A. CALL TO ORDER
The meeting was called to order by Chair Czaplewski at 6:00 p.m.

Committee.
C. APPROVAL OF MINUTES
1. 2019-0404 Minutes (draft) of the License & Health special meeting of June 4, 2019, recess
meetings of June 4, 2019 and June 18, 2019.

A motion was made by Ald. Roadt, seconded by Ald. Weigel, that this matter be Approved. The
motion carried unanimously.
D. NEW AND PREVIOUS MATTERS
2. 2019-0435 2019-2021 Operator’s License (bartender/sales clerk) application no. 8462 of
Jennifer L. Schroeder.
Nonappearance of Jennifer L. Schroeder. Ms. Schroeder did not contact the Clerk's
Office. The Committee requested she be ordered to appear at the next scheduled
License & Health meeting.

3. 2019-0436 2019-2021 Operator’s License (bartender/sales clerk) application no. 8466 of
Amanda M. Fernando.
Appearance by Amanda M. Fernando. Discussion ensued regarding Ms. Fernando's
police report. Ms. Fernando was reminded to co-operate and be a partner with the police,
to make good choices for her customers, that is is illegal to serve intoxicated patrons, to
check identification, and was told of the City's Compliance Check Program.
A motion was made by Ald. Weigel, seconded by Ald. Roadt, that this matter was Recommended
For Approval. The motion carried by the following vote:
Aye: 5- Ald. Czaplewski, Ald. Roadt, Ald. Haass, Ald. May, and Ald. Weigel
No: 0
4. 2019-0402 2019-2021 Operator’s License (bartender/sales clerk) application no. 8428 of
Shyanna N. Her.
Appearance by Shyanna N. Her. Discussion ensued regarding Ms. Her's police report.
Ms. Her admitted driving to the meeting with a suspended Driver's License and stated she
would continue to do so to support her family.
A motion was made by Ald. Roadt, seconded by Ald. Weigel, that this matter was Recommended
for Denial based on the habitual pattern and nature of the violations in relation to licensed
activity. The motion carried by the following vote:

5. 2019-0407 2019-2021 Operator’s License (bartender/sales clerk) application no. 8430 of Jacob
A. Kruse.
Nonappearance of Jacob A. Kruse. Mr. Kruse did not contact the Clerk's Office. The
Committee Recommended denial based on two (2) nonappearances and multiple liquor
related violations.
A motion was made by Ald. May, seconded by Ald. Roadt, that this matter was Recommended for
Denial based on two (2) nonappearances and multiple liquor related violations. The motion
carried by the following vote:

6. 2019-0411 Police Department Report involving One More, 7534 W. Beloit Rd., of The 5 Spot,
LLC, Christina I. Lopez, Agent, Incident Date: May 7, 2019.
Appearance by Christina I. Lopez. The Committee could not discuss the report with
Ms.Lopez at this time while a Summons and Complaint is in the process of being
prepared.

7. 2019-0420 Communication from Assistant City Attorney regarding list of licensed/permitted
businesses with delinquent personal property taxes: dated June 5, 2019.

Ebe's; Dave Deason, Jersey Mike's; Anu Vu Nguyen, Pho Cali Restaurant; Eduardo

The Committee directed the City Attorney to prepare Summons and Complaints to those
that did not appear and have not paid their delinquent personal property taxes.

2019-2020 Combination Class A Liquor License for Spring West LLC, d/b/a Pantry
41 #105, located at 10537 W. Greenfield Ave.

Appearance by Satwinder Singh and Sharon Walia. Mr. Singh commented on gas station
competition. Mr. Singh stated wants to bring more purchasing options to the
neighborhood based on requests from the neighbors.
Appearance by Omer J. Audi, Pooja Dhaliwal, and other West Allis business and license
holders wishing to speak regarding this license application, the location and proximity to
other alcohol retail establishments, and alcohol licenses being granted to fueling
stations.
Discussion ensued regarding the saturation of locations liquor can be purchased on W.
Greenfield Ave. between S. 68 St. and S. 109 St., the image of the city, reference to
crime and safety with increased liquor purchasing options, and setting precedence for
and against to allow alcohol to be sold at gas stations.

Mr. Braatz stated a Public Hearing would not be needed to exceed the quota, but that
there is still a Public Hearing on the Special Use for this location. This matter will be held
until the Special Use Public Hearing scheduled for July 16, 2019.

Satwinder Singh, Agent , d/b/a Pantry 41 105, for the premises located at 10537 W.
Greenfield Ave. (new-nonexisting location).

A motion was made by Ald. Haass, seconded by Ald. Weigel, to adjourn at 6:50 p.m. The motion
