Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers/Teleconference June 21, 2022 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. APPROVAL OF MINUTES – Motion by Feron, 2nd by Hartman to approve the minutes from the June 6, 2022 council meeting. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Feron to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield – Nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions.  Village Manager Greever – Mr. Greever reported that he was happy to further discuss his report with Council. He mentioned that he attended the APPA conference, where he sat on the AMP board where they discussed fraud, cyber security, ect. He reported that they had retooled the process for the Ground Storage water line abandonment project at a saving of $70,000 - $80,000. He further reported that he is pleased at where they are at, and that they would be starting the project soon, as they are waiting on parts. Mr. Greever answered questions from Mr. Hartman concerning the Drew Guyer sign and from Mr. Bughman regarding Greenskeeper’s work at the Rec. Park.  Public Participation - None  Main Street Wellington – Mr. Bughman reported that July’s First Friday is called Berry Sweet and is sponsored by Mayor Schneider and his wife Wendy. He mentioned that there were July 3 and 4 Flyers at the local grocery stores and at Main Street. He reported that Main Street Wellington could use some volunteers to help with the festivities. He encouraged residents to come out and attend event. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and discussed RITA collections, which are up 5%. He mentioned that the SLCAD minutes were included in the packet. Motion by Hartman, 2nd by Wells to hire Tyler Moody, 2nd year seasonal employee for Public Works at $11.50 per hour, retroactive to June 7, 2022. Roll call vote was taken with all members present voting “yes”.  Police – Mr. Wells reported that the committee met prior to council and discussed monthly reports, clothing allowance adjustments, K9 future, Auxiliary Police presence, and an executive session where no  action was taken and no recommendations were made.  Public Works – Mr. Bughman reported that the committee will meet on July 5 th prior to council.  Utility – Mr. Bughman reported that the committee will meet on July 5th prior to Council.  Ordinance – Mr. Bughman reported that the committee will meet on July 5th prior to Council.  Personnel – Mayor Schneider reported that there are no meeting scheduled at this time. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2022-24 AN ORDINANCE AMENDING SECTION 159.04 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON, RELATIVE TO POLICE UNIFORM ALLOWANCE 3rd Reading Motion by Wells, 2 by Hartman to amend Full Time Officers allowance to $1,100.00, Part Time Officers nd allowance to $750.00 and No change to the dispatchers. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to approve as amended. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2022-27 AN ORDINANCE AMENDING THE 2022 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE (REVISED) 2nd Reading Motion by Hartman, 2nd by Feron to move the second reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2022-30 AN ORDINANCE FURTHER AMENDING ORDINANCES 2018-23, 2020-08, 2021-03, AND 2021-53, RELATIVE TO AN AGREEMENT WITH POGGEMEYER DESIGN GROUP, INC., FOR PROFESSIONAL ENGINEERING SERVICES IN CONNECTION WITH CONSTRUCTION OF A GROUND LEVEL STORAGE TANK AND RAW WATER PUMP IMPROVEMENTS, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 2nd Reading Motion by Hartman, 2nd by Feron to move the second reading. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2022-32 AN ORDINANCE AMENDING ORDINANCE 2021—02, RELATIVE TO AN AGREEMENT WITH N&N CONSTRUCTION COMPANY, INC. FOR CONSTRUCTION AND IMPLEMENTATION OF SITE IMPROVEMENTS FOR THE GROUND LEVEL STORAGE TANK REPLACEMENT AND RESERVOIR PUMPING IMPROVEMENT, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE (REVISED) 2nd Reading Motion by Hartman, 2nd by Bughman to move the second reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-33 AN ORDINANCE AMENDING SECTION 182.02 AND ENACTING A NEW SECTION 182.041 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON, RELATIVE TO VILLAGE INCOME TAX 1st Reading Mr. Wells had questions regarding the ordinance; Mr. Bond explained that the bill had passed on collecting income tax on sports betting effective 1/1/23. Mr. Wells mentioned some technical errors in the ordinance; Mr. Bond will review. 8. OLD BUSINESS - None 9. NEW BUSINESS Coffee with the Mayor – Mayor Schneider announced the next Coffee with the Mayor at Bread-N-Brew on July 2nd. 50th Reunion – Mr. Bughman gave a shout out to the Class of 1972 and their 50th Class Reunion at the Wellington Eagles. 10.
