REGULAR MEETING
A. CALL TO ORDER
Commissioner Kopplin called the meeting to order at 6:00 pm
B. ROLL CALL
Present: Commissioners Amy Heron, Danielle Romain and Kurt Kopplin
Excused: Commissioner Mark Manthei
Also Present: Chief Pat Mitchell, Deputy Chief Robert Fletcher - Police Department;
Chief Mason Pooler, Lieutenant Jesse Schwark, A/Captain Armando Suarez Del Real -

C. APPROVAL OF MINUTES
Approval of the May 16, 2019 Regular Meeting Minutes as well as the May 28, 2019
and May 29, 2019 Special Meeting and Closed Session Meeting Minutes
A motion was made by Commissioner Romain and seconded by Commissioner Heron to
approve the minutes as noted above.
The motion carried by the following votes:

D. POLICE DEPARTMENT
1. Communication and Request for Approval: Police Officer Eligibility List
Chief Mitchell submitted for approval a Police Officer eligibility list effective thru
February 28, 2020.
A motion was made by Commissioner Heron and seconded by Commissioner
Romain to approve the list as presented.
The motion carried by the follow vote:
Aye: 3, Commissioners Heron, Roman and Kopplin
No: 0
2. Police Department Financial Report
The Commissioners had no additional questions or comments and the report was
placed on file.
3. Monthly Performance Report
Chief Mitchell spoke to a number of items contained within this report to include:
Ø Current sworn personnel at 123 however he expects to be fully staffed at
126 by the end of the year;
Ø brief overview of current citizen complaints and status;
Ø conclusion of 10-week Northwestern University’s School of Police Staff
and Command program and graduation of attendees;
Ø clarified location of an incident that took place on the 1400 block of South
56th street. Chief Mitchell stated that is in the jurisdiction of West
Milwaukee and any further investigation will be handled thru Milwaukee
PD.
The Commissioners had no additional questions or comments and the report was
placed on file.
4. Patrol Activity Report
Chief Mitchell stated that members of the West Allis police and fire departments
coordinated and participated in recognizing the heroic actions of a 6-year old boy
recently. Chief Mitchell stated that the boy called 911 after discovering family
members experiencing a serious medical emergency and the department felt it was
important to ensure the 6-year old knew he had done something good and heroic
for his family members.
Chief Mitchell stated that the 2019 summer Hwy 100 initiative to combat cruisers is
underway. He noted that barricades at key cruising areas will be in place on
Friday and Saturday nights and he thanked DPW for their help in setting them up.
Chief Mitchell noted that State Patrol will be assisting with this initiative as well.
Chief Mitchell confirmed that police are will be handing out $600 loitering tickets
for vehicles that are parked for periods of time in various business parking lots.

5. Communications Activity Report
The Commissioners had no additional questions or comments and the report was

6. Community Services Bureau Report
The Commissioners had no additional questions or comments and the report was
placed on file.
7. Criminal Investigations Unit Activity Report
Chief Mitchell stated that car dealerships continue to have car theft problems and
reviewed a recent incident regarding five vehicles stolen from a West Allis car
dealership. Chief Mitchell stated that of the five cars stolen, four have been
recovered. Chief Mitchell noted that although this case remains open and under
investigation, to date, three suspects have been identified and arrested in
connection with these car thefts.
The Commissioners had no additional question or comments and the report was
placed on file.
8. Tavern Violation Report
The Commissioners had no additional questions or comments and the report was
placed on file.
9. Training Report
Chief Mitchell stated that Officers Michael Stelter and Candice Gaenslen have
completed and graduated from the MATC Police Academy and are now
participating in the new officer training program. He noted that they will be
assigned to normal duty rotation after successful completion of the training
program.

E. FIRE DEPARTMENT
10. Operations Division Report
Chief Pooler stated that the fire included in the report had an unusual cause,
noting that it appeared that the clothes pulled from a hot dryer and left in a mesh
clothes hamper apparently caught fire. Chief Pooler noted there was minimal fire
damage to the apartment and no injuries were incurred.
Chief Pooler reviewed the benchmarks highlighted in the report as well.
The Commissioners had no additional questions or comments and the report was
placed on file.
11. EMS Bureau Report
Chief Pooler stated that the American Heart Association (AHA) launched an
improvement initiative to increase the survival rate of stroke victims. He stated
that the goal was to achieve door-to-needle time within 60 minutes of a stroke
diagnoses. Chief Pooler stated that AHA recently recognized three of the fastest
door-to-needle times and two of the fastest times were accomplished by the West
Allis Fire Department.
Chief Pooler highlighted and reviewed some of the benchmarks included in Ct.
Kersten’s report.
The Commissioners had no additional questions or comments and the report was

12. National Q Dispatch Performance Report
Chief Pooler noted that every month there continues to be improvement on call
compliance.
The Commissioners had no additional questions or comments and the report was

13. Training Bureau Report
Chief Pooler stated that the joint fire training academy ended at the end of May
and all eight probationary firefighters have been assigned to 24 hour duty
accordingly. Chief Pooler stated that the department’s swearing-in ceremony will
be held in October but a date has not been confirmed as of yet.
The Commissioners had no additional questions or comments and the report was

14. Community Risk Reduction/Support Services Division Report
Chief Pooler noted that the CRR division has provided File of Life cards to
residents to write down their medical information and are now available in various
options, either with a magnet to adhere to a refrigerator or a lanyard and display
pouch so this important information can be carried on their person at all times.

Chief Pooler referenced benchmark 14a regarding providing hands-only CPR and
AED training to 175 members of the community monthly. He noted that in the
upcoming months, this benchmark should increase due to the department’s Open
House event that offered hands only CPR training as well hands-only CPR training
at State Fair in August
The Commissioners had no additional questions or comments and the report was

15. Fire Prevention Bureau Report
Chief Pooler stated that the department currently has an employee on long-term
light duty and he has been conducting and completing fire inspections for the fire
prevention bureau on a daily basis.

16. Mobile Integrated Healthcare (MIH) Bureau Report
Chief Pooler stated that the MIH division was contacted by Aurora Sinai to
discuss a possible partnership to provide MIH services for their patients. Chief
Pooler stated that the MIH division did participate in a small patient trial with
Aurora Sinai and the feedback from both Aurora Sinai and the patients was very
positive. Chief Pooler stated that the MIH division’s first priority is to the citizens
of West Allis, however, as opportunities continue to arise to further this initiative,
there may need to be additional conversations about expansion and how to move
the program forward.

The Commissioners had no additional questions or comments and the report was

19. Master Plan Performance Snapshot
The Commissioners had no additional questions or comments and the report was
placed on file.
20. Request for Approval: Sole Source Purchase of Mechanical CPR Devices
Chief Pooler requested the approval of a sole source purchase from Stryker
Corporation for three mechanical CPR devices and all associated accessories for
an approximate total of $45,124.46.
A motion was made by Commissioner Heron and seconded by Commissioner
Romain to approve the purchase as presented by Chief Pooler.

21. Discussion: Shared services with other municipalities
Chief Pooler stated that a discussion between West Allis Fire and Wauwatosa Fire
regarding the possibility of sharing administrative services was beneficial and
both departments came away with ideas to think about and perhaps discuss
further at some point.
Chief Pooler stated that recently he had a conversation with Hales Corners Village
President Daniel Besson regarding the current status of the Hales Corners Fire
Department. Chief Pooler noted that the department has been challenged lately
with employee issues and recently they brought in a retired Fire Chief to act as an
interim Fire Chief on a 90-day contract. Chief Pooler offered a possible solution
that would provide stability to the Hales Corners Fire Department and provide the
necessary safety and medical assistance to their citizens. Chief Pooler stated that
the discussion with President Besson was informative and worthwhile and he
seemed open to additional conversations regarding this situation.
The Commissioners had no additional questions or comments.
22. Discussion: Scheduling of annual Fire Chief Performance Review
The Commissioners will meet with Chief Pooler in closed session at the July 18,
2019 PFC meeting to conduct his annual performance review.
F. POLICE AND FIRE COMMISSION
23. Recognition of Accomplishment: Chief Pooler’s completion of the Executive Fire
Officer program
Commissioner’s congratulated Chief Pooler on his commitment and completion of
the 4-year Executive Fire Officer program. A formal presentation and recognition
of this accomplishment will take place at the Common Council meeting scheduled
for Tuesday, July 16, 2019.
24. Communication: Resignation of Commissioner Aaron Konkol
Commissioner Kopplin stated that Commissioner Konkol resigned from the board
as he and his family have moved out of the City of West Allis. Commissioner
Kopplin stated that at this time, there has been no indication as to when a new
Commissioner will be joining the board.

There being no further business, on a motion made and seconded, the meeting adjourned
at 7:09 pm
