Weigel. D. PUBLIC HEARINGS 1. R-2004-0214 Resolution to confirm and adopt the report of the City Engineer containing the schedule of proposed assessments for improvement of W. Greenfield Ave. (STH 59) from I-894 to S. 92 St. and portions of intersecting streets by asphalt reconstruction of the pavement with miscellaneous sidewalk repair, new driveway approaches, sanitary sewer relay, building services and utility adjustments. Explanation of the Resolution by Michael Lewis, City Engineer. Appearances: None. 2. R-2004-0279 Resolution relative to adopting the 2005 Local Law Enforcement Block Grant Program in the amount of $11,027. Explanation of the Resolution by John Stibal, Director of Development. Appearances: None. E. CITIZEN PARTICIPATION Maureen Russell, 1019 S. 75 St., commented on the improvements to properties and inquired about follow-up. She would like to see something be done regarding garages that are being used for storage. F. G. MISCELLANEOUS BUSINESS Mayor's Report Mayor Bell announced that there will not be a formal Mayor's Report at tonight's meeting. Mayor Bell described the success of the first annual Arts a'Fair. She announced the date for next year's Arts a'Fair as September 17, 2005. Alderpersons Comments Ald. Weigel announced that volunteers will be installing new playground equipment on Saturday, September 25th from 8:00 a.m. to 1:00 p.m. at Lincoln School as part of a PTA project. Ald. Reinke commended Mayor Bell and her fine arts committee for the Arts a'Fair and the Strolling Strings. She described the event as wonderful, and enjoyed the entertainment and artwork. Ald. Reinke stated that there are many talented people in the community, and described the art as high quality and tasteful. Ald. Sengstock thanked Ald. Reinke for her comments, and he is looking forward to attending future events. H. AGENDA APPROVAL that the agenda as submitted be accepted A motion was made by Ald. Sengstock, seconded by Ald. Kopplin, that the agenda as submitted be accepted. The motion carried. I. APPROVAL OF MINUTES to approve the minutes of the regular meeting of September 7, 2004 A motion was made by Ald. Sengstock, seconded by Ald. Narlock, to approve the minutes of the regular meeting of September 7, 2004. The motion carried. J. ITEMS NOT REFERRED TO COMMITTEE Presentation Council President Sengstock presiding. Council President Sengstock described the porch contest and Mayor Bell began the presentation. Mayor Bell announced the winners of the Porch Contest and presented the awards to those individuals as follows: Best Second Story, Chris Stemper at 2206 S. 89 St., Sara Topczewski, property owner Most Patriotic, Shannon and Mark Schulz at 1736 S. 71 St. Most Inviting, Mary Jane and Richard Foster at 2068 S. 106 St. Most Distinctive, Schoen and Scott Sevedge at 1928 S. 55 St. Most Colorful, Paula Haukas at 2258 S. 59 St. Most Homey, Robin and Daniel Shaffer at 1029 S. 75 St. Mayor Bell thanked the participants for decorating their porches. This Matter was Placed on File on a Block Vote. 4. 2004-0562 Report of the Municipal Judge for the month of August, 2004, consisting of all fines, costs and fees collected by the City of West Allis in the sum of $99,622.62, all fines, costs and fees in the sum of $99,346.22 collected in the Municipal Court and the sum of $84,504.00 in payment of parking violations sent directly to the City Clerk/Treasurer's office. This Matter was Placed on File on a Block Vote. 5. 2004-0570 Jeff West communication regarding personal property damage which allegedly occurred on September 5, 2004.
