A. CALL TO ORDER
Mayor Devine called the meeting to order at 7:04 p.m.

Ald. Weigel led the Pledge of Allegiance.
D. PUBLIC HEARINGS
None.
E. CITIZEN PARTICIPATION
Attorney Tim Andringa, 1601 E. Racine Avenue, Waukesha is here for item #13,
Resolution for a Special Use Permit for Paulie’s Pub. He will also attend the Safety &
Development Recess meeting and the Common Council meeting thereafter.
F. ANNOUNCEMENT OF RECESS MEETINGS OF STANDING COMMITTEES
Mayor Devine announced that the following Standing Committees would meet during
recess: Administration & Finance, Public Works, Safety & Development, License &
Health and Advisory.
G. MAYOR'S REPORT
Mayor Devine stated September 15 - October 15 is National Heritage Month. It runs
mid-month to mid-month because during that time, several Latin American countries
celebrate their independence day. Saturday, September 25 is the DPW Open House
event. Trucks will be out from 10:00 a.m. to 2:00 p.m.. Also, last week in the 5th
District, Alderpersons Reinke and Haass welcomed a new business, Renew Sports
Fitness Supply on Hwy 100.

H. ALDERPERSON'S REPORT
Ald. Grisham stated she has attended a few department's open houses and they are well
attended. If you are out and about and see an open house happening, feel free to stop
by.
Ald. Weigel stated this weekend is Harvest Fair at the State Fair grounds. It is a free,
family fun event. Also, October 3 is the Downtown Classic Car Show and starts at 10:00
a.m. Greenfield Avenue will be closed for that from 70th - 76th Street.

1. 2021-0988 September 7 & 15, 2021 Draft Common Council Minutes.
Ald. Lajsic moved to approve this matter, seconded by Ald. Vitale, motion
carried.

2. R-2021-0495 Resolution relative to approval of the agreement with Mediation
Resolutions, LLC for mediation.

Ald. Lajsic moved that the Council recess until completion of the Standing
Committee meetings, Ald. Stefanski seconded, motion carried.
The Council recessed at 7:11 p.m. and returned at 8:19 p.m.
Roll Call was taken and the following were present:

7. R-2021-0584 Resolution to approve a five-year contract with OpenGov for licensing,
permitting, and service delivery software.
Committee Action: Ald. Lajsic moved to approve, Ald. Kuehn seconded, motion
carried.
8. R-2021-0590 Resolution to authorize a transfer of $85,000 from the Sanitation Salary
and Wages account to the Sanitation and Street Division repair accounts
to address necessary repairs for equipment.

Committee Action: Ald. Tenorio moved to approve, Ald. Weigel seconded,
motion carried.

adjourn the recess meeting at 7:47 p.m., Ald. Kuehn seconded, motion carried.

10. R-2021-0559 Resolution to approve bid of Cudahy Roofing & Supply, Inc. for the
installation of modified bitumen roof replacement and related work at the
West Allis Department of Public Works located at 6300 W. McGeoch Ave.
in the amount of $63,550.

motion carried.
11. R-2021-0581 Resolution relative to accepting the proposal of Crowley Construction
Corporation to install railroad crossing pavement marking for an amount
not to exceed $15,000 and approving a 2021 Engineering Department
Fund Transfer and Amending the 2021 Capital Improvement Program.

12. R-2021-0582 Resolution authorizing the City Engineer to amend an existing Professional
Services Contract with R.A. Smith, Inc. to provide Traffic Engineering
Services for the City of West Allis Engineering Department for an amount
not to exceed $14,475.

18. 2021-0982 Re-appointment by Mayor Devine of Alissa Olstead as a member of the
Community Development Block Grant Committee, with a 2-year term to

provisions of Section 19.85(1)(g) of the state statutes for the purpose of conferring with legal
counsel for the committee who is rendering oral or written advice concerning strategy to be
adopted by the committee with respect to litigation in which it is or is likely to become
involved. This committee may reconvene in open session after completion of the closed
session to consider the balance of the agenda.
