City of West Allis Meeting Minutes Police and Fire Commission Thursday, February 21, 2019 6:00 PM West Allis Fire Department 7332 W. National Ave. REGULAR MEETING A. CALL TO ORDER Commissioner Heron called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Amy Heron, Mark Manthei, Aaron Konkol, Danielle Romain and Kurt Kopplin Also Present: Chief Pat Mitchell, Deputy Chief Chris Botsch, Deputy Chief Bob Fletcher - Police Department; Deputy Chief Chris Ziolecki, Lieutenant Dan Rohde, Lieutenant Jesse Schwark - Fire Department; CAO Rebecca Grill - City of West Allis; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the January 17, 2019 Regular and Closed Session Meeting Minutes as well as the January 23, 2019, January 30, 2019 and February 4, 2019 Special and Closed Session Meeting Minutes. A motion was made by Commissioner Manthei and seconded by Commissioner Konkol to approve the January 17, 2019 Regular and Closed Session Meeting Minutes as well as the January 23, 2019, January 30, 2019 and February 4, 2019 Special and Closed Session Meeting Minutes. POLICE DEPARTMENT 1. Communication: Notification of contract ratification with WAPPA 2019 to 2021 Chief Mitchell shared with the Commissioners the Police Union contract recently approved and effective January 2019 thru December 2021. Chief Mitchell stated that pay increases for represented personnel will be effective at the beginning of each contract year: 3.25%, 3% and 3.25% respectively. Chief Mitchell presented additional changes within the contract to include: Ø On-call status for detectives; Ø addition of Crisis Assessment Response Team (CART) Officer to the listing of specialty positions; Ø change of work hours for second shift to provide an hour of shift overlap between early/late shift officers; Ø extension of probationary status (22 months vs. 18 months) for new officers hired prior to completing an accredited Law Enforcement Academy; Ø In-law relationships added as part of funeral leave; Ø incentive to receive an additional vacation day if a continuous workweek vacation is taken in the months of January, February or March; Ø department will purchase all required uniforms and equipment for new hires; Ø health insurance premium differentials thru 2021. The Commissioners had no additional comments or questions. 2. Communication and request for approval: Police Canine - sole source purchase Chief Mitchell stated that after conversation with K9 Sonny’s vet and K9 unit supervisors, the decision has been made to retire from service K9 Sonny. Chief Mitchell stated that K9 Sonny has been with the department since 2010 and has been a very effective police canine. Chief Mitchell stated that the department would like to move forward with the purchase of another police canine to include the required canine and officer training. He stated that this purchase would again be thru Southern Police Canine kennel with an expected training class start date of April 1, 2019. A motion was made by Commissioner Kopplin and seconded by Commissioner Romain to approve this request as presented by Chief Mitchell. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Konkol, Romain and Kopplin No; 0 3. Communication and request for approval: Begin Police Officer Recruitment process Chief Mitchell requested approval to begin a Police Officer recruitment process. Chief Mitchell stated he will discuss April interview dates with the Commissioners at the March PFC meeting. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Konkol, Romain and Kopplin No: 0 4. Communication: 2018 Annual Chaplaincy Report Chief Mitchell stated that 2018 had a number of emotional and high stress incidents and having a volunteer chaplain available continues to be a helpful resource for both officers and involved families. Chief Mitchell stated that Rev. Ed Wade from Epikos Church recently joined the Chaplain program. The Commissioners had no additional comments or questions and the report was placed on file. 5. Monthly Performance Report Chief Mitchell reviewed an officer safety improvement initiative that is in the process of being implemented. Chief Mitchell explained that currently officers wear much of their gear around the waist area and as a result, many have experienced back injury and pain. He stated that the department will begin purchasing and implementing the use of load bearing ballistic vests (LBV) during the normal 5-year rotation of vests and officers will have the option at that time of staying with a traditional vest or moving to the LBV option. Chief Mitchell noted that the department continues to evaluate how to reduce the court overtime expenditure. He noted that conversations are ongoing with the DA’s office on options that will work effectively and efficiently for both the DA’s office and subpoenaed officers. Commissioner Heron asked if other departments have made changes and Chief Mitchell stated that some departments have advised their officers to stay home, but be ready to appear if necessary. Overall he stated all departments continue to struggle with the current process and incurred OT. The Commissioners had no additional questions or comments and the report was placed on file. 6. Patrol Activity Report Chief Mitchell reviewed a shooting incident involving two 17 year old West Allis residents. He noted that a verbal dispute began during the week and eventually escalated to one shooting the other in the ankle. Chief Mitchell said that the shooting suspect was arrested and charged with recklessly endangering safety. He stated that the shooting victim is expected to make a full recovery. Chief Mitchell stated that Officers Fletcher, Ottow and Stuettgen received a thank you note relative to the compassion given to the family of a recent stabbing victim. Chief Mitchell stated that the Officers provided medical assistance to the City of West Allis Page 3 Printed on 3/22/2019 Police and Fire Commission Meeting Minutes February 21, 2019 victim prior to WAFDs arrival on scene, but unfortunately, the victim eventually succumbed from the injury. The Commissioners had no additional questions or comments regarding this report. 7. Communications Activity Report The Commissioners had no additional questions or comments regarding this report. 8. Community Services Bureau Report Chief Mitchell noted that neighborhood specialists Mark Bykowski and Brian Mason are retirees from the department and have been a welcomed addition to this initiative. Chief Mitchell stated that both are very active and are willing to do whatever is necessary to accomplish the goals of this program. He stated that they have been very consistent in referring blighted and abandoned properties to BINS for their follow-up. The Commissioners had no additional questions or comments on this report. 9. Criminal Investigations Unit Activity Report The Commissioners had no additional questions or comments regarding this report. 10. Tavern Violations Report Chief Mitchell stated issues with a juvenile female entering bars and refusing to leave has continued to be challenging and difficult to find a workable solution. Chief Mitchell stated that officers involved in our CART program have been actively engaging with her family members regarding this ongoing behavior. The Commissioners had no additional comments or questions regarding this report. 11. Training Report The Commissioners had no additional comments or questions regarding this report. Firefighting Activity Report Deputy Chief Chris Ziolecki noted that January 2019 experienced approximately 73 more runs than January 2018. He stated that the extreme cold snap and continuing snow and ice issues is the suspected reason for the increase. DC Ziolecki stated that both fires reviewed in the report were attributed to faulty electrical wiring/malfunction issues. The Commissioners had no additional comments or questions regarding this report. 13. Training Activity Report DC Ziolecki stated that most training is done in-house during the colder months and January training consisted of the annual hearing and spirometry health screenings for all department personnel as well as Ice Rescue reviews and Infectious Control procedures. DC Ziolecki noted that in-house training also focused on a new training software program called TargetSolutions. He stated that this is a county wide utilized program and will be beneficial to share training opportunities and other information with surrounding departments in Milwaukee County. The Commissioners had no additional comments or questions regarding this report. 14. Communication: Update on Spring 2019 Firefighter Hiring Process Deputy Chief Ziolecki stated that after completion of the recent firefighter interviews, the Command Staff offered firefighter positions to 10 candidates. He stated that of those 10, 8 accepted, 1 went to North Shore and 2 went to Wauwatosa. DC Ziolecki stated that the 8 new recruits, pending results from their medical and psych evals and background checks, will start with the department on Wednesday, April 10, 2019. 15. Fire Prevention Activity Report The Commissioners had no additional questions or comments regarding this report. 16. Communication: 2019 Survive Alive Recap DC Ziolecki stated that the 2019 Survive Alive program has been completed. He said that light duty personnel were able to conduct the program in an uninterrupted fashion and shared fire safety tips with more than 1150 students over the course of 18 days. Emergency Medical Services Activity Report DC Ziolecki shared with the Commissioners the outstanding accomplishment of crew members who dispatched to a patient presenting chest pain, and within 63 minutes, the patient was transported and taken directly to the catheterization lab and immediately prepped for surgery. He noted that good communication with hospitals plays crucial roles in ensuring hospitals are ready and prepared for these types of serious arrivals and situations. The Commissioners had no additional questions or comments regarding this report. 18. Community Risk Reduction & Support Services Report The Commissioners had no additional questions or comments regarding this report. 19. Mobile Integrated Healthcare (MIH) Report DC Ziolecki stated that the MIH division now has six people on board and available to assist with clients as needed. The Commissioners had no additional questions or comments regarding this report. 20. National Q Dispatch Performance Report The Commissioners had no additional questions or comments regarding this report. 21. Sick, Injured and Light Duty Report - January The Commissioners had no additional questions or comments regarding this report. 22. Master Plan Performance Snapshot Commissioner Heron asked for clarification on the objective 1a on the performance snapshot but noted that she will follow-up directly with Assistant Chief Zellmann.
