REGULAR MEETING AND CLOSED SESSION
A. CALL TO ORDER
Commissioner Kopplin called the meeting to order at 5:59 pm
B. ROLL CALL
Present: Commissioners Amy Heron, Mark Manthei, Danielle Romain, Leverette Baldwin
and Kurt Kopplin
Also Present: Fire Chief Mason Pooler, Assistant Chief Jason Schaak, Deputy Chief
Armando Suarez Del Real, Lieutenant Jesse Schwark - Fire Department; Police Chief
Patrick Mitchell - Police Department
C. APPROVAL OF MINUTES
Approval of the April 15, 2021 Closed Session and Regular Meeting Minutes
A motion was made by Commissioner Manthei and seconded by Commissioner Romain
to approve the April 15, 2021 Closed Session and Regular Meeting Minutes
The motion carried by the following votes:

D. FIRE DEPARTMENT
1. Communication: 2020 Annual Report
Chief Pooler presented the Commissioners a hard copy of the department’s
2020 annual report. He stated that if there were any questions relative to
the information contained within the report, to please contact him directly.
2. Operations Division Report
Chief Pooler reviewed the two calls contained within this report. He stated
that there was no determined cause for the fire on S 97th St., however, it
was determined that the garage fire on W. Manor Park Drive was due to an
unattended and malfunctioning propane grill.
The Commissioners had no additional questions or comments and the
report was placed on file.
3. EMS Bureau Report
Chief Pooler stated that EMS calls continue to increase as the year
progresses due to vaccination availability and more people out and about in
general.
Chief Pooler reviewed the highlighted calls contained within the report,
spotlighting a call that involved creative thinking on the part of the
responding team in order to remove the patient from the incident location by
using the department’s mini off-road ambulance vehicle.
The Commissioners had no additional questions or comments and the
report was placed on file.
4. EMS Revenue Report
Chief Pooler did not speak to anything included in this report and it was
placed on file.
5. QPR Monthly Report
Chief Pooler did not speak to anything included in this report and it was
placed on file.
6. Training Bureau Report
Chief Pooler stated that the training bureau is finishing up with the joint
training academy and all our recent recruits will begin their 24-hour duty
shifts starting on May 23rd.
The Commissioners had no additional questions or comments and the
report was placed on file.

7. Community Risk Reduction/Support Services Division Report
Assistant Chief Jason Schaak stated that the CRR division, in conjunction
with MCW and Froedtert, applied for a Substance Abuse and Mental Health
Services Administration (SAMSHA) Grant. AC Schaak stated that the
award amount would by $500,000 annually for five years and would be used
to establish outreach teams dedicated to opioid treatment and recovery
services. AC Schaak stated that partnering with these two entities as well
as already established Business Associate Agreements with various
agencies will allow access to these types of high-risk individuals and
hopefully provide them the help and treatment needed.
The Commissioners had no additional questions or comments and the
report was placed on file.
8. Fire Prevention Bureau Report
AC Schaak stated that on June 5th, the Fire Prevention Bureau will be
conducting their first smoke/CO install event since 2019. He stated that
MIH personnel will also be available to provide COVID vaccination shots. He
stated that this install will focus on various areas around all three stations
as well as surrounding trailer parks.
The Commissioners had no additional questions or comments and the
report was placed on file.
9. Mobile Integrated Healthcare (MIH) Bureau Report
Deputy Chief Armando Suarez Del Real recognized MIH Lieutenant Chris
Williams for going above and beyond on recent call. He stated that a crew
was recently dispatched to attend to a 6-month old baby in respiratory
distress. After arriving and assessing the child, it was determined that
where the baby was sleeping was not conducive to breathing properly. DC
Suarez Del Real stated that LT Williams took the time to talk with the
mother afterwards relative to co-sleeping dangers as well as set-up a
pack-n-play the Mother had but wasn’t sure how to set up properly. DC
Suarez Del Real stated that the role in MIH is often more than administering
medical assistance, as was the case here.
The Commissioners had not additional questions or comments and the
report was placed on file.
10. Request for approval: Service agreement for Paramedic Transition Project
A motion was made by Commissioner Baldwin and seconded by
Commissioner Manthei to approve the service agreement request as
presented by Assistant Chief Schaak.

E. POLICE DEPARTMENT
13. Request for approval: Extension of current Police Officer eligibility list
A motion was made by Commissioner Romain and seconded by
Commissioner Heron to approve this request as presented by Chief Mitchell.
The motion carried by the following votes:
Aye: 5, Commissioners Heron, Manthei, Baldwin, Romain and Kopplin
Nay: 0
14. Police Department Financial Report
Chief Mitchell stated that budget numbers to date are as to be expected.
The Commissioners had no additional questions or comments and the
report was placed on file.
15. Monthly Performance Report
Chief Mitchell stated that the applicant for the part-time SRO (school
resource officer) position pulled out of the process so another recruitment
process will take place. Chief Mitchell stated that if it is not successful, the
position would be filled thru current staffing and OT incurred would be
reimbursable via the schools.
Chief Mitchell stated that the summer bike patrol program has been
implemented and three officers recently attended and completed a police
bike training course. He stated that officer bike patrols are helpful to
engage the community during the summer months and will be used during
night-time hours thru the run of the 2021 State Fair.
The Commissioners had no additional questions or comments and the
report was placed on file.
16. Patrol Activity Report
Chief Mitchell spoke briefly about an incident that occurred at City Hall
recently. He stated that an individual was arrested after engaging in lewd
actions as well as yelling profanities as staff were walking into the building.
He noted that the man had been located, arrested and issued a citation
relative to his actions.
The Commissioners had no additional questions or comments and the
report was placed on file.

Chief Mitchell did not speak to anything included in this report and it was

18. Community Services Bureau Report
Chief Mitchell did not speak to anything included in this report and it was
placed on file.
19. Criminal Investigations Unit Activity Report
Chief Mitchell spoke to two non-fatal shootings that occurred in West Allis.
The first non-fatal shooting was a road rage incident that took place on
Greenfield Avenue. The victim was injured after the offenders shot at the
vehicle and the bullet went thru the passenger door. Chief Mitchell stated
that the two offenders were apprehended and have been charged
accordingly.
Chief Mitchell stated that the other non-fatal shooting took place after an
argument between two males escalated with one shooting the other in the
back and leg area. Chief Mitchell stated that the shooter was apprehended
later that day and has been charged appropriately.
The Commissioners had no additional questions or comments and the
report was placed on file.
20. Tavern Violation Report
Chief Mitchell did not speak to anything included in this report and it was
placed on file.
21. Training Report
Chief Mitchell stated that two Officers hired in January have completed their
certification process thru MATC and are now in six weeks of in-house
training. They are expected to begin their field training later this summer.
The Commissioners had no additional questions or comments and the
report was placed on file.

F. POLICE AND FIRE COMMISSION
22. Introduction of PFC Commissioner, Leverett Baldwin
Commissioner Kopplin introduced the board’s newly appointed
Commissioner, Leverette Baldwin.
Commissioner Baldwin stated that he is a life-long West Allis resident and
was in fact, part of the first graduating class from Nathan Hale High School.
He then went on to give a brief overview of his professional background and
stated that he is looking forward to participating on the board and working
with the fire and police departments.
23. PFC Financial Report
The PFC financial report was presented and placed on file.
24. Discussion: Election of PFC Board Positions
On a motion made and seconded, Kurt Kopplin was nominated and
accepted the position of President of the Police and Commission Board.
On a motion made and seconded, Mark Manthei was nominated and
accepted the position of Vice President of the Police and Fire Commission
Board.
On a motion made and seconded, Danielle Romain was nominated and
accepted the position of Secretary of the Police and Fire Commission
Board.
25. Discussion: Zoom call-in moving forward
A brief discussion ensued relative to using Zoom going forward for meetings
and it was agreed at this time, to hold the meetings on-site at either Police
or Fire as dictated by the month. Commissioner Kopplin reminded all that
even months, the meeting would be at Fire and odd months at Police. It
was stated that Zoom would remain an option if absolutely necessary and
on a case-by-case situation.
26. Closed Session: Review and discuss the disciplinary actions relative to a
West Allis Firefighter
27. Request for approval: Disciplinary actions of Firefighter as discussed and
presented to PFC Commissioners in closed session.
A motion was made by Commissioner Kopplin and seconded by
Commissioner Romain to approve the disciplinary actions as presented by
Chief Pooler in closed session.
The motion carried by the following votes:

G. CLOSED SESSION
PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of
West Allis will, upon conclusion of open session, consider and vote on a motion to
convene in closed session at said time and place to review and discuss the disciplinary
actions relative to a West Allis Firefighter.
A closed session for the above purpose is authorized pursuant to the provision of
Section 19.85(b)(f) and (e) of the Wis. Stats., to consider dismissal, demotion, licensing
or discipline of any public employee or person licensed by a board or commission or the
investigation of charges against such persons, and to consider financial, medical, social
or personal histories or disciplinary data of specific persons, preliminary consideration of
specific personnel problems or the investigations of charges against specific persons
except where par.(b) applies which, if discussed in public, would be likely to have a
substantial adverse effect upon the reputation of any person referred to in such histories
or data, or involved in such problems or investigations.
Immediately upon completion of the closed session, the Board of Police and Fire
Commission will reconvene in open session at said time and place to consider the
disciplinary action and any other matters on the agenda.
On a motion made and seconded, the meeting convened into closed session at 7:23 pm
Closed session agenda item discussed.
On a motion made and seconded, the meeting reconvened into open session at 7:54 pm
H. ADJOURNMENT
There being no further business, on a motion made and seconded, the meeting adjourned
at 7:55 pm
