A. CALL TO ORDER
Commissioner Kopplin called the meeting to order at 6:00 pm
B. ROLL CALL

C. APPROVAL OF MINUTES
Approval of the February 18, 2021 Regular and Closed Session Meeting Minutes
On a motion made by Commissioner Kopplin and seconded by Commissioner
Manthei, the minutes were approved as presented.
The motion carried by the following votes:

D. FIRE DEPARTMENT
1. Operations Division Report
Chief Pooler stated that there were no structure fires within the City during
the month of February. He noted that this had never happened in his career
with the department. Chief Pooler reviewed the benchmarks and noted that
the February call processing benchmark was 6% above the stated goal.
The Commissioners had no additional questions or comments and the
report was placed on file.
2. EMS Bureau Report
A/BC Novak noted that EMS calls were notably high given the short month
of February.
A/BC Novak reviewed an unusual incident included in his report. He stated
that in most cases, when called to a potential choking incident, by the time
of arrival, the person has already dislodged the blockage. He stated that
this incident required the use of forceps to physically remove the lodged
food from the patient’s throat. He stated that the patient made a full
recovery from the incident.
A/BC Novak briefly reviewed the benchmarks included in his report.
The Commissioners had no additional questions or comments and the
report was placed on file.
3. EMS Revenue Report
A/BC Novak stated that into month two of the year and EMS revenue
collection is ahead of projections. He stated that MVA crash billing
continues to run under budget as people continue to work from home thus
creating less accidents in general.
The Commissioners had no additional questions or comments and the
report was placed on file.
4. National Q Dispatch Performance Report
Chief Pooler did not speak to anything contained within this report.
The Commissioners had no additional questions or comments and the
report was placed on file.
5. Training Bureau Report
Chief Pooler stated that February covered a lot of training exercises to
include:
Ø Deploying Zoll X-Series cardiac monitors;
Ø Surgical and needle cricothyrotomy;
Ø Large area searches

The Commissioners had no additional questions or comments and the
report was placed on file.
6. Community Risk Reduction/Support Services Division Report
Assistant Chief Schaak stated that the bureau sought out and received
funding for the acquisition and use of a patient tracking software that will
help to better identify at-risk patients within the city’s population. He noted
that this software will be able to connect at-risk patients quickly with
resources and improve the rate of enrollment into medication-assisted
treatment facilities.
The Commissioners had no additional questions or comments and report
was placed on file.
7. Request for approval: Service agreement with PatientPing Software
AC Schaak requested approval to move forward with a one-year service
agreement with PatientPing software. He noted that the cost will be funded
thru a grant provided by the West Allis Violence Free Coalition. Chief
Schaak stated that after the year is over, the program will be evaluated and
cost moving forward could be vetted to contract partners such as the
Milwaukee VA or Aurora Advocate.
A motion was made by Commissioner Heron and seconded by
Commissioner Manthei to approve the service agreement as presented.
The motion carried by the following votes:

8. Fire Prevention Bureau Report
AC Schaak stated that Lt. Patrick Schrader presented the 2021 Survive
Alive program to approximately 1300 first and fourth graders. He noted that
modifications were in place to ensure proper safety measures but overall a
successful presentation of important, life-saving fire information.
Chief Schaak stated that DC Wright participated in a virtual town hall
meeting conducted by WA Central Black Student Union and spoke about
his experience navigating thru high school and his successful career in the
fire service.
Chief Schaak also stated that in February, DC Wright’s biography was
displayed by the Milwaukee County Office on African American Affairs as
part of the prominent local African American figures within the county
initiative.
The Commissioners had no additional questions or comments and the

9. Mobile Integrated Healthcare (MIH) Bureau Report
DC Suarez Del Real stated that the MIH bureau, in conjunction with the
city’s health department, assisted with administrating the COVID-19 vaccine
to a number of the city’s homebound residents. He noted that depending on
vaccine availability, the effort may continue in an attempt to capture this
particular audience.
DC Suarez Del Real noted that the MIH bureau recently added a MATC
student specializing in dietetics. He stated that these visits to MIH clients
will be a joint meeting to include a MIH provider as well.
DC Suarez Del Real introduced MIH provider and paramedic Adam
Livingston who spoke to his MIH program initiative, animal safety and
Alzheimer’s and dementia.
The Commissioners had no additional questions or comments and the

10. Request for approval: Business Associate Agreement with Community
Medical Services
DC Suarez Del Real stated that the department already has a MOU with
Community Medical Services, but with the BAA in place, this would assist
with the information provided to the MIH Bureau from CMM as well as
provide the ability to conduct home visits for clients of CMS. He stated that
the BAA had been reviewed and approved by the City Attorney.
A motion was made by Commissioner Manthei and seconded by
Commissioner Kopplin to approve the BAA as presented.
The motion carried by the following votes:

11. Fire Department Financial Report
Chief Pooler did not speak to anything within the financial report and it was
placed on file.
12. Master Plan Performance Snapshot
Chief Pooler did not speak to anything within the snapshot report and it was
placed on file.
13. Discussion: Candidate for Battalion Chief introduction and interview at April
meeting
Commissioner’s agreed to meet with the candidate at 5:30 pm on April
15th.

E. POLICE DEPARTMENT
14. Communication: Annual Report
Chief Mitchell presented and briefly walked thru the police department’s
2020 Annual Report with the Commissioners.
15. Request for purchase approval: Ammunition Purchase
On a motion made and seconded, the Commissioners approved the
ammunition purchase request as presented.
The motion carried by the following votes:
Aye: 5, Commissioners Heron, Manthei, Romain, Cosby and Kopplin
Nay: 0
16. Request for purchase approval: Patrol Squad Cars
On a motion made and seconded, the Commissioners approved the patrol
squad cars purchase request as presented.

17. Request for approval: End of probationary period - Police Officer Benjamin
Budish
A motion was made by Commissioner Manthei and seconded by
Commissioner Heron to approve this request as presented.

18. Request for approval: End of probationary period - Police Officer Eric
French
A motion was made by Commissioner Manthei and seconded by
Commissioner Heron to approve this request as presented.

19. Police Department Financial Report
DC Fletcher did not speak to anything within the financial report and it was
placed on file.

20. Monthly Performance Report
DC Fletcher stated that all police department employees were offered the
COVID-19 vaccination and he noted that approximately 65% of the
department has been fully vaccinated to date.
The Commissioners had no additional questions or comments and the
report was placed on file.
21. Patrol Activity Report
DC Fletcher spoke to the continuing issue of catalytic converter thefts with
the city and surrounding areas. He noted that efforts continue to break this
theft ring and a number of offenders have been arrested, but the problem is
very persistent.
DC Fletcher recognized a number of officers who received letters of thanks
recently:
Ø Officer Lonnie Christianson
Ø Officer Daniel Foy
Ø Officers Kevyn Mussatti, Adam Niemuth, Jason Komorowski and
Jesse Maxwell
The Commissioners requested that DC Fletcher thank the officers on their
behalf.
The Commissioners had no additional questions or comments and the

22. Communications Activity Report
DC Fletcher did not speak to anything within this report and it was placed
on file.
23. Community Services Bureau Report
DC Fletcher did not speak to anything within this report and it was placed
on file.
24. Criminal Investigations Unit Activity Report
DC Fletcher reviewed two homicide cases that were highlighted in this
report.
He stated that the department responded to a stabbing incident in the early
morning hours on February 18, 2021. He noted that the victim had been
fatally stabbed by an acquaintance who was still on premise. The suspect
was quickly arrested and has been charged with first degree intentional
homicide.
DC Fletcher then shared a cold case homicide from 2019 that thru
genealogical DNA testing, a suspect was developed and was found to be
living in the City of West Allis. He stated that Detective Caleb Porter led the

investigation with this new information and a suspect was arrested. DC
Fletcher stated that the arrested suspect confessed to the crime and is now
facing appropriate charges.
The Commissioners had no additional questions or comments and the

G. CLOSED SESSION
PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the
City of West Allis will, upon conclusion of open session, consider and vote on a
motion to convene in closed session at said time and place to discuss and
develop questions for the Police and Fire Commission interviews of selected
recruit candidates for the police and fire departments.
A closed session for the above purpose is authorized pursuant to the provisions
of Section 19.85(1)(e) of the Wis. Stats. which permits a governmental body
upon motion duly made and carried, to convene in closed session for the
purpose of deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session.
Immediately upon completion of the closed session, the Board of Police and Fire
Commission will reconvene in open session at said time and place to consider
any other matters on the agenda.
On a motion made and seconded, the meeting convened into closed session at
7:30 pm.
On a motion made and seconded, the meeting reconvened into open session at
8:41 am
H. ADJOURNMENT
There being no further business, on a motion made and seconded, the meeting adjourned
at 8:42 pm
