Weigel Tuesday, November 18, 2003 5:00 PM City Hall - Council Chambers REGULAR MEETING A. CALL TO ORDER The meeting was called to order by Mayor Bell at 5:00 p.m. B. ROLL CALL Present 10 - Barczak, Czaplewski, Kopplin, Lajsic, Narlock, Reinke, Sengstock, Trudell, Vitale, and Weigel C. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Ald. Narlock. D. PUBLIC HEARINGS None. E. CITIZEN PARTICIPATION Robert Braun, 2160 S. 86 St., appeared on behalf of Christian Civil Liberties Union and Save Our Children from Sexual Predators. He commented on the adult section of the Family Video Store. He indicated that he has spoken to the District Attorney about the Open Meetings Law. He indicated that research into the State Statutes is being conducted. Mr. Braun mentioned another store in Waukesha. He stated that the store's opening will not be peaceful. He requests a re-visitation of the issue. Philip LaSpisa, 2128 S. Livingston Terrace, is a member of the West Allis Professional Police Association. He commented on the settlement of the contract for the police. Mr. LaSpisa remarked that he does not want to see a cut in the police force. Jim Mejchar, President, West Allis Chamber of Commerce, 7149 W. Greenfield Ave., commented on the appearance of downtown West Allis, especially for the Christmas Parade. The Chamber of Commerce will have its holiday party in early December, and the proceeds benefit the needy. The business community becomes involved, in a joint effort with the Health Department, in the Holiday Helper Program. F. R-2003-0346 Resolution relative to transferring $5,475.00 from the contingency fund to the Public Works Department Landscape Materials Accounts. Approval of Minutes to approve the minutes of the regular meeting of November 4, 2003 A motion was made by Ald. Sengstock, seconded by Ald. Vitale, to approve the minutes of the regular meeting of November 4, 2003. The motion carried. H. ITEMS NOT REFERRED TO COMMITTEE 1. 2003-0705 Report of the Municipal Judge for the month of October, 2003, consisting of all fines, costs and fees collected by the City of West Allis in the sum of $77,629.45, all fines, costs and fees in the sum of $77,131.05 collected in the Municipal Court and the sum of $86,737.50 in payment of parking violations sent directly to the City Clerk/Treasurer's office. A motion was made by Ald. Narlock, seconded by Ald. Reinke, that this matter be Placed on File. The motion carried. I. STANDING COMMITTEE REPORTS ADMINISTRATION & FINANCE COMMITTEE 2. O-2003-0070 Ordinance appropriating the necessary funds for the operation and administration of the City of West Allis for calendar year 2004. This Matter was Passed as Amended on a Block Vote. 3. 2003-0628 2004 City of West Allis Mayor's Recommended Budget. This Matter was Approved as Amended on a Block Vote. A motion was made by Ald. Czaplewski, seconded by Ald. Reinke, that this matter be Placed on File. The motion carried. PUBLIC WORKS COMMITTEE 6. R-2003-0330 Resolution to confirm and adopt the report of the City Engineer containing the schedule of proposed assessments for improvement of the East/West alley between S. 87 St., S. 88 St., W. Lincoln Ave. and W. Hayes Ave. by new concrete alley pavement, storm sewer, storm sewer relay, building services, utility adjustments and storm underdrain. Held in Public Works Committee during recess. 7. R-2003-0344 Final Resolution authorizing public improvement by removal and reconstruction of the concrete alley pavement, storm sewer, storm sewer relay, building services, utility adjustments and storm underdrain in various alleys in the City of West Allis and levying special assessments against benefited properties. This Matter was Adopted on a Block Vote. 8. R-2003-0345 Resolution accepting work of United Sewer & Water, Inc. for sanitary spot relay, storm sewer, water main relay, building services and adjustments in S. 122 St. from W. Oklahoma Ave. to W. Holt Ave. and S. 121 St. from approximately 300' north of W. Burdick Ave. to W. Ohio Ave. in the City of West Allis and authorizing and directing payment of said contract in accordance with contract terms of 2003 Project No. 11. This Matter was Adopted on a Block Vote. 9. R-2003-0347 Resolution Granting a Privilege for Encroachment (Major) to New Owner Frank L. Altenbach (d/b/a Steel Horse Sports Bar) for property located at 6215 West National Avenue. Cleveland Ave. This Matter was Placed on File on a Block Vote. 12. 2003-0706 Communication from West Allis Wesleyan Church requesting permission to have a live Nativity (consisting of a donkey, sheep and a goat) at their property of 2465 S. 108 St. on December 5 & 6, 2003. OTHER MATTERS RELATING TO THE AFFAIRS AND GOVERNMENT OF THE CITY WHICH MAY PROPERLY BE BROUGHT BEFORE THE COMMON COUNCIL Alderperson Reinke congratulated Mayor Bell for being named Stateswoman of the Year by the Wisconsin Women's Network which occurred on November 2nd at Alverno College. Alderperson Reinke commended Mayor Bell for the honor, and said that we are very proud of her. Alderperson Sengstock announced the caroling at the Christmas Tree prior to the parade scheduled for this evening. M.
