SPECIAL MEETING
A. CALL TO ORDER
The meeting was called to order by Common Council President Thomas G. Lajsic at 6:30
p.m.
B. ROLL CALL

C. APPROVAL OF MINUTES
to approve the minutes of the Special meeting of May 7, 2013
D. OTHER MATTERS TO COME BEFORE THE COMMITTEE FOR DISCUSSION/ACTION
Discussion relative to city Ordinances and Policies with respect to certain residency
issues created by passage of the State Budget provisions on this subject.
Mr. Ziehler and Assistant City Attorney Kuhary explained the four (4) following points
relative to residency and the issues created by passage of the State Budget provisions to
be discussed at this meeting:
1. State Budget with certain restrictions.
2. City Ordinances
3. Police Management positions
4. Definition of "Emergency Personnel".
Discussion ensued relative to the four points above. Mr. Ziehler and Assistant City
Attorney Kuhary reviewed the State Budget restrictions relative to residency of Police and
Fire personnel.
Ms. Key stated union Police and Fire personnel have certain restrictions. Fire personnel
have a half hour drive time with a one hour response time and Police personnel have
specified boundaries. Ms. Kuhary proposed to delete the residency policy and make
changes to the salary ordinances. State restriction is not applicable to our two-tier
salary scale. Wisconsin League of Municipalities definition of "Emergency Personnel"
was for Police and Fire but not defined in the Budget. Police and Fire Management

positions would include two (2) Chiefs, two (2) Deputy Police Chiefs, and two (2) Deputy
Fire Chiefs. The question arose as to whether to apply to the six (6) Emergency
personnel's residency requirements to the Police and Fire personnel guidelines or to
apply the fifteen (15) mile limit. Ms. Key stated with the larger boundaries, personnel are
able to service calls and still retain a definition consistency.
Mr. Ziehler asked for the Committee of the Whole's recommendation to the Police and
Fire Commission as to whether to have the more generous boundaries or keep the
residency within the fifteen (15) mile limit. It is the Police and Fire Commission ultimate
decision to establish residency requirements, but the Council should state its preference.
It was the consensus of the Committee of the Whole recommendation to apply the
broader boundaries for Emergency Personnel, with the consensus being as follows:
Ayes (7) - Alds. Czaplewski, Lajsic, Probst, Roadt, Sengstock, Vitale, and Weigel
Noes (2) - Alds. May and Reinke.
E. ADJOURNMENT
The meeting adjourned at approximately 7:00 p.m
