A SPECIAL MEETING OF THE RIO GRANDE VALLEY PUBLIC UTILITY AGENCY THURSDAY, JULY 16, 2026 TO: THE BOARD OF DIRECTORS OF RIO GRANDE VALLEY PUBLIC UTILITY AGENCY AND ALL OTHER INTERESTED PERSONS: NOTICE IS HEREBY GIVEN THAT the Board of Directors of the Rio Grande Valley Public Utility Agency (the “RGVPUA”) will hold a special meeting, open to the public in the Legislative Chamber of City Hall of the City of Weslaco, located at 255 South Kansas Avenue, on Thursday, July 16, 2026, at 10:00 AM, for the purpose of discussing the following items: I. CALL TO ORDER A. Call to Order and establish quorum. B. Pledge of Allegiance. C. Invocation. II. REPORTS A. Report from RGVPUA Interim General Manager. III. PUBLIC COMMENTS The Public Comments portion of the meeting is limited to three (3) minutes for each speaker. If any person providing public comment through a translator is limited to six (6) minutes, unless the RGVPUA uses simultaneous translation equipment in a manner that allows the Board to hear the translated public testimony simultaneously with the speaker. IV. OLD BUSINESS A. Discussion, consideration, and potentially take action to approve the Bylaws of the RGVPUA. V. NEW BUSINESS A. Discussion, consideration, and potentially take action to approve the minutes of the April 2, 2026 meeting of the Board of Directors. B. Discussion, consideration, and potentially take action to secure a Director and Officer liability insurance policy for RGVPUA Directors. C. Discussion, consideration, and potentially take action to secure RGVPUA website development services. Page 1 of 2  D. Discussion, consideration, and potentially take action to secure depository bank account services. E. Discussion, consideration, and potentially take action to accept a recommendation from the Interim General Manager and secure General Counsel Services. F. Discussion, consideration, and potentially take action concerning potential RGVPUA Projects and House Bill 500 Process. V. EXECUTIVE SESSION If during the course of the meeting any discussion of any item on the agenda should be held in executive or closed session, then the RGVPUA Board of Directors will convene in such executive or closed session when authorized by the provisions of the Texas Open Meetings Act, including but not limited to: A. Legal Consultation - Consultation as authorized under Texas Government Code §551.071 to receive legal advice from its attorney; and/or B. Economic Development - Deliberate on economic development negotiations as authorized under Texas Government Code §551.087. VI.
