CALL TO ORDER The meeting was called to order by Alderperson Vitale at 6:00 p.m. B. ROLL CALL Present 14 - Ald. Michael May, Ald. Vincent Vitale, Ald. APPROVAL OF MINUTES 1. 18-00146 October 5, 2017 Draft Minutes Attachments: 10-5-17 Draft Minutes A motion was made by Ald. Vitale, seconded by Ald. May, that the minutes of the October 5, 2017 meeting be Approved. The motion carried by the following vote: Aye: 13 - Ald. May, Ald. Vitale, Ms. Cosby, Ms. Dahms, Ms. Dlouhy, Ms. Hansen, Mr. Haut, Ms. Hernandez, Mr. Hook, Ms. Lawson, Ms. Olstad, Mr. Plicka, and Ms. Plicka No: 0 D. PUBLIC HEARING 2. 18-00147 Fiscal Year 2017 Consolidated Annual Performance and Evaluation Report for the Community Development Block Grant (CDBG) Program. Attachments: Public Hearing Notice The Public Hearing Notice was read. Mr. Radomski stated that the purpose of the meeting was to review the accomplishments of the FY 2017 Consolidated Annual Performance & Evaluation Report (CAPER) for the Community Development Block Grant program. Mr. Radomski gave a brief overview of the 2017 Annual CDBG Report, providing a summary of activity accomplishments. Areas of focus were: Administration, Public Service, Housing Rehab, and Public Facilities. Mr. Schloss then gave a report on the CDBG Economic Development activities for 2017. Ms. Cosby asked staff to research if security funds can be used to assist with the installation of cameras on private property. A motion was made by Ald. Vitale, seconded by Ms. Hernandez, that Ms. Kimberly Crosby be elected as Chairperson for the Block Grant Committee. This matter was Approved. The motion carried by the following vote: Aye: 13 - Ald. May, Ald. Vitale, Ms. Cosby, Ms. Dahms, Ms. Dlouhy, Ms. Hansen, Mr. Haut, Ms. Hernandez, Mr. Hook, Ms. Lawson, Ms. Olstad, Mr. Plicka, and Ms. Plicka No: 0 4. 18-00149 Recommendation to the Common Council of the 2017 Consolidated Annual Performance and Evaluation Report for the Community Development Block Grant Program. A motion was made by Ald. Vitale, seconded by Ms. Olstad, that this matter was Approved. The motion carried by the following vote: Aye: 13 - Ald. May, Ald. Vitale, Ms. Cosby, Ms. Dahms, Ms. Dlouhy, Ms. Hansen, Mr. Haut, Ms. Hernandez, Mr. Hook, Ms. Lawson, Ms. Olstad, Mr. Plicka, and Ms. Plicka No: 0 5. 18-00152 Recommendation to amend the 2017 approved project of Exploit No More to include use of funds for Capital Equipment. A motion was made by Mr. Plicka, seconded by Ms. Dlouhy, that this matter was Approved. The motion carried by the following vote: Aye: 13 - Ald. May, Ald. Vitale, Ms. Cosby, Ms. Dahms, Ms. Dlouhy, Ms. Hansen, Mr. Haut, Ms. Hernandez, Mr. Hook, Ms. Lawson, Ms. Olstad, Mr. Plicka, and Ms. Plicka No: 0 F. MATTERS FOR DISCUSSION/ACTION 6. 18-00150 Discussion relative to the funding of the 2018 Community Development Block Grant Program. Discussion ensued with questions being answered by staff. This matter was Discussed G. ADJOURNMENT A motion was made by Ald. May, seconded by Ms. Dlouhy, to adjourn the meeting at 7:10 p.m. The motion carried by the following vote: Aye: 13 - Ald. May, Ald. In order for the general public to make comments at the committee meetings, the individual(s) must be scheduled (as an appearance) with the chair of the committee or the appropriate staff contact; otherwise, the meeting of the committee is a working session for the committee itself, and discussion by those in attendance is limited to committee members, the mayor, other alderpersons, staff and others that may be a party to the matter being discussed. NON-DISCRIMINATION STATEMENT The City of West Allis does not discriminate against individuals on the basis of race, color, religion, age, marital or veterans' status, sex, national origin, disability or any other legally protected status in the admission or access to, or treatment or employment in, its services, programs or activities. AMERICANS WITH DISABILITIES ACT NOTICE Upon reasonable notice the City will furnish appropriate auxiliary aids and services when necessary to afford individuals with disabilities an equal opportunity to participate in and to enjoy the benefits of a service, program or activity provided by the City. LIMITED ENGLISH PROFICIENCY STATEMENT It is the policy of the City of West Allis to provide language access services to populations of persons with Limited English Proficiency (LEP) who are eligible to be served or likely to be directly affected by our programs.
