vote was taken with all members voting “yes”.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on April 4 th.  Utility – Mr. Rowland reported that the committee will meet prior to council on April 4 th.  Ordinance – Mr. Bughman reported that the committee will meet prior to council on April 4 th.  Personnel – Mr. Rowland reported that the committee met prior to council, in executive session. He mentioned that they discussed Resolution No. 2022-15 which is on tonight’s council agenda.  Swearing In – Mayor Schneider swore in Alexander Thomas. Officer Thomas was met with applause. Mayor Schneider swore in Robert Swope. Officer Swope was met with applause. 7. ORDINANCES AND RESOLUTIONS Resolution No. 2022-10 A RESOLUTION AUTHORIZING PARTICIPATION IN THE ODOT ROAD SALT CONTRACTS AWARDED IN 2022 1st Reading ORDINANCE NO. 2022-11 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO DO ALL THINGS NECESSARY TO CONTRACT WITH TROJAN TECHNOLOGIES, TO ACQUIRE ULTRAVIOLET DISINFECTION EQUIPMENT, AND DECLARING AN EMERGENCY 1st Reading Motion by Rowland, 2nd by Wells to suspend the rules. ORDINANCE NO. 2022-12 AN ORDINANCE TO REVISE THE CODIFIED ORDINANCES PURSUANT TO OHIO R.C. 731.23 BY ADOPTING CURRENT REPLACEMENT PAGES; AND DECLARING AN EMERGENCY 1 st Reading ORDINANCE NO. 2022-13 AN ORDINANCE AUTHORIZING APPROVAL OF THE MINUTES FROM THE HOUSING COUNCIL MEETING BASED UPON THE RECOMMENDATION OF THE HOUSING COUNCIL MEMBERS AND DECLARING THIS ACT AN EMERGENCY 1st Reading ORDINANCE NO. 2022-14 AN ORDINANCE AUTHORIZING THE ISSUANCE AND SALE OF GENERAL OBLIGATION BONDS OF THE VILLAGE OF WELLINGTON, OHIO IN A PRINCIPAL AMOUNT NO TO EXCEED $2,430,000 TO PAY ALL OR A PORTION OF THE COSTS OF CONSTRUCTING, EQUIPPING, FURNISHING, AND OTHERWISE IMPROVING A NEW POLICE STATION, TOGETHER WITH ALL NECESSARY APPURTENANCES THERETO, AND DECLARING AN EMERGENCY 1st Reading Motion by Hartman, 2nd by Wells to suspend the rules. NEW BUSINESS Coffee with the Mayor – Mayor Schneider invited residents to attend the next Coffee with the Mayor on Saturday March 26th at Bread-N-Brew. He mentioned that Melissa Kobasher, and Kim Meyers who are running for Judge would be in attendance. 10. ADJOURN – Motion by Wells, 2nd by Rowland to adjourn at 8:00 PM
