CALL TO ORDER The meeting was called to order by Chair Czaplewski at 6:00 p.m. B. ROLL CALL Present 5- Ald. Czaplewski, Ald. Roadt, Ald. Haass, Ald. May, and Ald. Weigel Others present: Manjit Dhillon, Olympia Food & Liquor, Kulwinder "Sonny" Dhaliwal, Walsh's Beer & Liquor, Ald. Barczak, Scott Post, City Attorney, Patrick Schloss, Manager of Community Development, Steven J. Schaer, Manager of Planning and Zoning, Monica Schultz, City Clerk, and Ann Marie Neff, Secretary to the Committee. C. NEW AND PREVIOUS MATTERS O-2016-0041 An Ordinance to Repeal Subsection 9.01(1) of the West Allis Revised Municipal Code Relating to Elimination of the Quota on Class A Licenses. Sponsors: License & Health Committee Attachments: Class A Survey - 2016 Class A License Establishments Appearance by Manjt Dhillon, 9034 W. Greenfield Ave., Olympia Food & Liquor. Mr. Dhillon opposed any additional Class A Liquor Licenses along Greenfield Ave. Mr. Dhillon shared his experience of opening a specialty food store and that the sales were so low he is now 90% alcohol sales. Appearance by Kulwinder Dhaliwal, 10910 W. Greenfield Ave., Walsh’s Beer & Liquor. Mr. Dhaliwal opposed the transfer of the Class A Liquor License to 8530 W. Greenfield Ave. and the new Class A Liquor License application for 8415 W. Greenfield Ave. Mr. Dhaliwal commented that there are four (4) liquor stores in an eight (8) block distance which does not allow for healthy competition. Discussion ensued regarding the intent of the license quota when it was passed, that the City of West Allis should attract new businesses to generate tax revenue and increase the tax base. continued City of West Allis Page 1 Printed on 11/21/2016 License & Health Committee Meeting Minutes September 6, 2016 Clarification was requested by the Committee for the sponsors of the Ordinance to investigate and report on the definitions of a grocery store, convenience store, pharmacy, gas station, gas station convenience store, and liquor store relative to percent of floor space allocated to alcohol placement for sales, and criteria for approval of additional Class A Liquor Licenses. This matter was Held. O-2016-0042 An Ordinance to Create Subsections 9.01(1)(a) and (b) of the West Allis Revised Municipal Code Relating to the Number of Class A Licenses. Sponsors: Ald. May and Ald. Barczak See legislative file no. 2016-0041. This matter was Held. 2016-0444 2016-2017 Combination Class A Liquor License application no. 2338 of Parthenon Foods, Inc., Danny C. Sarandos, Agent, d/b/a Parthenon Foods, for the premises located at 8415 W. Greenfield Ave., (new-nonexisting location). This matter was Held. 2016-0554 Application of Transfer of License from Premises to Premises of 2016-2017 Class A Liquor and Class A Beer License no. 2164 of BHP Partners, LLC, Hitesh V. Patel, Agent, d/b/a Town Beer & Liquor, from 903 S. 84 St. to 8530 W. Greenfield Ave. Appearance by Hitesh V. Patel & Pravinkumar R. Patel. A motion was made by Ald. Weigel, seconded by Ald. Haass, that this matter was Recommended for Approval subject to the necessary requirement(s). The motion carried by the following vote: Aye: 4- Ald. Czaplewski, Ald. Roadt, Ald. Haass, and Ald. Weigel No: 1- Ald. May 2016-0555 2016-2017 Combination Class A Liquor License application no. 2356 of Shivkrupa, LLC, Pravinkumar R. Patel, Agent, d/b/a Express Pantry, for the premises located at 8530 W. Greenfield Ave., (new-nonexisting location). See legislative file no. 2016-0554. A motion was made by Ald. Weigel, seconded by Ald. Haass, that this matter was Recommended for Approval subject to the necessary requirement(s). The motion carried by the following vote: Aye: 4- Ald. Czaplewski, Ald.
