CALL TO ORDER The meeting was called to order by Ms. Strasser, Vice Chair at 6:01 p.m. B. APPROVAL OF MINUTES 1. 19-0520 March 14, 2019 (draft) Minutes Attachments: 3-14-19 Minutes A motion was made by Ms. Groshek, seconded by Mr. Plicka, that the minutes of the March 14, 2019 meeting be approved. NEW AND PREVIOUS MATTERS 2. 19-0521 Review of new 2019 CDBG Public Service Applications Luke Radomski shared information on the new 2019 CDBG Public Service Applications. Housing First Homeless Outreach provides homeless outreach services, case management and triaged referrals to ongoing, community-based case management services. Since Interfaith/UNISON ceased operation in winter of 2019, ERAS Senior Network Neighborhood Outreach Program was selected by Milwaukee County Department on Aging to be the provider of the Neighborhood Outreach Program for Milwaukee County on a short term basis. This matter was Discussed 3. 19-0522 Presentation of the Goals and Objectives within the 2014-18 Consolidated Community Development Block Grant (CDBG) Program Luke Radomski outlined for the committee the six Goals and Objectives within the 2014-18 Consolidated Community Development Block Grant (CDBG) Program. This matter was Discussed City of West Allis Page 1 Printed on 3/5/2020 Block Grant Committee Meeting Minutes August 29, 2019 4. 19-0523 Review of 2020-2024 Consolidated Plan Process and Community Survey The committee was informed that the City of West Allis will be working with Milwaukee County and the City of Wauwatosa on the creation of this plan. The City must establish independent goals. Any community receiving Federal entitlement grants like CDBG are required to set new goals & objectives every five years. 5. 19-0524 Discussion relative to the planning and effects of the upcoming 2020 Census This matter was Discussed 6. 19-0525 Review of the National Objectives required for the CDBG Program The national objectives for the CDBG Program were presented by Luke Radomski. This matter was Discussed 7. 19-0526 Public Input and Comment on Goals and Objectives to be considered in the formation of the FY 2020 CDBG Annual Action Plan Luke Radomski shared that public input allows time for the public to share ideas and concepts that align with the goals and objectives outlined in the 2014-2018 Consolidated Plan. Gaining public input into the CDBG process is part of a federal requirement for the program. Dawn Groshek, Block Grant Committee Member inquired as to the potential use of CDBG funding for translation services. Luke Radomski informed her that it is a general government service already provided by the City of West Allis. There being no further comments from the public, Ms. Strasser, Vice Chair, closed the public input and comment section of the meeting. This matter was Discussed 8. 19-0527 Review of CDBG Funding for FY 2019 Luke Radomski shared with the committee that in May 2019, the City of West Allis learned of its FY2019 CDBG allocation, allowing staff to begin to prepare the Annual Action Plan. In 2019, HUD awarded West Allis $1,249,306 in entitlement funds which was $5,919 less than staff had anticipated. 9. 19-0529 Consideration of mid-year Performance Report for 2019 and expenditures for the period covering January 1 through June 30, 2019 Luke Radomski addressed each activity within the mid-year Performance Report for 2019 and informed the committee on budgeted amounts and amounts expended for each activity from January through June 30, 2019. This matter was Discussed 10. 19-0530 Next Scheduled Meeting The next Block Grant Committee Meeting will be held on Thursday, September 12, 2019 at 6:00 p.m. E. ADJOURNMENT A motion was made by Ms. Strasser, seconded by Ald. Vitale to adjourn the meeting at 7:10 p.m. The motion carried unanimously.
