R-2017-0026 Resolution to confirm and adopt the report of the Director of Public Works/City Engineer containing the schedule of proposed assessments for improvement of S. 73 Street from W. Greenfield Avenue to W. National Avenue and portions of intersecting streets by concrete reconstruction with miscellaneous walk, miscellaneous driveway repair, narrowing of pavement, storm sewer, storm sewer relay, sanitary sewer relay, water main relay, building services and utility adjustments. Beloit Rd., commented on the traffic calming measures and is opposed to the bump outs. City of West Allis Page 1 Printed on 7/12/2017 Common Council Meeting Minutes February 21, 2017 (continued) Cindy Johnstone, 1607 S. 73 St., commented on lack of completion of a past project and commented on the current issues of the special assessment billing, drainage, is opposed to the bump outs, and the parking congestion. Cheryl, 73 St., commented that the Police Department hasn’t enforced speeding or traffic regulations, that there are extreme measures proposed to slow down traffic, and the street was widened years ago to accommodate the emergency vehicles. Cheryl stated that there are less extreme measures that could be taken to address traffic and speeds such as: Police enforcement and/or flashing stop signs on S. 73 St. & W. Orchard St. and W. Lapham St., making the street a one-way going south on S. 73 St., traffic signals on S. 73 St. and W. Orchard St., use of speed bumps, and/or the use of cameras. Cheryl stated that traffic is going too fast northbound and S. 73 Street is being used as a shortcut. Cheryl said that the narrowing of S. 73 St. is not a benefit to residents. Cheryl asked the Council to respect the notice that the project will not be followed through if the majority of the people are opposed to the narrowing of the street. Amy Halloran, 1480 S. 94 St., agreed with Cheryl. Ms. Halloran commented on speeding and parking. Christopher Stockdale, 1435 S. 73 St., addressed speeding, narrowing, repair, parking problems, and that Police presence is only there to issue parking tickets. Mr. Stockdale asked about sump pump connection. Marianne Lucas, 7309 W. Lapham, commented on construction history, traffic, the need for lighted stop signs, stop lights on W. National Avenue because it is difficult to cross W. National Ave. Ms. Lucas stated water is running down Lapham St. and suspects Aurora of causing problems with water backup. Chris Mason, 1544 S. 73 St., opposed to the narrowing of the street because emergency personnel need flexibility, reiterated previous comments, concerned about safety for pedestrians and vehicles, and believes those people who speed will always speed. Tracy Musta, 1573 S. 73 St., addressed her online petition, commented on this assessment is 50% more than the S. 73 St. homeowners paid in 2016; penalty to taxpayers when assessment is put on property tax bill, parking concerns, elderly tenants, rental concerns, and interest rate. Ms. Musta commented on the Fire Department navigating S. 73 Street, and commented on the loss a family home on S. 72 St. Jordan Gottfreid, 1460 S. 73 St., opposed the narrowing of the street. Mr. Gottfried commented on snow banks on the sides of the streets. Commented on other communities' street improvement methods, suggested a neighborhood open house meeting, old water lines, best to educate the citizens on the methods of the decision making process. Mr. Patton stressed education, enforcement, and engineering. Mr. Patton stated that there are viable solutions and options for traffic calming and would like communication and input on traffic calming and narrowing, and he understands the challenges the City faces. MAYOR'S REPORT Mayor Devine, commented on Glenn Rieder to locate their global headquarters and expand their manufacturing business which will bring 80-90 jobs to West Allis on the Juneau Highland property located at 1960 S. 67 Place and 6520 W. Becher Place. H. ALDERPERSON'S REPORT Ald. Probst, announced Light of Hope will hold a gathering to pay honor to two lost lives in the community. Ald. Vitale, responded to Mr. Braun’s comments and commented on Allis Chalmers moving out, and attracting businesses to the community. Ald. May announced the event Empty Bowls being held at LaFollette Park and to bring food items for the food pantry. Ald. May addressed the false accusations made against him during Citizen Participation and acknowledged the calls he received from citizens and businesses thanking him and the City of West Allis for the Strategic Plan, and he thanked those residents for their comments and shared vision.
