TOWN OF WENTWORTH MINUTES OF THE TOWN COUNCIL MEETING WENTWORTH, NORTH CAROLINA September 5th, 2023 7:00 p.m. The regular monthly meeting of the Wentworth Town Council was held on Tuesday, September 5th, 2023, at the Wentworth Town Hall at 7:00 p.m. Council Members Present: Mayor Dennis Paschal Jr., Mayor Pro Tem Evelyn Conner, Cheryl Moore, Daryl Crowder, and Dennis Paschal III Council Members Absent: A quorum was met. Staff Present: Yvonne Russell, Town Clerk/ Finance Officer Hunter Wilson, Accounting Clerk/ Deputy Clerk Others Present: Ellis Martin, Attorney, Fox Rothschild LLP – Town of Wentworth Article I. CALL TO ORDER Mayor Dennis Paschal Jr. called the meeting to order. Article II. INVOCATION Mayor Paschal gave the invocation. Article III. APPROVAL OF TOWN COUNCIL AGENDA A. Requests and Petitions of Citizens There were no Requests or Petitions of Citizens. B. Approve/Amend Agenda Mayor Paschal made a MOTION, “To approve the Town Council Agenda as written.” Mayor Pro Tem Evelyn Conner seconded the motion. All voted in favor and the motion carried. Town of Wentworth Council Meeting Minutes – September 5th, 2023 Page 1 of 4 Article IV. APPROVAL OF MINUTES A. Town Council Meeting – August 1st, 2023 Mayor Paschal made a MOTION, “To approve the minutes as written.” Councilmember Cheryl Moore seconded the motion. All voted in favor and the motion carried. Article V. NEW BUSINESS (Mayor Paschal decided to skip Old Business to wait on Councilmember Dennis Paschal III, who was running late.) A. Consideration of Annual Employee Evaluation for Hunter Wilson, Accounting Clerk/Deputy Clerk Mayor Paschal made a MOTION, “To approve the merit increase of 3% for Hunter Wilson for her annual salary retroactive to her anniversary date of August 22, 2023.” Councilmember Daryl Crowder, Councilmember Moore, and Mayor Pro Tem Connor seconded the motion. All voted in favor and the motion carried. (The memorandum regarding Hunter Wilson’s employee evaluation is attached and herein incorporated and made a part of these minutes.) OLD BUSINESS Discussion of Wentworth Christmas in the Park Yvonne Russell, Town Clerk/Finance Officer said that Wentworth Elementary School still preferred December 1st as the date for Christmas in the Park. She also checked to see what other municipalities had going on between December 1st and December 8th and several communities have events going on the evening of December 1st. There are not any parades that fall on those dates. The principal of Rockingham County High School said their parking lot could be used for parking on December 1st or the 8th. Mayor Paschal said the land on Peach Tree Road should be able to be used for parking by then. Mayor Pro Tem Conner asked if any vendors had been contacted, and Ms. Russell responded that no vendors had been contacted yet since we had not set a date. She said, “Usually, we have Joyce Hall do hot dogs. Tamara Garcia mentioned someone by the name of Marvin Woodall who does barbeque. Do you want to do something different this year, or stay with what we have been doing?” Mayor Pro Tem Conner and Cheryl Moore stated that most kids like the hotdogs. Mayor Paschal said that Mr. Woodall could come to sell barbeque because it would be too expensive if we bought barbeque for everyone rather than hotdogs. Ms. Russell said there was a lot of leftover hot chocolate last year. She added, “I don’t know if we should do something different this year.” Councilmember Crowder said that it was difficult to clean up last year, and Councilmember Moore said that it can be hard for kids to carry that around as well. Mayor Paschal suggested that we do something that is not as messy. Councilmember Moore asked, “We have other things there, so do we need to have hot chocolate?” Mayor Paschal said, “I am sure Duck Donuts will come, and Yvonne can look around, and if she sees anything else we can check on that.” Councilmember Moore mentioned Abigail Carter, The Boardwalk Baker, who sells cheesecake. There was no further discussion. Mayor Paschal made a MOTION, “To have Christmas in the Park on December 1st, 5:30-8:00 PM, with a rain date set for December 8th, 5:30-8:00 PM” Councilmember Crowder and Councilmember Moore seconded the motion. All voted in favor and the motion carried. Town of Wentworth Council Meeting Minutes – September 5th, 2023 Page 3 of 4 Article VII. PUBLIC COMMENTS There were no Public Comments. Article VIII. ANNOUNCEMENTS Mayor Paschal gave the following announcements:  The next regular meeting of the Wentworth Planning Board is scheduled for Tuesday, September 19, 2023, at 7:00 pm at the Wentworth Town Hall.  The next regular meeting of the Wentworth Town Council is scheduled for Tuesday, October 3, 2023, at 7:00 pm at the Wentworth Town Hall. Article IX. ADJOURN Mayor Paschal made a MOTION, “To adjourn”. Mayor Pro Tem Conner and Councilmember Crowder seconded the motion. All voted in favor and the motion carried.
