Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman, Council President, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland and Guy Wells Council Chambers April 18, 2022 7:15 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Feron – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Chief Barfield, Clerk of Council O’Brien, MSW President Rich Saccardi, Kim Meyers, Allen Geitgey and family 3. APPROVAL OF MINUTES – Motion by Dronsfield, 2nd by Rowland to approve the minutes from the April 4, 2022 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and she offered to answer any questions.  Village Manager Greever – Mr. Greever mentioned that his report was included in the packet and offered to answer any questions. Mr. Wells had questions regarding the mention of 10,000 spring bulbs donated by Green Circle Growers; Mr. Greever answered his questions. Ms. Dronsfield suggested having the HS students plant them during community service day in May.  Public Participation – Kim Meyers, a Lorain County Common Pleas Judge candidate, was in attendance to introduce himself to the community and ask for support in the coming May 3rd primary election.  Main Street Wellington – Rich Saccardi, Main Street Wellington President, gave the MSW report which included the May 6th First Friday event, and the Gazebo Garden Walk on Saturday May 7th. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed the AMP portfolio, and the addition of solar. He further reported that RITA collections were down $9,000, and the village has saved $130,000 by switching the health insurance to BORMA. He mentioned that they will hold a special work session to discuss the allocation of APRA funds. Mr. Hartman announced that the SLCAD had selected a new Executive Director, Henry J. Smedley Jr., who will begin on May 9th.  Police – Mr. Wells reported that the committee met prior to council and he warned residents of scams, and asked that residents notify the PD if they encounter any emails or phone calls where scammers are demanding money. He mentioned that they discussed the uniform allowance, and startup costs for uniforms for new officers; no action was taken. Motion by Wells, 2 nd by Dronsfield to accept the resignation of part-time officer Kim Burwell, effective immediately. Roll call vote was taken with all  members voting “yes”. Motion by Wells, 2nd by Dronsfield to hire Allen Geitgey as a part-time officer at $22.30 per hour, effective immediately. Roll call vote was taken with all members voting “yes”.  Public Works – Ms. Dronsfield reported that the committee will meet prior to council on May 2 nd.  Utility – Mr. Rowland reported that the committee will meet prior to council on May 2 nd.  Ordinance – Mr. Bughman reported that the committee will meet prior to council on May 2 nd.  Personnel – Mr. Rowland reported that the committee will be meeting soon. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2022-10 A RESOLUTION AUTHORIZING PARTICIPATION IN THE ODOT ROAD SALT CONTRACTS AWARDED IN 2022 3rd Reading Motion by Hartman, 2nd by Rowland to move the third reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-12 AN ORDINANCE TO REVISE THE CODIFIED ORDINANCES PURSUANT TO OHIO R.C. 731.23 BY ADOPTING CURRENT REPLACEMENT PAGES; AND DECLARING AN EMERGENCY 3 rd Reading Motion by Hartman, 2 by Wells to move the third reading. Roll call vote was taken with all members voting “yes”. nd ORDINANCE NO. 2022-13 AN ORDINANCE AUTHORIZING APPROVAL OF THE MINUTES FROM THE HOUSING COUNCIL MEETING BASED UPON THE RECOMMENDATION OF THE HOUSING COUNCIL MEMBERS AND DECLARING THIS ACT AN EMERGENCY 3rd Reading Motion by Hartman, 2nd by Rowland to move the third reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-18 (as revised) AN ORDINANCE AMENDING SECTION 1519.04 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON 2nd Reading Motion by Hartman, 2 by Rowland to move the second reading. Roll call vote was taken, 5 Yes, 1 No, motion nd carried. Mr. Bughman who voted no, reported that he had spoken with many Lorain County Fire Chiefs, who he reported, feel fireworks are a fire hazard, and therefore he would like the legislation to stay as is. ORDINANCE NO. 2022-19 AN ORDINANCE AMENDING THE PERSONNEL POLICY MANUAL BY AMENDING AND RESTATING SECTION 4.4, PERTAINING TO ON CALL/CALL-OUT PAY 1st Reading ORDINANCE NO. 2022-20 AN ORDINANCE TO APPROVE THE FORM AND AUTHORIZE THE EXECUTION OF THE 2022 SOLAR ENERGY SCHEDULE WITH AMERICAN MUNICIPAL POWER, INC. AND TAKING OF OTHER ACTIONS IN CONNECTION THEREWITH REGARDING SOLAR GENERATED ENERGY PURCHASES 1 st Reading 8. OLD BUSINESS - None 9. NEW BUSINESS Coffee with the Mayor – Mayor Schneider announced the next Coffee with the Mayor meeting on April 30th at 9:00 AM at Bread-N-Brew. Kiwanis Pancake Day – Friday April 22nd from 7:00 AM – 2:00 PM, and 4:00 PM – 7:00 PM at the Wellington Eagles. Swearing In – Mayor Schneider swore in newly hire part time officer Allen Geitgey. Officer Geitgey was met with applause. 10. ADJOURN – Motion by Feron, 2nd by Rowland to adjourn at 7:47 PM
