R-2010-0127 Resolution relative to determination of Special Use Permit for outdoor dining addition to Callanan's Parkway Pub, to be located at 11505 W. National Ave. Sponsors: Safety & Development Committee The Clerk's Office received one (1) letter of concern on the Special Use Permit. Explanation by John Stibal, Director of Development. Appearances: Erik Anderson, 11321 W. Oklahoma Ave., property manager, asked who the tenants should address their concerns to if noise becomes an issue. David Fewkes, 3171 S. Toldt Pkwy., stated he and the other condo owners are pro business, and expressed concerns with regard to noise and landscaping. Devan Gracyalny, 3180 S. 114 St., supported the outdoor dining area, and also favored leasing or giving the additional City property to the business for adding to the tax roll. He said that music may not be a big issue since Hwy 100 traffic and Nathan Hale bands can already be heard, and the outdoor dining area will be a nice showpiece. 2. R-2010-0129 Resolution relative to determination of Special Use Permit for proposed outdoor dining addition at Jonny Hammers, an existing tavern located at 6300 W. Lincoln Ave. Sponsors: Safety & Development Committee The Clerk's Office received two (2) letters of opposition on the Special Use Permit. Explanation by John Stibal, Director of Development. Appearances: Jon Cervantes, 6300 W. Lincoln Ave., stated that his business has a full menu, wants to do something to improve the area, and that the building needs repairs. He said the back area will have a camera and alarm system. 3. R-2010-0126 Resolution relative to determination of Special Use Permit for proposed daycare facility to be located at 5801 W. National Ave. Sponsors: Safety & Development Committee Explanation by John Stibal, Director of Development. Appearances: John O'Hara, 2319 S. 55 St., addressed his concerns with regard to safety and parking. Fannie Smole, 1344 S. 58 St., said that the location is no place for a daycare center due to the congestion in the area, traffic and fumes. She asked why day care centers are opening on the east end, and opposed the proposal. Charles Short, 1357 S. 58 St., supports business in the Six Points neighborhood, and is pleased to have a convenient daycare nearby. He asked that thorough background checks be City of West Allis Page 2 Printed on 12/21/2018 Common Council Meeting Minutes May 18, 2010 conducted on the daycare owners, and that they have no fraud, money mismanagement or illegal drug activity in their records. He requested parking be allowed on both sides of S. 58 St. and for the West Allis Police Department to monitor traffic. Richard Wichmann, 915 S. 57 St., asked what the plans are for Roosevelt School. F. CITIZEN PARTICIPATION John Stibal, Director of Development, announced that the American Architectural Institute of Wisconsin, Wisconsin Concrete Masonry Association, recognized the West Allis Animal Hospital and Six Points East Condominium project for best of show and excellence. Mary Gorski, 2626 S. Seymour Pl., commented on the language in the proposed ordinance relative to prohibiting the feeding of deer and requested a higher fine than $100. She addressed her concerns with regard to health and safety. She requested the City work with surrounding communities and the DNR to reduce the herd. Richard Wichmann, 915 S. 57 St., commented on the Paradise Theater and the east end of the city with regard to development. He said the theater has been ignored as a historic site and magnet for the City, no effort was made to upgrade the property, and West Allis has no functioning theaters or places for the arts. He asked why West Allis is left out of the entertainment field. He stated that some creativity should be exercised to develop the property, and addressed the empty lots where nothing has replaced those vacancies. He said the Paradise Theater is part of the cultural history of West Allis and there won't be anything like it again. He commented on drawing in people with higher incomes, and asked what is there to do in that area. He said he does not want to see a steady deterioration, and people have to be willing to and want to live and invest in the area that has a future. He asked what would be needed to bring the theater up to code, if renting was looked at, and if a cost analysis was done to determine the property and theater's viability. John O'Hara, 2319 S. 55 St., commented on cooking over wood, not burning wood. He addressed the City's open air burning ordinance, and addressed how a person can safely and sensibly cook with wood. He said he should be able to do this, and requested an amendment to the ordinance as a quality of life issue. G. H. MISCELLANEOUS BUSINESS Mayor's Report Mayor Devine commented on Police Memorial Week, and attended a law enforcement ceremony. He thanked the police department for their service. Weigel invited everyone to the annual Ala Carte celebration, and announced a neighborhood cookout at Rogers Park. Ald. Reinke commented on the Memorial Day Parade and ceremony at Vets Park, and the Celebrations Committee will be delivering gift packets to the veterans. Ald. In order for the general public to make comments at the committee meetings, the individual(s) must be scheduled (as an appearance) with the chair of the committee or the appropriate staff contact; otherwise, the meeting of the committee is a working session for the committee itself, and discussion by those in attendance is limited to committee members, the mayor, other alderpersons, staff and others that may be a party to the matter being discussed.
