Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron Keith Rowland and Guy Wells Council Chambers June 5, 2023 7:42 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance. 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Absent Councilman Keith Rowland – Present Councilman Gary Feron – Present Councilman Guy Wells – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Chief McPike, Clerk of Council O’Brien, MSW Director Arntz, Matt Deaton – Wellington Soccer Association 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Wells to approve the minutes from the May 15, 2023 Council Meeting, and the May 15, 2023 Special Session. Roll call vote was taken with all members present voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report.  Chief McPike – Nothing to report.  Finance Director Pfeiffer – Mrs. Pfeiffer mentioned that her summary was included in the packet and offered to answer any questions.  Village Manager Greever – Mr. Greever had nothing to add. Mr. Hartman thanked Mr. Greever for his work with the General Contractor at the Police Station, and mentioned that he was looking forward to the September opening.  Public Participation – Matt Deaton from the Wellington Soccer Association was in attendance with a few requests for the Rec. Park. He asked that the water fountain be install before June 17 th 3 vs. 3 tournament, asked permission to install an outdoor bulletin board, and asked that lighting be installed at the soccer pavilion. There was some discussion concerning the use of the Town Hall gym for practice when there is foul weather. Mr. Deaton was instructed to follow up with Mr. Brasee, and Mr. Greever with his requests and concerns. Mr. Deaton invited the Mayor, Council, and Village officials to attend the 3 vs. 3 tournament at the Rec Park on June 17th as they expected 30 – 40 soccer teams.  Main Street Wellington – MSW Director Arntz gave her report which included upcoming events including a boys basketball and MSW fundraiser A Galaxy Far, Far Away in the Town Hall Gym from 10 AM – 7 PM. She mentioned that the July 3rd and 4th schedule of events are listed on the MSW website. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee will meet on Tuesday June 20 th prior to council.  Police – Mr. Wells mentioned that the committee will meet on Tuesday June 20th prior to council. Motion by Wells, 2nd by Hartman to hire Daniel Johnson as a part time officer at $26.02, effective after passing drug screening. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2 nd by Hartman to hire Daniel Angelo as a full time officer at $26.02 effective after passing drug screening. Roll call vote was taken with all members present voting “yes”.  Public Works – Mr. Bughman reported that the committee met prior to council where they heard from Supt. Brasee that the snow blower had been delivered, and the department was working on routine projects. He mentioned that MSW had planted flower in the planters in the CBD.  Utility – Mr. Rowland reported that the committee met prior to council where they heard business as usual from all Superintendents. He mentioned a discussion concerning First Energy rate increases, and also mentioned that the Village is working on a rate study. Motion by Rowland, 2 nd by Bughman to hire Jonathan Cwalina as season summer employee at $11.50 per hour effective retro to May 30, 2023. Roll call vote was taken with all members present voting “yes”.  Ordinance – Mr. Bughman reported that the committee will meet when there is business to discuss.  Personnel – Mr. Rowland reported that the committee met prior to council in executive session, and discussed personnel matters.  Gary Feron – Mr. Feron thanked Chief McPike for attending the Memorial Day ceremony on his day off. 7. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2023-19 AN ORDINANCE AMENDING THE 2023 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1 st Reading (Requesting Suspension of the Rules) Motion by Rowland, 2nd by Hartman to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Wells, 2nd by Hartman to approve as read. Roll call vote was taken with all members present voting “yes”. ORDINANCE NO. 2023-20 AN ORDINANCE RENAMING A SEGMENT OF CLAY STREET, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting a Motion to Schedule a Public Hearing on July 7 )th Motion by Rowland, 2nd by Wells to hold a public hearing prior to council on July 7, 2023. Roll call vote was taken with all members present voting “yes”. 8. OLD BUSINESS - None 9. NEW BUSINESS - None 10. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 8:04 PM
