Hayes Ave., commented on the following: safety of area residents with regard to the speeding of motorists on the street, taxing structure and why those monies aren’t allocated to repair the streets, construction operations, and the ability of residents being able to park on the streets with the hospital employees already consuming the available parking. Bill Schuppert, 8732 W. Hayes Ave., commented on whether the hospital will be charged a percentage for using Hayes Avenue for parking. Karen Komassa, 8632 W. Hayes Ave., inquired on the speed study results of Hayes Avenue and the possibility of installing traffic calming measures. Amy Polzien, 8621 W. Hayes Ave., commented on the speeding and suggested installing “No Parking without a Permit” signage by the hospital to be enforced through the duration of the project. Ms. Polzien inquired about the street lighting and suggested the school parking lot be available for residents during the summer months for parking. Jon Wink, 8514 W. Hayes Ave., questioned needing a lateral versus a sump pump. Ted Sparangis, 2875 S. Root River Pkwy., questioned the cost and the bidding process. Darcee Schilcher, 8620 W. Hayes Ave., commented on the limited parking situation with regard to the handicapped residents. This matter was Public Hearing Held 2. Waukesha Rd., commented on Allied Pools building location in relation to the sidewalk. Attorney Brad Dagen, Attorney representing 1650 Ownership Group, gave an overview of the project and the property. Attorney Dagen and his clients are looking for the City to approve split zoning for this project. This matter was Public Hearing Held 3. R-2016-0270 Resolution relative to determination of Special Use Permit for Si-Chuan Cuisine, a proposed restaurant, to be located at 11102 W. CITIZEN PARTICIPATION Pam Wachholz, 2947 Root River Pkwy, commented on the proposed dog park location at the 3000 Root River Parkway, as the area is residential. Ms. Wachholz stated homes were purchased by the MMSD (Milwaukee Metro Sewage District) because of significant flooding which still exists and the land was then offered to abutting homeowners for the appropriate market value. Ms. Wachholz stated the proposed park violates every condition of the MMSD’s flood management plan and will negatively impact the flood plain area. Ms. Wachholz commented on how Wisconsin is home to more than seventy dog parks none of which are located in residential areas. Ms. Wacholz is strongly opposed to the dog park. Laura Sekula, 2994 S. Waukesha Rd., is strongly opposed the proposed dog park in the Root River Parkway and Waukesha Road area. One hundred neighbors signed a petition opposing the dog park which outlines the reasons as to why they don’t want the dog park in the parkway, those being: additional flooding, debris in the water, fence will catch the garbage, problem with dog waste, E-Coli concerns, noise pollution, smell, littering, and impact on wildlife. Ms. Sekula stated that they purchased their homes for their own enjoyment and that many people enjoy the parkway as an amenity. Larry Borek, 3060 S. Waukesha Road., is concerned about fence along the back of his property. Mr. Borek recalled a letter he received from the MMSD with a lot of restrictions for that property stating that there will be no building or development on that property. Mr. Borek is concerned with the flooding that still exists. Mr. Rowan commented on safety issues being a big concern, and that people use the Oak Leaf trail for walking, running, biking, and strollers. Mr. Rowan commented on the additional automobiles and parking. Mr. Rowan visited some County dog parks and commented on their parking situations. Mr. Rowan commented on the aesthetics of the parkway and the pride he takes in his property. Mr. Rowan questioned why Greenfield Park isn’t a consideration and not number one on the list. Jim Mejchar, 3200 S. 116th St., commented on the election and how it is a long process. Mr. Mejchar commended the tremendous job of the City Clerk on the supervision of the election workers with a lot of training and the orderly process of the election. Mr. Mejchar reported on the 84% turnout. Mr. Mejchar encouraged residents to get involved, volunteer, and take pride in the community. Michael J. Bailey, 8614 W. Lapham Street, is opposed to the dog park. Mr. Bailey’s concerns are the loss of income to the City, the increased flooding on Root River Parkway which may cause MMSD to buyout more homes, loss of value in properties and reduction of property taxes collected. Mr. Bailey commented on what would happen when the grant monies are gone, building benches and fences including a gravel area in a flood plain would require maintenance which means the City would have to bear the costs. Mr. Bailey would like to have an open forum and a hearing on this issue. Ann Denneau, 2769 S. Seymour Place, believes Root River Parkway is the best street in the City and how she does her part to clean up the Parkway. Ms. Denneau expressed on how the neighbors like the beautiful area and commented that the property values will go down with the dog park in the area. Tom Jezo, 2974 W. Waukesha Road, commented on how they enjoy the larger properties, wildlife, and he is strongly opposed to the dog park and the proposed fence. Mary Pintarro, 2769 S. Seymour Pl., is strongly opposed to the dog park. Ms. Pintarro enjoys the privacy and is concerned about the neighborhood. Ms. Pintarro would like the dog park in another part of West Allis and suggested the S. 112 Street and W. Cleveland Avenue school district site. Scott Knackert, 2867 S. Waukesha Road, agrees with the neighbors and was shocked when he heard about the proposed dog park on Root River Parkway. Mr. Knackert would like the Council to rethink the proposal. Jim Mejchar, 3200 S. 116 St., agrees with everyone’s comments and is opposed to the dog park. Waukesha Road, commented on the issues of property value and traffic issues. Mr. Brees also commented on all the activity on Root River Parkway and would like the Council to re-think this proposal in the area because of the safety aspect. Mr. Brees would like a speed test of Root River Parkway to be conducted. Dale Klipstein, 11722 W. Oklahoma Ave, commented on how having a dog park in the area would have impacted his decision to move into the area and that the peacefulness of the neighborhood could be ruined because of the dog park. F. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES Mayor Devine announced that the following Committees would meet during recess: Administration & Finance, Public Works, Safety & Development, License & Health, and Advisory. G. MAYOR'S REPORT Mayor Devine complimented City Clerk, Monica Schultz, staff, and the election officials regarding the outstanding job with the elections. Mayor Devine reminded everyone about the following events: Christmas Parade and the tree lighting to be held on December 3, 2016, the Fall leaf pickup has been extended to November 27, 2016, and the Horace Mann Craft & Vendor Fair to be held on November 26, 2016. H. ALDERPERSON'S REPORT Ald. May gave kudos to Richard Zielicki and over one hundred volunteers who collected over 4120 pounds of food to benefit the Immaculate Heart of Mary’s Food Pantry. Ald. May announce the opening of Reservoir Park’s playground. Ald. Reinke announced the Veteran’s Giving Tree that provides gifts to the Veterans. Ald. Reinke reminded everyone of the Celebration’s Committee "July 4th theme" contest. Ald. Barczak reminded West Allis residents to check the fee on your vehicle registration. Ald. Vitale commented on the State Legislature sponsoring a bill regarding private schools and the ability to carry concealed guns on school property. I.
