Call to Order The meeting was called to order at 10:09 p.m. 2. Roll Call Present 5- Wayne Clark, Winard Coley, Robert Haglund, Randy Kassa, and Sharon Prindiville 3. Confirmation of appropriate Board of Review and Open Meetings notices City Administrator Rebecca Grill confirmed the appropriate notices were posted and published, 4. Selection of a Board of Review Chairperson A motion was made by Coley, seconded by Prindiville, to select Wayne Clark as Chair. The motion carried by the following vote: Aye: 5- Clark, Coley, Haglund, Kassa, and Prindiville No: 0 5. Selection of a Board of Review Vice Chairperson A motion was made by Prindiville, seconded by Kassa, to select Winard Coley as Vice-Chair. The motion carried by the following vote: Aye: 5- Clark, Coley, Haglund, Kassa, and Prindiville No: 0 6. Verify that Member(s) have met the mandatory training requirements Grill confirmed that the training requirement was met. 7. Verify that the City has an ordinance for the confidentiality of income and expense information provided to the assessor under Wis. Stat. §70.47(7)(af) Verification was made that the City has an ordinance for the confidentiality of income and expense information. 8. Review of new laws Assistant City Attorney Rebecca Hammock reviewed the Department of Revenue law changes to Act 185; 140. 9. The motion carried by the following vote: 10. Re-affirmation of policy on procedure for waiver of board of review hearing requests A motion was made by Coley, seconded by Prindiville, that this matter was Adopted. The motion carried by the following vote: Aye: 5- Clark, Coley, Haglund, Kassa, and Prindiville No: 0 11. Filing and summary of Annual Assessment Report by Assessor’s Office City Assessor Jason Williams presented his credentials for the record and reported on the mailed notices of assessment, Open Book, a review of the 2020 assessment roll and a summary of the assessed values. 12. Receipt of the Assessment Roll by Clerk from the Assessor and sworn statements from the Clerk Grill confirmed the receipt of the assessment roll and sworn statements. 13. Perform Statutory Duties: a. Examine the Roll, b. Correct description or calculation errors, palpable errors corrected c. Add omitted property, and d. Eliminate double assessed property A motion was made by Coley, seconded by Haglund, that this matter was Adopted. The motion carried by the following vote: Aye: 5- Clark, Coley, Haglund, Kassa, and Prindiville No: 0 14. Certify all corrections of error under state law (Wis. Stats. 70.43) A motion was made by Coley, seconded by Haglund, that this matter was Approved. The motion carried by the following vote: Aye: 5- Clark, Coley, Haglund, Kassa, and Prindiville No: 0 15. Verify with the Assessor that open book changes have been included in the Assessment Roll City Assessor verified that open book changes are included in the assessment roll. 16. Allow taxpayers to examine assessment data Taxpayers were allowed to examine assessment data. 17. Consideration of: a. Waivers of the required 48-hour notice of intent to file an objection when there is good cause, b. Requests to testify by telephone or submit sworn written statement, (none) d. Objection forms and hearing for property owners who did not submit acceptable income and expense information pursuant to Wis Stat. 70.47(7)(af) e. Subpoena requests (none) f. Action on any other legally allowed/required Board of Review matters g. Palpable Errors pursuant to 70.43 (see 13. b.) h. Omitted Property pursuant to 70.44 A motion was made by Haglund, seconded by Coley, that this matter was Approved.
