Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers July 18, 2022 7:05 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. APPROVAL OF MINUTES – Motion by Hartman, 2nd by Feron to approve the minutes from the July 5, 2022 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report  Chief Barfield (absent) LT. Poling had nothing to report  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions.  Village Manager Greever – Mr. Greever mentioned that his report was included in the packet and offered to answer any questions. Mr. Hartman thanked Public Works for getting the dirt filled in behind the curbs in the South Park. Mr. Wells had questions regarding the Cemetery report for Ms. Dronsfield; Ms. Dronfield answered his questions.  Public Participation – Becky Loughin from Sheila Dr. thanked Council for the Drew Guyer Memorial Soccer Field sign. She stated that she was in attendance to voice her opinion on the potential electronic sign that was to be installed in front of the Town Hall; Mayor Schneider explained that they had decided not to place it in front of the Town Hall. Ms. Loughin mentioned that she was also opposed to spending $24,000 on an electric sign, and felt there were better ways to get information out to residents, and asked about the sign ordinance; Mayor Schneider explained that there was no allowance for digital signage. He went on to explain that he felt council should legislate to regulate technology, including their transitional settings, and time restrictions. Martha Barlette from Courtland St. suggested having a sign designed that was architecturally appropriate, and not digital, where informational posters or brochures could be placed behind Plexiglas. Mayor Schneider and Council President Hartman thanked the residents for attending the meeting, as they appreciate the feedback.  Main Street Wellington – MSW Director Arntz reported on the Kiwanis school supply drive, and where seeking donations through August 5th. She mentioned August 5th was also First Friday, and invited residents to attend. She mentioned the Back to School Bash on August 13 th, and the Antique Car Show on Saturday Sept. 24th from 11 AM – 4 PM for cars 1940 and older. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council with a short agenda. He reported that RITA collections are up 3.5 % from last year. Mr. Hartman mentioned that Council had a work session prior to council and discussed the appropriation of ARPA funds, where they prioritized their funds. Village Manager Greever will put the list together and bring back to council.  Police – Mr. Wells reported that the committee met prior to council. Motion by Wells, 2 nd by Rowland to hire Mackenzie Todten as a full time dispatcher at $15.58 per hour effective after passing testing. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2 nd by Dronsfield to hire Lilly Postlethwait as part time dispatcher at $15.58 per hour effective after passing testing. Roll call vote was taken with all members voting “yes”.  Public Works – Ms. Dronsfield mentioned that the committee will meet on August 15 th prior to council.  Utility – Mr. Rowland reported that the committee will meet on August 15 th prior to council.  Ordinance – Mr. Bughman mentioned that the committee will meet on August 15 th prior to council.  Personnel – Mr. Rowland reported that the next meeting is TBD. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2022-33 AN ORDINANCE AMENDING SECTION 182.02 AND ENACTING A NEW SECTION 182.041 OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WELLINGTON, RELATIVE TO VILLAGE INCOME TAX (REVISED) 3rd Reading Motion by Hartman, 2nd by Wells to move the third reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-35 AN ORDINANCE AMENDING THE 2022 ANNUAL APPROPRIATIONS ORDINANCE TO REFLECT ADDITIONAL “AMERICAN RESCUE PLAN ACT” RECEIPTS AND TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES 1st Reading Motion by Hartman, 2nd by Wells to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2022-37 AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER TO SELL AT INTERNET AUCTION A SNOWBLOWER WHICH IS NO LONGER NEEDED FOR PUBLIC PURPOSES 1st Reading Motion by Hartman, 2 by Bughman to suspend the rules. Roll call vote was taken with all members voting “yes”. nd Motion by Wells, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS - None 9. NEW BUSINESS Union School Park – Motion by Hartman, 2nd by Rowland to contract with OHM for the existing conditions survey, concept refinement, and design development at a fee of $25,000.00. Roll call vote was taken with all members voting “yes”. Rose Farner Donation to Union School Park– Mayor Schneider read a letter from the family of Rose Farner who passed away at 100 years old in 2021. Mrs. Farner was a Pharm Tech, worked for the Phone Co. and was a quilter. Richard and Rose Farner were married for 60 years. Mrs. Farner left a donation of $125,000 for the Union School Park. Mayor Schneider announced that council, earlier this evening, put an additional $100,000 into the park fund this evening, making a grand total of $225,000 for park improvements. A bench in honor of the Farners will be added to the park, as well as a plaque, that will be added to a sign near the future bandstand, in their honor. 10.
