2018 BOARD OF REVIEW MEETING
1. Call to Order
The meeting was called to order at 9:03 a.m.
2. Roll Call
Present 5- Wayne Clark, Winard Coley, Robert Haglund, Randy Kassa, and Sharon Prindiville
Others Present: City Clerk Steven A. Braatz, Jr., City Assessor Jason Williams, City
Attorney Kail Decker and Assistant City Attorney Nicholas Cerwin.
3. Selection of 2018 Chairperson and Vice-Chairperson
Coley moved to select Wayne Clark as the Chair and Winard Coley as Vice Chair,
motion carried by the following vote:
Aye: 5- Clark, Coley, Haglund, Kassa, and Prindiville
No: 0
4. Verify that Member(s) have Met the Mandatory Training Requirements
Clerk Braatz confirmed that all five members completed the training session and the
Affidavit was filed with the Department of Revenue.
5. Verify that the City has an ordinance for the confidentiality of income and expense
information provided to the assessor under Wis. Stat. §70.47(7)(af)
Verification was made that the City has an ordinance for the confidentiality of income and
expense information.
6. Review of new laws
Assessor Williams reviewed a new law regarding residents that reject internal review.
7. Re-affirmation of policy on procedure for sworn telephone or sworn written testimony
requests

Coley moved to re-affirm the City's Policy and Procedures for Sworn Telephone
& Written Testimony Requests, Prindiville seconded, motion carried.

8. Re-affirmation of policy on procedure for waiver of board of review hearing requests
Coley moved to re-affirm the City's Policy and Procedure for Waiver of Board of
Review Hearing Requests, Prindiville seconded, motion carried.
18-00311 Sworn Written or Telephone Testimony Policy adopted 5-23-17
9. Summary of Annual Assessment Report by Assessor’s Office
Assessor Williams reported on the mailed notices of assessment and Open Book. He
reviewed the 2018 assessment roll and a summary of the assessed values. He also
presented his credentials for the record.
10. Receipt of the Assessment Roll by Clerk from the Assessor and sworn statements
from the Clerk
Clerk Braatz confirmed the receipt of the assessment roll and sworn statements.
11. Examine the Roll and Correct Errors in Description of Computation and add omitted
or eliminate double assessed property
Certification of correction of error under state law and verify with the City Assessor that
open book changes are included in the assessment roll.
12. Verify with the Assessor that open book changes have been included in the
Assessment Roll
Assessor Williams verified the open book changes are included in the assessment roll.
13. Allow taxpayers to examine assessment data
No taxpayers present.
14. Consideration of:
A. Waivers of the required 48-hour notice of intent to file an objection when there is
no good cause
Coley moved to deny the 48-hour waiver for Funeral Corp due to no good cause
and did not meet statutory waiver requirements, Prindiville seconded, motion
carried.
B. Requests for waiver of the BOR hearing allowing the property owner an appeal
directly to circuit court
Coley moved to approve the waiver of BOR hearing to allow Sam's Club and
Colders to appeal directly to circuit court, Prindiville seconded, motion carried.
C. Requests to testify by telephone or submit sworn written statement
None.
D. Subpoena requests
None.

15. Review notices of intent to file objection
Hendricks, no action taken.
16. Hearings and decisions on objections

B. Tax Key # 442-0102-000, Owner: Stewart and Mary LaPointe
Prindiville moved to sustain the Assessor's valuation, Coley seconded, motion
carried by the following vote:
Aye: 5- Clark, Coley, Haglund, Kassa, and Prindiville
No: 0
17. Opportunity for objectors who do not give their intent and appear to give reason to
the board as to why they should be heard
None.
18. Schedule additional Board of Review Date(s) (if needed)
Additional BOR dates are not needed.
19. Adjournment
Haglund moved to adjourn at 11:03 p.m., Kassa seconded, motion carried.
