A. CALL TO ORDER The meeting was called to order by Mayor Devine at 7:10 p.m. B. ROLL CALL Present 10 - Grisham, Haass, Kuehn, Lajsic, Reinke, Roadt, Stefanski, Tenorio, Vitale, and Weigel C. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Ald. Roadt. D. PUBLIC HEARING 1. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES New and Previous Matters referred to Committees may be considered and acted upon by Committees during the Common Council recess. Unless otherwise announced during the meeting, the standing Committees of the Common Council (Administration & Finance and Safety & Development) will meet during a recess of the virtual Common Council meeting. F. MAYOR'S REPORT Mayor Devine reminded everyone to fill out your U.S. Census 2020 (https://2020census.gov). West Allis has 64% participation and the state average is 60%. G. ALDERPERSON'S REPORT None. H. COMMON COUNCIL RECESS A motion was made by Lajsic, seconded by Grisham, that the Council recess until completion of the Standing Committee meeting. The motion carried unanimously. Thereupon, the Council took a recess at 7:28 p.m. Upon returning from recess at 7:35 p.m., and the roll call being taken, the following were present: Present 10 - Grisham, Haass, Kuehn, Lajsic, Reinke, Roadt, Stefanski, Tenorio, Vitale, and Weigel I. R-2020-0243 Resolution authorizing a 2020 Operating Budget Amendment, a reduction in the amount of $3,087, in conjunction with the Wisconsin Department of Revenue (DOR) Expenditure Restraint Program qualifications, to ensure compliance, due to calculation rounding in the DOR submittal form Sponsors: Alderperson Haass and Alderperson Lajsic This matter was Adopted on a Block Vote. 5. R-2020-0246 Resolution approving the appointment of Rebecca N. Grill as City Clerk Sponsors: Alderperson Haass This matter was Adopted on a Block Vote. Passed The Block Vote A motion was made by Haass, seconded by Lajsic, to approve all the actions on item nos. 2-5 on a Block Vote. The motion carried by the following vote: Aye: 10 - Grisham, Haass, Kuehn, Lajsic, Reinke, Roadt, Stefanski, Tenorio, Vitale, and Weigel No: 0 SAFETY & DEVELOPMENT COMMITTEE 6. R-2020-0237 Resolution to consider authorizing and directing the Director of Development to enter into a contract amendment with Ramboll Environ for providing Environmental Site Investigation Activities for the property located at 3601 S. 116 St. in an amount not to exceed $67,000 Sponsors: Safety & Development Committee Attachments: REH SI Proposal_3601 South 116th Street-West Allis WI A motion was made by Lajsic, seconded by Weigel, that this matter was Adopted. The motion carried by the following vote: Aye: 7- Grisham, Haass, Kuehn, Lajsic, Tenorio, Vitale, and Weigel No: 3- Reinke, Roadt, and Stefanski 7. R-2020-0226 Resolution relative to consider a proposed amendment to a Development Agreement between the City of West Allis and Cobalt Partners LLC, Tax Incremental District 16, within the S. 70 St. Corridor (West Quarter) Sponsors: Safety & Development Committee Attachments: Exhibit A-Second Amendment to Dev Agreement Exhibit A-Redlined-Second Amendment to Dev Agreement A motion was made by Lajsic, seconded by Tenorio, that this matter was Adopted.
