Vouchers: Claim checks #194415 through #194512 in the amount of $256,238.31 for March 12, 2020 Payroll distribution in the amount of $365,610.00 for March 20, 2020 3. Action Items. A. Actions Pertaining to a Local Emergency for the Novel Coronavirus (COVID-19) Presented by Executive Services Director Laura Merrill Motion for City Council to pass Resolution No. 2020-08 and adopt the Proclamation of Emergency in order to allow the City of Wenatchee to declare a total emergency and ratify the action to close all city offices to the public effective on March 17, 2020. B. DAHP Grant Agreement for Clark Mausoleum Restoration Project Presented by Parks, Recreation & Cultural Services Director David Erickson Motion for City Council to authorize the Mayor to sign grant agreement #FY20-90009-001 with the State of Washington Department of Archaeology and Historic Preservation for the Clark Mausoleum Restoration Project. C. Community Center and Joint Use Agreement with Pinnacles Prep Presented by Parks, Recreation & Cultural Services Director David Erickson Motion for City Council to approve the Community Center Lease Agreement and Joint Use Agreement with Pinnacles Prep and authorize the Mayor to sign the agreements. D. Legal Services Contract for Conflict Attorney Services Presented by City Attorney Steve Smith Motion for City Council to approve the Contract for Legal Services with Arianna Cozart. Lineage (North Node) Agreement between City and Port Authorities Presented by Public Works Director Rob Jammerman and Development Project Manager Matt Shales Motion for City Council to authorize the Mayor to sign the “Lineage (North Node) Agreement with the Port of Chelan County and the Chelan-Douglas Regional Port Authority, and further authorize the Mayor to sign access easement once reviewed by city staff. 4.
