Vitale No: 0 D. NEW AND PREVIOUS MATTERS 2. 17-00095 Presentation of the Goals and Objectives within the 2014-18 Consolidated Community Development Block Grant (CDBG) Program. Patrick Schloss & Kristi Johnson outlined for the committee, the goals and objectives within the 2014-18 Consolidated Plan for the Community Development Block Grant (CDBG) Program. Kristi Johnson presented the required national objectives for the CDBG Program. The low-moderate income area maps have changed since 2015. CDBG-eligible areas have increased since the use of the 2006-10 ACS income data. She also stressed that in order for a request to be considered for funding, a project must meet one of three priorities. It must either benefit low to moderate-income persons as individuals or as a group; aid in the elimination of slum or blighting influences; or meet community development that demonstrates a particularly urgent need. This matter was Discussed 4. 17-00097 Public Input and Comment on Goals and Objectives to be considered in the formation of the FY 2018 CDBG Annual Action Plan. Patrick Schloss shared that gaining public input into the CDBG process is part of a federal requirement for the program. Public input allows time for the public to share ideas and concepts that align with the goals and objectives outlined in the 2014-2018 Consolidated Plan. Joanie Luedtke, representing the West Allis-West Milwaukee Heroin/Opiate Task Force discussed that heroin and opiate addiction has become a community/nation-wide epidemic and there is a community need within the City of West Allis to address this issue. She also handed out an informational flyer to all who were present. Joanie stated that the Task Force provides community events, educational events, drug testing, education and outreach. Matt Waltz, representing WRTP/Big Step, stated that there are pockets of areas with unemployment. Low to moderate income individuals have many barriers to face regarding this issue and the WRTP/Big Step Program focuses on this. He stated that there is a real community need for these individuals. There being no further comments from the public, Jamie Vallejo, Chair closed the public input and comment section of the meeting. This matter was Discussed 5. 17-00098 Schedule for FY 2018 CDBG Annual Action Plan approval and funding. Kristi Johnson shared the timeline for the FY 2018 CDBG Annual Action Plan approval and funding. 6. 17-00099 Review of CDBG Funding for FY 2017. Kristi Johnson shared with the committee that in June, 2017, the City learned of its FY 2017 CDBG allocation, allowing staff to prepare the Annual Action Plan. It was noted that HUD awarded the City $1,136,458 in entitlement funds, which is $22,234 less than staff had anticipated. Staff made budget adjustments to the Administration and Economic Development budgets. Report on Public Facilities activities Kristi Johnson & Patrick Schloss addressed each activity within the mid-year Performance Report for 2017 and informed the committee on budgeted amounts and amounts expended for each activity from January through June 30, 2017. This matter was Discussed 8. 17-00101 Next Scheduled Meeting. The next Block Grant Committee Meeting is scheduled for Thursday, October 5, 2017 at 6:00 pm. Committee members were asked to check their calendars for availability on Thursday, October 5, 2017 at 6:00 p.m., for the next Block Grant Committee meeting.
