CALL TO ORDER The meeting was called to order by Shelly Strasser, Vice Chair, at 6:01 p.m. B. NEW AND PREVIOUS MATTERS 2. 18-00498 Presentation of the Goals and Objectives within the 2014-18 Consolidated Community Development Block Grant (CDBG) Program. Patrick Schloss & Luke Radomski outlined for the committee, the six Goals and Objectives within the 2014-18 Community Development Block Grant (CDBG) Program Consolidated Plan. It was also noted that HUD approved an extension of the Consolidated Plan in relationship to the Consortium between Milwaukee County, the City of Wauwatosa & the City of West Allis. This matter was Discussed 3. 18-00499 Review of the National Objectives required for the CDBG Program. Luke Radomski and Patrick Schloss presented the required national objectives for the CDBG Program. Attachments: Notice of Public Information Mtg (9-13-18) Patrick Schloss shared that public input allows time for the public to share ideas and concepts that align with the goals and objectives outlined in the 2014-2018 Consolidated Plan. Gaining public input into the CDBG process is part of a federal requirement for the program. Tammy Herro, representing Interfaith-West Central, spoke regarding the greatest need for the senior population they serve seems to be assistance with yard/landscaping and transportation to and from Dr. appointments. Interfaith-West Central is a very active program & provides various levels of assistance. Leslie Spencer-Herrera representing WRTP/BIG STEP stated that there are still pockets of areas with unemployment. Low to moderate income individuals have many barriers to face regarding unemployment. They are working on more outreach to the community through flyers and ads on Facebook. Job training is a large focus of this program. There being no further comments from the Public, Shelly Strasser, Vice Chair, closed the public input and comment section of the meeting. This matter was Discussed 5. 18-00501 Schedule for FY 2019 CDBG Annual Action Plan approval and funding. Luke Radomski shared the timeline for the FY2019 CDBG Annual Action Plan approval and funding. 6. 18-00502 Review of CDBG Funding for FY 2018. Patrick Schloss shared with the committee that in May, 2018, the City of West Allis learned of its FY2018 CDBG allocation, allowing staff to begin to prepare the Annual Action Plan. In 2018, HUD awarded West Allis $1,255,225 in entitlement funds which was $289,236 more than anticipated/budgeted. 7. 18-00503 Consideration of mid-year Performance Report for 2018 and expenditures for the period covering January 1 through June 30, 2018. Patrick Schloss and Luke Radomski addressed each activity within the mid-year Performance Report for 2018 and informed the committee on budgeted amounts and amounts expended for each activity from January through June 30, 2018. This matter was Discussed 8. 18-00505 Next Scheduled Meeting. Committee members were asked to check their calendars for their availability on Thursday, October 18, 2018 at 6:00 p.m. for the next Block Grant Committee meeting. ADJOURNMENT A motion was made by Ald. May, seconded by Ald. Vitale, to adjourn the meeting at 7:05 p.m. The motion carried unanimously. All meetings of the {bdName} are public meetings. In order for the general public to make comments at the committee meetings, the individual(s) must be scheduled (as an appearance) with the chair of the committee or the appropriate staff contact; otherwise, the meeting of the committee is a working session for the committee itself, and discussion by those in attendance is limited to committee members, the mayor, other alderpersons, staff and others that may be a party to the matter being discussed.
