A. CALL TO ORDER
The meeting was called to order by Chair Czaplewski at 6:00 p.m.

A motion was made by Ald. Haass, seconded by Ald. Roadt, to approve the minutes of the regular
meeting of October 23, 2018, recess meetings of November 5, 2018, November 20, 2018,
December 4, 2018, December 18, 2018, January 15, 2019, February 5, 2019, February 18,
2019, March 5, 2019, and March 19, 2019. The motion carried unanimously.

2. 2019-0059 2018-2019 Operator’s License (bartender/sales clerk) application no. 19-566 of
Shyanna N. Her.
Second nonappearance of Shyanna N. Her. Ms. Her did not contact the Clerk's
Office.
A motion was made by Ald. Roadt, seconded by Ald. May, that this matter was Recommended for
Denial based on two (2) nonappearances. The motion carried by the following vote:

3. 2019-0135 2018-2020 Operator’s License (bartender/sales clerk) application no. 20-600 of
Amanda Rae Praefke.
Appearace by Amanda Rae Praefke. Discussion ensued regarding Ms. Praefke's
background report.
A motion was made by Ald. Haass, seconded by Ald. May, that this matter was Recommended For
Approval. The motion carried by the following vote:

4. 2019-0182 2018-2019 Operator’s License (bartender/sales clerk) application no. 19-584 of
Derek J. Czarnecki.
Appearance by Derek J. Czarnecki. Discussion ensued regarding Mr. Czarnecki's
background report. Mr. Czarnecki was reminded to use good judgment and make
good choices for himself and his customers, and to cooperate with the police
when they are called.
A motion was made by Ald. Haass, seconded by Ald. Roadt, that this matter was Recommended
For Approval. The motion carried by the following vote:

5. 2019-0166 Police Department Report involving One More, 7534 W. Beloit Rd., of The 5 Spot,
LLC, Christina I. Lopez, Agent, Incident Date: February 23, 2019.
Nonappearance by Christina I. Lopez. Ms. Lopez contacted the Clerk's Office and
stated she will be out of town until April 2, 2019. The Committee requested she be
ordered to appear at the next scheduled License & Health meeting on April 16,
2019.

6. 2019-0167 Police Department Report involving Bug N Out, 5630 W. Lincoln Ave., Amy
Elizabeth Burns. Incident Date: February 23, 2019. (Provisional Tavern Operator’s
License of Melissa Presti issued January 15, 2019.)
Appearance by Amy Elizabeth Burns and Melissa Presti. Discussion ensued
regarding the incident on January 15, 2019.
This matter was Recommended to be Placed on File on a Block Vote
7. 2019-0194 Police Department Report involving Melissa L. Presti, 2018-2019 Provisional Tavern
Operator’s License of Melissa Presti issued January 15, 2019, (Bug N Out, 5630 W.
Lincoln Ave.). Incident Date: February 23, 2019.

This matter was Recommended to be Placed on File on a Block Vote
Passed The Block Vote
A motion was made by Ald. Roadt, seconded by Ald. Haass, to approve all the actions on the
preceding items on a Block Vote. The motion carried by the following vote:

E. DISCUSSION ITEM
8. 2019-0198 Discussion regarding 2018-2019 Class B Beer License not yet issued for Escobar’s
Kitchen, d/b/a Escobar’s Kitchen, Esveiri Escobar, Agent, located at 9130 W.
Greenfield Ave.
Nonappearance of Esveiri Escobar. Discussion ensued whether Escobar's Kitchen
was open or if there was a new owner. A motion was made to refer this matter to
the City Attorney for Summons and Complaint.
A motion was made by Ald. May, seconded by Ald. Haass, that this matter be Referred to the City
Attorney for a Summons and Complaint. The motion carried unanimously.
9. 2019-0196 Discussion relative to repealing and or recreating Section 9.01 of the West Allis
Municipal Code regarding Liquor License Quotas.

Draft Ordinance
Discussion ensued regarding the quota and whether any changes would include
the Class A and Class B licenses.
Chair Czaplewski asked that Attorney Decker attend the April 23, 2019 License
and Health Committee meeting and that the Alderpersons be made aware of this
pending change.
F. ADJOURNMENT
A motion was made by Ald. Roadt, seconded by Ald. May, to adjourn at 6:43 p.m. The motion
carried unanimously.
