City of West Allis Meeting Minutes Police and Fire Commission Thursday, February 15, 2018 6:00 PM West Allis Fire Department 7332 W. National Ave. REGULAR MEETING AND CLOSED SESSION A. CALL TO ORDER Commissioner Heron called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Amy Heron, Mark Manthei and Aaron Konkol Excused: Commissioners Danielle Romain and Kurt Kopplin Also Present: Deputy Chief Chris Ziolecki - Fire Department; Police Chief Pat Mitchell, DC Chris Botsch, DC Bob Fletcher - Police Department; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES January 18, 2018 Regular and Closed Session Meeting Minutes as well as the January 30, 2018 and January 31, 2018 Special and Closed Session Meeting Minutes. Communication: Chaplain Annual Report Chief Mitchell presented to the Commissioners an overview of the Chaplin program implemented in 2017. Noting a few stats for the year, he stated: Ø Chaplains on-call hours served a total of 8760 hours; Ø Chaplains were called to serve 35 times for a total of 101 hours; Ø Chaplains participated in 56 ride-alongs for a total of 280 hours; Ø Assisted Officers with death notification approximately 40%; crisis situations 32% and other, approximately 28%. The Commissioners had no additional questions or comments and the report was placed on file. 2. Communication and Request for Approval: Promotional process for Community Service Officer(s) to Police Officer Chief Mitchell presented to the Commissioners a request for approval to allow Community Service Officers (CSO) to transition to the position of Police Officer if the following conditions have been met: Ø Is at least 21 years of age; Ø Has completed at least 60 college credits from an accredited college/university; Ø Their monthly performance evaluation ratings routinely indicate “consistently exceeds standards”; Ø He/she has passed the WAPD physical agility test; Ø And the Command Staff personnel provide a favorable recommendation of appointment. Chief Mitchell further stated that the job offer would be contingent upon completion of a background check as well as medical and psych evals, per usual protocol. Chief Mitchell also stated that he discussed this proposal with the City Attorney’s office and they approved this approach. Commissioner Konkol asked Chief Mitchell if other departments with CSOs had a similar process in place. Chief Mitchell indicated that Greenfield, Menomonee Falls, Appleton and Waukesha departments all have a similar program. Chief Mitchell indicated that this process would be helpful to secure good candidates that have been with the department and have shown dedication and initiative to be a Police Officer. Commissioner Heron asked if these candidates would need to be interviewed by the Commission Board and Chief Mitchell indicated that perhaps a closed session meeting prior to a regular scheduled board meeting would be sufficient. City of West Allis Page 2 Printed on 3/20/2018 Police and Fire Commission Meeting Minutes February 15, 2018 A motion was made by Commissioner Konkol and seconded by Commissioner Manthei to approve this request as presented by Chief Mitchell. The motion passed by the following votes: Aye: 3, Commissioners Heron, Konkol and Manthei No: 0 3. Communication: Presentation on FBI National Academy Deputy Chief Bob Fletcher addressed the Commissioners and spoke about his recent experience at the FBI National Academy. He stated that he is the 9th officer from WAPD to attend the 10-week program, noting that retired Ct. Barry Waddell had been the last Officer to attend. He stated that his course work and classes were informative and very relevant to the world today. He encouraged the department and the Commissioners to continue to send officers to the academy and noted that DC Botsch recently submitted an application for consideration for the next scheduled academy program. The Commissioners had no additional questions or comments regarding DC Fletcher’s presentation. 4. Police Department Financial Report Chief Mitchell stated that OT in January is high due to requested payouts from accumulated OT banks. He is anticipating that February and going forward, the report will be status quo thru October. The Commissioners had no additional questions or comments and the report was placed on file. 5. Monthly Performance Report Chief Mitchell stated the department employees has been involved in the lean training program offered at WCTC. This training is to help find greater efficiencies in how services are provided and/or how tasks are performed. Chief Mitchell indicated that two of the lean projects include the processing of parking tickets as well as the current citation and warrant process. Chief Mitchell stated that the position of CART officer had been posted and that interviews for the position have been scheduled for February 21, 2018. Chief Mitchell stated that this program is expected to be up and running by the early part of March. Chief Mitchell stated the transition to an all civilian Communications unit continues to progress and a fourth Communications Supervisor began on January 28, 2018. The Commissioners had no additional questions or concerns and the report was placed on file. Patrol Activity Report Chief Mitchell reviewed a recent armed robbery at the Verizon store located on 108th Street. He stated that the offenders fled in a vehicle but were located in due time hiding out in a garage in the City of Milwaukee. Chief Mitchell stated that with the help of K9 Jax, the offenders were flushed out and apprehended. Chief Mitchell stated that all three have been charged with Armed Robbery by the Milwaukee County DA’s office. Chief Mitchell stated that while alcohol consumption contributed to the 40 OWI arrests for February, 16 OWI arrests were for drug related impairment directly. He stated that drug related OWI arrests continue to increase at a steady pace. 7. Communications Activity Report The Commissioners had no additional questions or comments and the report was placed on file. 8. Community Services Bureau Report The Commissioners had no additional questions or comments and the report was placed on file. 9. Criminal Investigations Unit Activity Report The Commissioners had no additional questions or comments and the report was placed on file. 10. Tavern Violation Report The Commissioners had no additional questions or comments and the report was placed on file. 11. Training Report Chief Mitchell stated that the three recently hired Community Service Officers have completed their classroom training. He noted that next steps in their training will have them at the front desk for thirty days under the supervision of a full-time officer and then, barring any concerns, will take over desk coverage themselves. Chief Mitchell informed the Commissioners that the most recent bid process to build the Police Training House ended in January and all bids were rejected as they came in way over the approved spending amount. Chief Mitchell indicated that discussion has begun again with DPW regarding this project, but to date, no formal solution or commitment has occurred. The Commissioner had no additional questions or comments and the report was placed on file. 12. Overtime Comparison Chief Mitchell indicated that the general OT in 2018 has started off on good note, but really way too early in the year to expound further. Sick, Injured & Light Duty Report - January Chief Mitchell stated that January 2018 was approximately 900 hours less than January 2017. He noted that he is hopeful this trend will continue as the year progresses. The Commissioners had no additional questions or comments and the report was placed on file. 14. FIRE DEPARTMENT 15. Firefighting Activity Report Deputy Chief Chris Ziolecki briefly reviewed the three fires included in AC Scharfenberg’s report. He stated that the garage fire that occurred on January 23 on S. 62nd Street was challenging as power lines were down and advancement to the garage was halted due to serious safety issues. He noted that the garage in question was a total loss. The Commissioners had no additional questions or comments and the report was placed on file. 16. Fire Department Financial Report The Commissioners had no additional comments or questions and the report was placed on file. 17. Training Activity Report DC Ziolecki stated that the month of January was busy with mandatory EMS continuing education sessions as well as the yearly hearing and spirometry health screening for all department personnel. DC Ziolecki stated that January is also dedicated to Survive Alive instruction. This instruction is for first and fourth grade students from both public and parochial schools within the West Allis/West Milwaukee school district. He stated that this is the 31st year of the Survive Alive program. DC Ziolecki also noted that all eight (8) probationary firefighters continue to progress as expected in their training and there have been no concerning evaluations from their assigned Captains. DC Ziolecki stated that after the recent PFC interviews with firefighter candidates, the Command Staff made conditional offers of employment to nine (9) candidates. He stated that of those, six (6) accepted and three (3) declined (2 went to Wauwatosa and 1 received an offer with Kenosha). DC Ziolecki stated that their first day of employment with the department is scheduled for April 11, 2018. The Commissioners had no additional questions or comments and the report was placed on file. 18. Fire Prevention Activity Report DC Ziolecki stated that inspections to-date are approximately 254% above the expected performance value. DC Ziolecki noted two factors for this: 1) not a lot of time off in January, so fire inspectors are on duty and available; 2) there are a number of light duty people assigned to 8 hour duty and they have been able to do inspections as well. The Commissioners had no additional questions or comments and the report was placed on file. Emergency Medical Services Activity Report DC Ziolecki briefly reviewed some of the performance benchmarks contained in AC Zellmann’s report. He noted that the station alerting system is in the process of being installed and as such, it is anticipated that the call processing times will improve. DC Ziolecki stated that once this system is fully installed, the dispatchers will be able to concentrate directly on the call in question and not have to put the call on hold to dispatch out fire apparatus. The Commissioners had no additional questions or comments and the report was placed on file. 20. National Q Dispatch Performance Report The Commissioners had no additional questions or comments and the report was placed on file. 21. Sick, Injured and Light Duty Report The Commissioners had no additional questions or comments and the report was placed on file. 22. Master Plan Performance Snapshot DC Ziolecki stated that both Chief Pooler and AC Zellmann are out of the office and did not have prior access to the necessary information to complete their portion of the Master Plan Performance snapshot for February. He stated that the snapshot will be updated with all information for the March meeting. The Commissioners had no additional questions or comments and the report was placed on file. 23. Request for Approval: Fire Department Strategic Plan and Goals DC Ziolecki stated that Chief Pooler had presented this information to the Commissioners at the February meeting for their review. DC Ziolecki asked if the Commissioners had any questions or comments regarding the department’s Strategic Plan and Goals and if not, he would like to request the Commissioner’s formal approval to move forward with implementation of the Strategic Plan and Goals as presented. A motion was made by Commissioner Manthei and seconded by Commissioner Konkol to approve the Fire Department Strategic Plan and Goals as presented. The motion carried by the following votes: Aye; 3, Commissioners Heron, Manthei and Konkol No: 0 24. Communication: ISO Report/Rating DC Ziolecki presented to the Commissioners a report from the Insurance Safety Office (ISO). DC Ziolecki explained that the ISO is an agency that grades every municipality’s fire protection ability on a scale of 1-10 (10 is poor and 1 is the City of West Allis Page 7 Printed on 3/20/2018 Police and Fire Commission Meeting Minutes February 15, 2018 highest rating). DC Ziolecki stated that over the past two years, the City has been a “two” however, after the most recent evaluation, the City was reclassified as a “one.” He noted that this scoring will be effective as of April 1, 2018. The Commissioners had no additional questions or comments and the report was placed on file. F. POLICE AND FIRE COMMISSION 25. PFC Financial Report The Commissioners had no additional comments or questions and the report was placed on file. 26. Closed Session: Chief of Police annual performance evaluation and setting 2018 goals G. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to discuss the Chief of Police annual performance evaluation and to set 2018 goals and to take such further action as may be necessary and appropriate in these matters. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85 (1)(c) of the Wis. Stats., which authorizes a governmental body, upon motion duly made and carried, to convene in closed session for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility Immediately upon completion of the closed session, the Board of Police and Fire Commission will reconvene in open session at said time and place to consider any other matters on the agenda. On a motion made by Commissioner Heron and seconded by Commissioner Konkol, the meeting convened into closed session at 7:04 pm.
