CALL TO ORDER The meeting was called to order by Chair Devine at 4:00 p.m. B. ROLL CALL Present 2- Mayor Dan Devine, and Ms. Jamie Vallejo C. APPROVAL OF MINUTES 1. 17-00144 Approval of Meeting Minutes - June 26, 2017 A motion was made by Ald. Czaplewski, seconded by Ms. Vallejo, that this matter was Approved. The motion carried by the following vote: Aye: 3- Mayor Devine, Czaplewski, and Ms. Vallejo No: 0 D. NEW AND PREVIOUS MATTERS 2. 17-00138 Prohibited Dangerous Dog Order for Appeal by Jonathan and Nikkita Melcher of 2250 S. 69 St. City Clerk Schultz announced the case, and all witnesses providing testimony were sworn in. The West Allis Health Department presented the City’s case regarding quarantine and the rabies vaccination. The appellant,Jonathan and Nikkita Melcher,stated that they had moved, and presented their case with a description of the incident. They indicated their dog attended behavior rehabilitation, and that they go to a West Allis veterinarian. Ald. Czaplewski addressed an additional incident at a former apartment. Mayor Devine inquired about the outcome. A motion was made by Ald. Czaplewski, seconded by Ms. Vallejo, to rescind the prohibited dangerous dog designation based on the circumstances and that the dog will be taken to training and muzzled during transport. The West Allis Health Department presented the City’s case regarding the incident. The appellant, Michael Albrecht, presented his case and described the incident as it was relayed to him by Tyler Day. Jennifer Heck, the effected individual, said she noticed the bite to her dog later on, and Stephanie Lacasse did not directly witness the incident. Michael Albrecht described his fenced yard and where the dog got out of the house by the side door. A motion was made by Ms. Vallejo, seconded by Ald. Czaplewski, to rescind the dangerous dog designation. The motion carried by the following vote, and Ms. Schultz will mail the Board’s determination to the appellant: Aye: 3- Mayor Devine, Czaplewski, and Ms. Vallejo No: 0 4. 17-00145 Dangerous Dog Order for Appeal by Cassandra Najera and Greg Manlove of 8319 W. Rogers St. City Clerk Schultz announced the case, and all witnesses providing testimony were sworn in. The West Allis Health Department presented the City’s case regarding quarantine and the rabies vaccination. The appellant, Greg Manlove, presented his case and described the incident related to the pizza delivery. Lance Mlnarik, the effected individual described the bite incident, and that his employer needed to report the matter. Discussion ensued regarding follow up by Mr. Mlnarik, making the living situation safer and fencing in the yard. Further discussion ensued regarding dog evaluation for aggression and number of bites. A motion was made by Ald. Czaplewski, seconded by Ms. Vallejo, to rescind the dangerous dog designation. The motion carried by the following vote, and Ms. Schultz will mail the Board’s determination to the appellant: Aye: 3- Mayor Devine, Czaplewski, and Ms. Vallejo No: 0 5. 17-00139 Dangerous Dog Order for Appeal by Kelle Parker of 2067 S. 78 St. City Clerk Schultz announced the case, and all witnesses providing testimony were sworn in. The West Allis Health Department presented the City’s case regarding quarantine and the rabies vaccination. Chris Foley on behalf of the appellant, Kelle Parker, presented his case and described the incident as it was relayed to him by Ms. Parker's daughter. He said his dog has had no issues and is no longer allowed to go to the dog park. A motion was made by Ms. Vallejo, seconded by Ald. Czaplewski, to rescind the dangerous dog designation. Mc Myron St. City Clerk Schultz announced the case, and all witnesses providing testimony were sworn in. The West Allis Health Department presented the City’s case regarding quarantine and the rabies vaccination. The appellant, Katie and Jared Baroni, said they moved and presented their case and described the incident as isolated. They referenced the dog's behavioral assessment. Susan Kushner, the effected individual, indicated this is the second time the dog has charged at her. She described the incidents and what she experienced. She said she is afraid of their dog. Discussion ensued regarding the behavioral assessment, being leashed and the circumstances related to the incident. A motion was made by Ald. Czaplewski, seconded by Ms. Vallejo, to rescind the dangerous dog designation based on the circumstances and that the dog will be muzzled while in West Allis. The motion carried by the following vote, and Ms. Schultz will mail the Board’s determination to the appellant: Aye: 3- Mayor Devine, Czaplewski, and Ms. Vallejo No: 0 7. 17-00143 Request for hearing on Appeal of Dangerous Dog Order submitted by Lisa and Don Meyers of 1341 S. 89 St. Lisa and Don Meyers described the instruction given to them by the West Allis Health Department. A motion was made by Ald. Czaplewski, seconded by Ms. Vallejo, that this matter was Approved for a hearing. A motion was made by Ald. Czaplewski, seconded by Mayor Devine, that this matter was Approved for a hearing. The motion carried by the following vote: Aye: 3- Mayor Devine, Czaplewski, and Ms. Vallejo No: 0 9. 17-00141 Request for hearing on Appeal of Dangerous Dog Order submitted by Cathy Brandemuehl of 10505 W. Euclid Ave. Cathy Brandemuehl explained the circumstances related to her late filing. A motion was made by Ald. Czaplewski, seconded by Mayor Devine, that this matter was Approved for a hearing. The motion carried by the following vote: Aye: 3- Mayor Devine, Czaplewski, and Ms. Vallejo No: 0 E. ADJOURNMENT The meeting adjourned at 5:08 p.m. All meetings of the {bdName} are public meetings.
