Village of Wellington Council Meeting Mintes Hans Schneider, Mayor Council: Gene Hartman-Council President, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers February 20, 2024 7:04 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Councilman Gary Feron – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Bond, Chief McPike, Clerk of Council O’Brien, MSW Rep. Shannon Meeks, Scott Markel, Richard Hardy 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the February 5, 2024 Council Meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Bond – Nothing to report.  Chief McPike – Nothing to report.  Finance Director Pfeiffer – Nothing to report.  Village Manager Greever – Mr. Greever had nothing to add, and offered to answer any questions. Mr. Bughman thanked Mr. Greever for reaching out to Senator Manning’s office regarding the condition of the RxR tracks; Mr. Greever reported that Senator Manning’s office was making calls to CSX in an effort to assist the Village. Thanks went out to the Safety Service Fundraising, Inc., and Steve Neff for their $5,000 donation to Union School Park; Mr. Hartman would like to have dates for the park’s improvement plan, in the near future. Mr. Bughman inquired about the Rec. Park meetings with the different leagues; Mr. Greever reported that they are going well. Mr. Hartman would like to move forward with the Park division, separating Rec. Park costs from Public Works, by making a Parks Dept. responsible for the Rec. Park, and Union School Park; Mr. Greever reported that they are working on a plan.  Public Participation - None  Main Street Wellington – Shannon Meeks thanked Mayor Schneider and his wife for their help with the Purse Raffle. She reported on upcoming events, the Lucky Easter Egg Scramble on March 16, Night at the Races May 4, and the Spring Gallery Walk; Mayor Schneider asked Ms. Meeks if the Town Hall would be included on the Gallery Walk, and if not, he would like it to be. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to Council and discussed, the financial report, an insurance meeting prior to finance, RITA collections which are up from last year, Charges for Service, 2023 write offs, an Ohio website error, and an ordinance for Police Dept. donations. He mentioned that the SLCAD minutes were included in the packet as well.  Police – Mr. Rowland reported that the committee met prior to Council and discussed the monthly report, a $12,000 donation to the Police Dept. from the Wellington Eagles and the Ladies Auxiliary for gym equipment, and adding a graph for tracking part time and overtime hours. Motion by Rowland, 2 nd by  Dronsfield to accept the resignation of Mackenzie Todten, full time dispatcher, effective February 29, 2024. Roll call vote was taken with all members voting “yes”.  Public Works – Ms. Dronsfield reported that the committee will meet prior to Council on March 4.  Utility – Mr. Bughman reported that the committee will meet prior to Council on March 4.  Ordinance – Mr. Feron reported that the committee will meet prior to Council on March 4.  Personnel – Mr. Rowland reported that the committee met prior to Council, in executive session. Motion by Rowland, 2nd by Bughman to hold a special Council meeting on February 22, for the purpose of interviewing applicants for the open Council position, left vacant by the passing of Guy Wells. Roll call vote was taken with all members voting “yes”. Mr. Rowland mentioned that all applicants would be interviewed and a decision would be made that evening. 7. ORDINANCES AND RESOLUTIONS RESOLUTION NO. 2024-03 A RESOLUTION DESIGNATING THE PUBLIC DEPOSITORIES FOR ACTIVE AND INTERIM FUNDS AND AUTHORIZING THE VILLAGE FINANCE DIRECTOR TO ENTER INTO AGREEMENTS AND DEPOSIT VILLAGE FUNDS IN ACCORDANCE THEREWITH, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 3 rd Reading Motion by Hartman, 2nd by Feron to approve the third reading. Roll call vote was taken with all members voting “yes”. ORDINANCE NO. 2024-09 AN ORDINANCE AMENDING THE 2024 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR THE POLICE DEPARTMENT GYM EQUIPMENT, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE (Requesting Suspension of the Rules) 1st Reading Motion by Rowland, 2nd by Feron to suspend the rules. Roll call vote was taken with all members voting “yes”. Motion by Rowland, 2nd by Bughman to approve as read. Roll call vote was taken with all members voting “yes”. 8. OLD BUSINESS - None 9. NEW BUSINESS Fundraising Dance – Ms. Dronsfield reported on February 10th the WHS Junior class held a fundraising dance in an effort to raise money for Prom. Ms. Dronsfield thanked Mr. Bughman for donating his time and equipment to DJ the event. She mentioned that the class raised $500.00 from the event, and thanked Mark for his generosity. State of Wellington – Mayor Schneider reported that the Wellington Kiwanis would be sponsoring the event again this year, on March 28 at the Wellington Eagles, tickets are on sale, and are $15.00 each. Congratulations! – Mayor Schneider congratulated Wellington Implement on their 95th Anniversary! He reported that he attended the celebration today, and presented a Resolution declaring today Wellington Implement Day! Council congratulated the families on their achievement. 10.
