Call to Order, Pledge of Allegiance, and Roll Call. 2. Consent Items:  Motion to approve agenda, vouchers, and minutes from previous meetings. Vouchers: Claim checks #192139 through #192210 in the amount of $196,317.97 for September 12, 2019 Wire #1473 and claim checks #192211 through #192304 in the amount of $446,874.18 for September 19, 2019 Wires #1474 and #1475 in the amount of $55,499.89 for September 25, 2019 Payroll distribution in the amount of $360,980.00 for September 30, 2019 Payroll distribution in the amount of $12,014.14 for September 30, 2019 3. Citizen Requests/Comments. The “Citizen Comments” period is to provide the opportunity for members of the public to address the Council on items either not on the agenda or not listed as a public hearing. The Mayor will ask if there are any citizens wishing to address the Council. When recognized, please step up to the microphone, give your name and mailing address, and state the matter of your interest. Lodging Tax Advisory Committee Appointment Presented by Executive Services Director Allison Williams Motion for City Council to approve Resolution No. 2019-40, appointing a member to the Lodging Tax Advisory Committee to fill an unexpired term ending December 31, 2010 (Kristin Lodge). Museum Contract Presented by Executive Services Director Allison Williams Motion for City Council to authorize the City to enter into the Joint Agreement between the City of Wenatchee, the City of East Wenatchee, and the Wenatchee Valley Museum and Cultural Center, and authorize the Mayor’s signature. D. HB 1406 Presented by Executive Services Director Allison Williams Motion for City Council to approve Resolution No. 2019-39, declaring the intent of the City of Wenatchee to adopt legislation to authorize a sales and use tax for affordable and supportive housing in accordance with Substitute House Bill 1406 (Chapter 338, Laws of 2019), and other matters related thereto. E. Olds Station Sanitary Sewer Expansion - Project No. 1718 – Phase 2, Lift Station Presented by Utilities Engineer Jeremy Hoover Motion for City Council to amend the construction contract with KRCI to pay for the additional inspection and repair work, and further authorize the Mayor to approve the construction change order amount of $169,000. F. North Wenatchee Stormwater Improvements - Project No. 1617 Presented by Utilities Engineer Jeremy Hoover Motion for City Council to authorize the Mayor to sign the Interlocal Agreement between the City of Wenatchee and the Public Utility District No. 1 of Chelan County for sharing of the construction costs for the North Wenatchee Stormwater Facility Improvements (Project No. 1617). G. North Wenatchee Pedestrian and Median Improvements - Project No. 1615 Presented by City Engineer Gary Owen Motion for City Council to authorize the Mayor to negotiate with RH2 Engineering for design services for the North Wenatchee Avenue Pedestrian and Median Improvements (Project No. 1615) and further authorize the Mayor to sign a contract on behalf of the City. H. Business Licensing Presented by Finance Director Brad Posenjak Motion for City Council to adopt Ordinance No. 2019-33, amending Title 5 Licenses and Taxation of the Wenatchee City Code (WCC) by amending portions of Chapter 5.08 Adult Entertainment, repealing Chapter 5.30 Flight Schools, amending Chapter 5.40 License- Security Police, Merchant Police, Detective Agencies, amending Chapter 5.76 Business Licenses, and amending Chapter 5.84 Utilities Tax. Public Hearing Items. The Mayor will call the Public Hearing to order and state the ground rules, the purpose of the hearing, the action that the hearing body may take on the matter, will address the appearance of fairness doctrine, and will state the manner in which the hearing will proceed. Staff will first give a report, followed by testimony of experts and/or the applicant, followed then by public testimony. All speakers must speak into the microphone and clearly state their names and addresses. All comments should be addressed to the hearing body, should be relevant to the application, and should not be of a personal nature. Public testimony may be limited to three minutes, unless further time is granted by the Mayor. If there are a large number of speakers, a representative may be appointed to speak on behalf of the group. I. Proposed Addition of Property to Wenatchee Register of Historic Places Presented by Community Development Staff Motion for City Council to accept the Historic Preservation Board recommendation to add the property located at 1804 North Western Avenue, the Wenatchee Cemetery and Mausoleum, to the Wenatchee Register of Historic Places based upon the findings of fact and conclusions of law contained within Resolution No. 2019-41. 7.
