Village of Wellington Council Meeting Minutes Hans Schneider, Mayor Council: Gene Hartman-Council President, Steve Boham, Mark Bughman, Helen Dronsfield, Gary Feron, Keith Rowland Council Chambers September 15, 2025 7:00 PM 1. PLEDGE OF ALLEGIANCE – Mayor Schneider called the meeting to order with the Pledge of Allegiance 2. ROLL CALL Councilman Stephen Boham – Absent Councilman Gary Feron – Present Councilman Mark Bughman – Present Council President Gene Hartman – Present Councilwoman Helen Dronsfield – Present Councilman Keith Rowland – Present Others Present – Mayor Schneider, Village Manager Greever, Finance Director Pfeiffer, Law Director Schulte, Chief McPike, Clerk of Council O’Brien, Derek Brasee, Merridee and Dan Parlenko, Andy Peltz, and Jenny Arntz 3. APPROVAL OF MINUTES – Motion by Feron, 2nd by Bughman to approve the minutes from the September 2, 2025 council meeting. Roll call vote was taken with all members voting “yes”. 4. FINANCIAL REPORTS – Motion by Hartman, 2nd by Rowland to approve the expenses and pay the bills. COMMUNICATIONS FROM MAYOR, COUNCIL, AND VILLAGE OFFICIALS  Mayor Schneider  Law Director Schulte – Nothing to report.  Chief McPike – Nothing to report.  Finance Director Pfeiffer – Mrs. Pfeiffer had nothing to report, and offered to answer questions. She answered questions from Mr. Bughman regarding Robin assisting Marla while she was out of the office.  Village Manager Greever – Mr. Greever reported that he would stand on his report, and offered to answer questions. He mentioned that Efficiency Smart reps would be in attendance at the Oct. 6 meeting, and he would be attending the AMP conference next week. He answered questions from Mr. Bughman regarding a new lineman school near AMP in Columbus. Mr. Hartman had questions regarding NCW installing fiber at the Rec. Park.  Main Street Wellington – Mrs. Arntz reported on Connect to a Cause on September 18, the Fall Flower Pot Contest, and a women’s networking event. Mrs. Arntz further reported that MSW is looking for a part time program manager, 20 hours a week. She mentioned that she is taking a job at LCCC, and will be staying on part-time for a short time to help. 6. REPORTS OF COMMITTEES  Finance – Mr. Hartman reported that the committee met prior to council and reviewed RITA collections which are up 3.7%, August financials are in good shape, and health insurance which is up 9.6% from last year.  Police – Mr. Rowland reported that the committee met prior to council, where they reviewed overtime hours, discussed the station utilization, parking lot repairs, and heard fair week was quiet.  Public Works – Ms. Dronsfield reported that the committee will meet on October 6 prior to council.  Utility – Mr. Bughman reported that the committee will meet on October 6 prior to council.  Ordinance – Mr. Feron reported that the committee met tonight and discussed E-bikes, and E-scooters, and will have further discussion on October 20.  Personnel – Ms. Dronsfield reported that the committee met prior to council. Motion by Dronsfield, 2 nd by Hartman to hire Cory Radke, as full time police officer, at $25.39 per hour, effective after passing medical screening. Roll call vote was taken with all members present voting “yes”. 7. PUBLIC COMMENTS & QUESTIONS (5 Minutes Per Person For Questions & Comments) Wellington School Superintendent Andy Peltz gave a one-year district review. Council thanked Dr. Peltz for the update and for attending the meeting. Mr. Hartman mentioned that Dr. Peltz was doing phenomenal work, and keeping the community engaged; Ms. Dronsfield concurred and mentioned that the Village loves to hire Wellington graduates. Dr. Peltz answered questions from Mayor Schneider regarding open enrollment, and home schooling census. 8. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2025-36 AN ORDINANCE AMENDING THE 2025 ANNUAL APPROPRIATIONS ORDINANCE TO MAKE APPROPRIATIONS FOR CERTAIN EXPENSES AND ACCOUNT FOR CERTAIN REVENUES, AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE 1st Reading (Requesting suspension of the rules) Motion by Hartman, 2nd by Feron to suspend the rules. Roll call vote was taken with all members present voting “yes”. Motion by Rowland, 2nd by Hartman to approve as read. Roll call vote was taken with all members present voting “yes”. 9. OLD BUSINESS - None 10. NEW BUSINESS Coffee with the Mayor – Mayor Schneider invited residents to join him on Saturday Sept. 20 at Bread-N-Brew for Coffee with the Mayor at 9:00 AM. Trick-or-Treat – Mayor Schneider announced Trick-or-Treat in the Village will be October 31 from 6:00 PM – 7:30 PM. Dukes Football – Mr. Bughman reminded residents to support the Dukes football team at home on Friday. Cemetery Board Meeting – Mr. Feron reminded residents that there is a Cemetery Board meeting tomorrow, Sept. 16 at the Township garage. 11. ADJOURN – Motion by Feron, 2nd by Bughman to adjourn at 7:41 PM
