City of West Allis Meeting Minutes Library Board Wednesday, July 27, 2022 7:00 PM West Allis Public Library 7421 W. National Ave. A. Call to Order Mr. Turner called the meeting to order at 7:00 p.m. B. Roll Call Present: Barbara Hart, Adam Hengel, Jody Rymaszewski, Kari Southern, Angelito Tenorio, Ray Turner, and Michelle Wadewitz Excused: Gloria Dohearty and Elizabeth Suelzer Others present: Rebecca Grill, City Administrator Staff present: Michael Koszalka, Library Director, and Lisa VandenBoom, Library Manager C. Approval of Minutes 1. Library Board Meeting Minutes June 22, 2022 Attachments: Library Board Meeting Minutes June 22, 2022 Ms. Hart moved to approve the June 22, 2022 Library Board meeting minutes as written. Second by Alderperson Tenorio. Motion approved. D. Statements by Citizens None. E. Correspondence Greater Milwaukee Foundation Communication June 2022 Attachments: Greater Milwaukee Foundation June 2022 Communication F. Claims and Finance Report 2. July 2022 Claims and Finance Report Attachments: July 2022 Claims and Finance Report Ms. Hart moved to approve the July 2022 Claims and Finance report. Second by Alderperson Tenorio. Motion approved. G. Unfinished Business 3. Performance Evaluation of the Library Director City of West Allis Page 1 Printed on 8/24/2022 Library Board Meeting Minutes July 27, 2022 Attachments: Library Director Evaluation Policy Library Director Evaluation Feedback Proposed Timeline for Director Evaluation (revised) CLOSED SESSION PLEASE TAKE NOTICE that the Library Board will, upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to consult and discuss the performance evaluation of the Library Director and to take such further action as may be necessary and appropriate in these matters. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85(1)(c) of the Wis. Stats., which authorizes a governmental body, upon motion duly made and carried, to convene in closed session for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Immediately upon completion of the closed session, the Library Board will reconvene in open session at said time and place to consider any other matters on the agenda. Ms. Wadewitz moved to enter closed session at 7:08 p.m. Second by Ms. Hart. Motion approved. At 7:20 p.m. Mr. Hengel moved to go into open session. Second by Mr. Turner. Motion approved. 4. 2023 Library Operating Budget Attachments: 2023 Budget Memo 2023 proposed budget At the August Library Board meeting a draft 2023 Library Operating budget will be presented for approval. H. New Business 5. MCFLS Update A study comparing different online catalogs was completed and MCFLS has decided to stay with the current vendor, Innovative Interfaces. 6. Election of Officers Ms. Southern moved to hold this item until the August Library Board meeting. Second by Ms.Hart. Motion approved. 7. Resolution Urging the State of Wisconsin Lawmakers to Create Sustainable Funding Structure for Municipalities Attachments: Resolution Urging the State of Wisconsin Lawmakers to Create Sustainable Funding Structure for Municipalities City of West Allis Page 2 Printed on 8/24/2022 Library Board Meeting Minutes July 27, 2022 Ms. Rymaszewski moved to approve the resolution urging the state of Wisconsin lawmakers to create a sustainable funding structure for municipalities. Second by Ms. Hart. Motion approved. 8. Trustee Essentials-Chapter 13-Library Advocacy Attachments: Trustee Essentials-Chapter 13-Library Advocacy I. Library Director's Report - National Night Out took place Monday, July 25th. The Library participated in this busy event. -Emily Vosberg has been hired as a part-time provisional Library Assistant. She also works at the South Milwaukee Public Library on a part-time basis. -Anna Matson has been hired as a part-time, weeknight Cleaner. -727 children registered for the summer reading program by the end of June. -The Children's department has been attending various West Allis-West Milwaukee Recreation Department summer camps and the Liberty Heights lunch site. -Every staff member at the Library received a generous $200 check from an anonymous donor. A thank you will be sent to the donor's attorney. -The teleconferencing equipment for the Constitution Room will be installed soon. J. Adjournment There being no further business, Ms. Hart moved to adjourn. Second by Ms. Rymaszewski. Motion approved.
