City of West Allis Meeting Minutes Block Grant Committee Thursday, October 5, 2017 6:02 PM City Hall, Room 128 REGULAR MEETING A. CALL TO ORDER The meeting was called to order by Jamie Vallejo, Chair at 6:02 p.m. B. ROLL CALL Present 11 - Ms. Dawn Groshek, Mr. Chris Porterfield, Ms. Nicole Dahms, Ms. Allisa Olstad, Ms. Jamie Vallejo, Ms. Jill Hansen, Mr. Michael Plicka, Ms. Marcia Lawson, Ms. Shelly Strasser, Ald. Michael May, and Ald. Vincent Vitale Excused 3- Ms. Caroline Dlouhy, Ms. Graciela Hernandez, and Mr. Steven Hook Others Attending Patrick Schloss, Community Development Manager; Kristi Johnson, Community Development Supervisor; Mardi Charnitz, Interfaith West Central; Jessica Gonzalez, Crimson Charities; Joanie Luedke, WAWM Family Resource Center and WAWM Heroin/Opiate Task Force; Leslie Spencer-Herrera, WRTP/BIG STEP; and John Chianelli, Whole Health Clerical Group. C. PUBLIC HEARING 1. 17-00126 Public Hearing on the consideration of requests for projects for the FY 2018 Community Development Block Grant (CDBG) Annual Action Plan. The Public Hearing notice was read. Ms. Johnson then provided a brief overview of the 2018 CDBG budget proposal for Administration, Public Service and Public Facilities. Mr. Schloss then provided a brief overview of the 2018 CDBG budget proposal for the areas of Housing and Economic Development. Ms. Luedke described the Fighting for Tomorrow application and the Family Resource Center application. Ms. Charnitz from Interfaith West Central provided details of their application. Ms. Spencer-Herrera with WRTP/BIG STEP, provided a brief description of their application. Ms. Gonzalez with Crimson Charities spoke briefly about their program. Each of these applicants explained why they were requesting funding from the FY 2018 Community Development Block Grant program. APPROVAL OF MINUTES 2. 17-00124 August 24, 2017 Draft Minutes Attachments: August 24, 2017 Draft Minutes A motion was made by Ald. May, seconded by Mr. Porterfield, that this matter was Approved.. The motion carried by the following vote: Aye: 11 - Ms. Groshek, Mr. Porterfield, Ms. Dahms, Ms. Olstad, Ms. Vallejo, Ms. Hansen, Mr. Plicka, Ms. Lawson, Ms. Strasser, Ald. May, and Ald. Vitale No: 0 E. NEW AND PREVIOUS MATTERS 3. 17-00125 Election of a Vice-Chair for the Community Development Block Grant Committee. Ald. Vitale nominated Shelly Strasser as the new Vice-Chair for the Community Development Block Grant Committee. A motion was made by Ald. Vitale, seconded by Ms. Hansen, that this matter was Approved. The motion carried by the following vote: Aye: 11 - Ms. Groshek, Mr. Porterfield, Ms. Dahms, Ms. Olstad, Ms. Vallejo, Ms. Hansen, Mr. Plicka, Ms. Lawson, Ms. Strasser, Ald. May, and Ald. Vitale No: 0 4. 17-00127 Consideration of requests for projects for the FY 2018 Community Development Block Grant (CDBG) Annual Action Plan. Discussion ensued between Staff and Committee members regarding the various project requests. This matter was Discussed 5. 17-00128 Recommendation to the Common Council on the consideration of requests for projects for the FY 2018 Community Development Block Grant (CDBG) Annual Action Plan. A motion was made by Mr. Plicka, seconded by Ald. Vitale, that this matter was Approved. The motion carried by the following vote: Aye: 11 - Ms. Groshek, Mr. Porterfield, Ms. Dahms, Ms. Olstad, Ms. Vallejo, Ms. Hansen, Mr. Plicka, Ms. Lawson, Ms. Strasser, Ald. May, and Ald.
