A. CALL TO ORDER
The meeting was called to order by Chair Czaplewski at 6:00 p.m.

C. APPROVAL OF MINUTES
1. 2019-0282 Minutes (draft) of the License & Health regular meeting of March 26, 2019, recess
meetings of April 1, 2019 and April 16, 2019.

A motion was made by Ald. Roadt, seconded by Ald. Weigel, to approve the minutesof the
regular meeting of March 26, 2019, recess meetings of April 1, 2019 and April 16, 2019. The
motion carried unanimously.
D. NEW AND PREVIOUS MATTERS
2. 2019-0199 2018-2019 Operator’s License (bartender/sales clerk) application no. 19-576 of
JustinPaul T. Meyer.
Appearance of JustinPaul T. Meyer. Discussion ensued regarding Mr. Meyer's police
background report.
A motion was made by Ald. Haass, seconded by Ald. Roadt, that this matter was Recommended
For Approval. The motion carried by the following vote:

3. 2019-0285 Summons and Complaint in the matter of the complaint against Vani’s Kitchen, Inc. -
West Allis, Vigneshwar Bhadharla, Agent, for the premises located at 10535 W.
Greenfield Ave., d/b/a Vani’s Kitchen (2018-2019 Class B Beer License renewal
application no. 1984 and Class C Wine License renewal application no. 1985).

Nonappearance of Vigneshwar Bhadharla. City Attorney Cerwin stated Mr. Bhadharla had
been served the Summons and Complaint. City Clerk, Steve Braatz, told the Committee
Mr. Bhadharla contacted him and did not deny the allegations and no longer had an
interest in the licenses. Mr. Bhadharla was advised to submit a statement surrendering
his interest and right to the licenses. Ald. Barczak informed the Committee that the
owners of the building are interested in applying for the licenses or a license.
A motion was made by Ald. Weigel, seconded by Ald. May, that this matter was Recommended
To Issue a Findings and Recommendation. The motion carried by the following vote:
Aye: 5- Ald. Czaplewski, Ald. Roadt, Ald. Haass, Ald. May, and Ald. Weigel

4. 2019-0286 Summons and Complaint in the matter of the complaint against Escobar’s Kitchen
LLC. Esveiri Escobar, Agent, for the premises located at 9130 W. Greenfield Ave.,
d/b/a Escobar’s Kitchen (2018-2019 Class B Beer License application no. 2624).

Nonappearance by Esveiri Escobar. Attorney Cerwin informed the Committee that the
Summons and Complaint was served. Ms. Escobar contact Attorney Cerwin and said
they are no longer operating the establishment. She admitted to the allegations and
asked to surrender the license.
A motion was made by Ald. May, seconded by Ald. Weigel, that this matter was Recommended to
be Placed on File. The motion carried by the following vote:
Aye: 5- Ald. Czaplewski, Ald. Roadt, Ald. Haass, Ald. May, and Ald. Weigel

5. 2019-0287 Summons and Complaint in the matter of the complaint against New Asian
Supermarket, Inc., Jun Guo Xiao, Agent, for the premises located at 10704 W.
Oklahoma Ave., d/b/a New Asian Supermarket (2018-2019 Combination Class A
Liquor License application no. 2397).
Attachments: New Asian Supermarket Summons and Complaint 2019
Attorney Cerwin informed the Committee that the Summons and Complaint could not be
served due to the agent being out of the country. Attorney Cerwin said they would try
serving the corporation. The Committee asked to have this item on the next License &
Health Meeting.

E. MATTERS FOR DISCUSSION/ACTION
6. 2019-0196 Discussion relative to repealing and or recreating Section 9.01 of the West Allis
Municipal Code regarding Liquor License Quotas.

Discussion ensued regarding removal of the city self imposed quota on Class B Tavern
Liquor Licenses. City Attorney Decker informed the Committee that the State allows 130
licenses and 10 reserve licenses. The Committee asked to have a policy in place to set
conditions on new licenses, with the ability to enforce denial or revocation, and would
then like to move ahead with removing the quota.

7. 2019-0229 Discussion on the creation of a special event permit for the City of West Allis.
Attachments: Special Event Permit word doc.
Discussion ensued after Rebecca Grill and Attorney Decker presented the need and
possibilities for a special event permit. Ald. May asked for consideration and flexibility of
Neighborhood Associations regarding block parties and gatherings.The Committee
asked the Attorney's Office to draft additional parameters of such a permit and it will
discussed further.

8. 2019-0283 Discussion relative to a criteria and a permitting process for Special Event Permits, to
repeal and recreate Section 6.031 Parades and Other Events upon the Street, and
repeal Section 11.18 (13) Block Party Permit of the West Allis Municipal Code.

9. 2019-0284 Discussion relative to general guidelines for reviewing Operator’s License
(bartender/sales clerks) applications.

Discussion ensued after City Clerk Steve Braatz asked for an approval of guidelines for
the Clerk's Office when reviewing Police Reports as to which ones can be placed on the
consent list and which ones need to be referred to the Committee for appearance and
potential denial. The guidelines would serve a purpose of consistency. The Committee
stated that appearances for discussions are valuable and lets the applicant know the
expectations of the City as far as compliance checks, keeping order, and cooperating
with authorities. The discussion included the application, questions, how far an applicant
should go back when listing their violations and what types of violations are pertinent. It
was commented whether any unpaid taxes, water bills, fees, loans, or assessments
would hold up the issuance of a license,

A motion was made by Ald. Haass, seconded by Ald. May, that this matter be Placed on File. The
motion carried unanimously.

A motion was made by Ald. Haass, seconded by Ald. May, to adjourn at 7:50 p.m. The motion
carried unanimously.
