City of West Allis Meeting Minutes Library Board Wednesday, January 24, 2024 7:00 PM West Allis Public Library 7421 W. National Ave. A. Call to Order Ms. Suelzer called the meeting to order at 7:00 p.m. B. Roll Call Present 7- Jamie Arneson, Barbara Hart, Darren Rausch, Cathy Manthei, Elizabeth Suelzer, Ray Turner, Angela Collings Excused 2- Adam Hengel, Jody Rymaszewski Others present: AmyRose Murphy Staff present: Michael Koszalka, Library Director, and Lisa VandenBoom., Library Manager C. Approval of Minutes 1. Library Board Meeting Minutes October 25, 2023 Attachments: Library Board Meeting Minutes October 25, 2023 Ms. Hart moved to approve the October 25, 2023 LIbrary Board meeting minutes as written. Second by Alderperson Turner. Motion approved. D. Statements by Citizens None. E. Correspondence Greater Milwaukee Foundation Communication December 2023 Attachments: Greater Milwaukee Foundation December 2023 Communication 2023 Monthly Statistics Summary Attachments: 2023 Monthly Stats Summary Museum Pass 2023 Checkouts Attachments: Museum Pass checkouts 2023 F. Claims and Finance Report 2. November 2023 Claims and Finance Report Attachments: November 2023 Claims and Finance Report Ms. Hart moved to approve the November 2023 Claims and Finance Report. January 2024 Claims and Finance Report Attachments: January 2024 Claims and Finance Report Mr. Rausch moved to approve the January 2024 Claims and Finance Report. Second by Ms. Hart. Motion approved. G. Unfinished Business H. New Business 4. MCFLS Update Ms. Suelzer, MCFLS Board member, attended a MCFLS strategic planning meeting. A new public library catalog will be debuting in May 2024. It will be customizable for each library. 5. Revised Library Collections Process Attachments: Revised Library Collections Proposal Ms. Hart moved to approve the revised Library Collections Process Policy. Second by Mr. Rausch. Motion approved. 6. Statement of Effectiveness for 2023 Annual Report Attachments: Statement of Effectiveness for 2022 Annual Report-Draft 2023 Statement of Effectiveness Annual Report Statement of Effectiveness-2023 Ms. Hart moved to say yes to the question in the statement of effectiveness. Second by Ms. Manthei. Motion approved. A final statement of effectiveness will be provided at the February Library Board meeting. 7. Performance Evaluation of the Library Director Attachments: Library Director Performance Eval Timeline Library Director Evaluation Policy City of West Allis Page 2 Printed on 2/29/2024 Library Board Meeting Minutes January 24, 2024 Ms.Suelzer stated it was the intention of the Library Board to convene in closed session at said time and place to consult and discuss the evaluation for the Library Director and to take such further action as may be necessary and appropriate in these matters. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85 (1)(c) of the Wis. Stats., which authorizes a governmental body, upon motion duly made and carried, to convene in closed session for the purpose of considering employment, promotion,compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Ms. Manthei moved to go into closed session at 7:40 p.m. Second by Alderperson Turner. Motion approved. at 7:55 p.m.. Alderperson Turner moved to convene in open session. Second by Ms. Hart. Motion approved. 8. Trustee Essentials-Chapter 1-The Trustee Job Description Attachments: Trustee Essentials-Chapter 1-The Trustee Job Description I. Library Director's Report -Jessica Evers has been hired as a part-time weeknight Cleaner. She started in November. -Halea Fields has been hired as a part-time Circulation Services Representative. She previously worked at the Shorewood Public Library and started in January. -Mary Ross, Children's Librarian, will be retiring March 1st. She started in 2008 and has been a valued contributor to the library. -Kanopy is now available to West Allis Public Library patrons. Each patron receives 20 tickets per month to stream TV shows and movies. -The Library received four request for reconsideration forms. The titles are by Mini Grey and include "Hermelin the Detective Mouse", "The Adventures of the Dish and the Spoon", " Traction Man is here!", and "Traction Man meets Turbodog". Mike Koszalka, Library Director, and Claire deRochefort-Reynolds, Children's Supervisor met with the patron. -On Thursday, January 18th the Library took part in West Allis Winter Week with Wonka Extravaganza. A total of 160 patrons attended a story time, a glow stick dance party, and an illusionist performance. Cocoa and cookies were served. -The 2023 monthly statistics summary is included in the minutes. In-house circulation increased by 3 % over 2022 and digital resource increased as well. J. Adjournment There being no further business, Ms. Hart moved to adjourn. Second by Mr. Rausch. Motion approved. In order for the general public to make comments at the committee meetings, the individual(s) must be scheduled (as an appearance) with the chair of the committee or the appropriate staff contact; otherwise, the meeting of the committee is a working session for the committee itself, and discussion by those in attendance is limited to committee members, the mayor, other alderpersons, staff and others that may be a party to the matter being discussed.
