City of West Allis Meeting Minutes Police and Fire Commission Thursday, June 17, 2021 6:00 PM West Allis Fire Department 7332 W. National Ave. REGULAR MEETING AND CLOSED SESSION A. CALL TO ORDER Commissioner Kopplin called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Amy Heron, Mark Manthei, Leverett Baldwin and Kurt Kopplin Present but arrived at 6:17 pm: Commissioner Danielle Romain Also present: Fire Chief Mason Pooler, Deputy Chief Kyle Novak, Deputy Chief Armando Suarez Del Real - Fire Department; Police Chief Patrick Mitchell, Deputy Chief Robert Fletcher - Police Department; ACA/Talent and Strategy Director Richard Pfaff, CAO Rebecca Grill (via Teams) - City Hall; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the May 20, 2021 Regular and Closed Session Meeting Minutes as well as the June 2, 2021 and June 8, 2021 Special Meeting and Closed Session Meeting Minutes. A motion was made by Commissioner Kopplin and seconded by Commissioner Manthei to approve all the minutes as noted above and as presented. POLICE DEPARTMENT 1. Police Department Financial Report Chief Mitchell stated that the current budget line balances are appropriate moving into the second half of the year. The Commissioners had no additional questions or comments and the report was placed on file. 2. Monthly Performance Report Chief Mitchell stated that currently the department has four vacancies, but he is expecting to fill those positions by August. Chief Mitchell congratulated Officer Anthony Zingale on his retirement after 25 years of service. Chief Mitchell noted that with COVID restrictions being lifted, Officers have started attending in-person training sessions again. He noted that the following training sessions were attended during the month of May: Ø Emergency Vehicle Operation Instructor Training; Ø PIT Instructor training; Ø POST peer support group individual and group crisis intervention training; Ø Crash data and retrieval analysis training; Ø RITE training’s leader’s course on racial intelligence training (fair and impartial policing). Chief Mitchell noted that five officers attended a 16-hour train the trainer course on racial intelligence training and engagement program and they will, in turn, conduct in-house training for all WAPD personnel. Lastly, Chief Mitchell stated that the department is working to coordinate a National Night Out event sometime in September at the Farmer’s Market. Chief Mitchell indicated that he might have more information to share at the July PFC meeting. The Commissioners had no additional questions or comments and the report was placed on file. 3. Patrol Activity Report Chief Mitchell shared with the Commissioners how Officer Adam Stikl assisted the Indiana State Patrol recently. Chief Mitchell stated that Officer Stikl was on a family vacation and was passed by a speeding car that was being chased by the State Patrol. Officer Stikl came upon the crashed car a few miles up the road and was able to help assist the State Trooper, who was by himself, with taking the driver and passenger into custody. City of West Allis Page 2 Printed on 7/16/2021 Police and Fire Commission Meeting Minutes June 17, 2021 Chief Mitchell also spoke to and discussions ensued relative to: Ø A non-fatal shooting incident that took place in the vicinity of 60th and Burnham. He noted that this was an isolated incident that centered amongst a group of individuals already known to each other and had past altercations with each other; Ø Hwy 100 cruising continues however, with additional officers on hand as well as the presence of the Wisconsin State Patrol, disorderly incidents have been greatly reduced; Ø Third shift officers are always active relative to OWI enforcement, but Chief Mitchell noted that more than half of OWIs are now drug related vs. alcohol. 4. Communications Activity Report Chief Mitchell did not speak to anything contained in this report and the Commissioners did not have any additional questions or comments. Community Services Bureau Report Chief Mitchell did not speak to anything contained in this report and the Commissioners did not have any additional questions or comments. The report was placed on file. 6. Criminal Investigations Unit Activity Report Chief Mitchell noted that further investigation into the non-fatal shooting that happened on 60th and Burnham recovered five (5) firearms at the scene. He stated that the shooter was arrested and has been charged accordingly. The Commissioners had no additional questions or comments and the report was placed on file. 7. Tavern Violation Report Chief Mitchell did not speak to anything contained in this report and the Commissioners did not have any additional questions or comments. The report was placed on file. 8. Training Report Chief Mitchell highlighted the following information that was included in this report: Ø Two probationary officers have graduated from the MATC Police Academy and started the in-house training portion on May 17th. They are progressing well and are expected to be assigned to field training rotation in mid-July; Ø The department has hired two Community Service Officers at the beginning of May. They have completed their in-house training and are expected to be assigned to shifts by early July; City of West Allis Page 3 Printed on 7/16/2021 Police and Fire Commission Meeting Minutes June 17, 2021 Ø The department has implemented a virtual training academy source to give members access to online training programs that cover a wide variety of topics. It can also be used to disseminate and assign department specific created training and informational videos. Operations Division Report Chief Pooler reviewed the two fires included in this report. He noted that the fire on South 84th street had actually been burning for quite a while before it was noticed and called in to 911. He stated that given that situation, the fire had spread throughout the second floor and into the attic before fire department arrival. Chief Pooler stated that cause was determined to be overloaded electrical cords. Chief Pooler stated that the garage fire on South 85th Street has been determined to be an arson case and has been turned over to police for additional investigation. The Commissioners had no additional questions or comments and the report was placed on file. 12. EMS Bureau Report Deputy Chief Kyle Novak reviewed two of the highlighted incidents included in his report. He stated that both were mutual aid assistance with Milwaukee and noted that shared knowledge and cooperation between agencies resulted in saving the lives of two individuals with serious medical issues. The Commissioners had no additional questions or comments and the report was placed on file. 13. EMS Revenue Report DC Novak stated that ems revenue is on track to finish way ahead of projected numbers for 2021. He also stated that Medicaid recently increased their reimbursement cap from 40% to 80%. DC Novak indicated that this increase has been long overdue and is expected to create additional revenue for the city. The Commissioners had no additional question or comments and the report was placed on file. 14. National Q Dispatch Performance Report DC Novak did not speak to anything contained in this report and the Commissioners did not have any additional questions or comments. The report was placed on file. 15. Training Bureau Report Chief Pooler stated the most recent fire training recruits participated in a live fire training exercise as a house slated for demolition was offered as a burn opportunity instead. Community Risk Reduction/Support Services Division Report DC Armando Suarez Del Real stated that the CRR division is currently working on another grant in conjunction with the Bureau of Justice Assistance. This would be an approximate $900,000 grant and would allow a MIH provider and an Opioid Use Disorder Peer Counselor to work with people out of prison to keep them enrolled in rehab services and/or programs. The Commissioners had no additional questions or comments and the report was placed on file. 17. Fire Prevention Bureau Report Chief Pooler stated that one of this bureau’s responsibilities is to monitor underground tank removals. He noted that there are many undocumented underground tanks in the City of West Allis, and removal of one needs to be inspected and investigated by a state certified tank inspector. Chief Pooler stated that to date, three fire inspectors have been certified at this level. The Commissioners had no additional questions or comments and the report was placed on file. 18. Mobile Integrated Healthcare (MIH) Bureau Report DC Suarez Del Real stated that the MIH team in conjunction with the West Allis Health Department and the Street Angels, teamed up to provide COVID-19 vaccinations to a population of homeless people. He stated that the MIH team and the Street Angels continue to work together a couple times during the week to reach out to this population relative to health and wellness care. The Commissioners had no additional questions or comments and the report was placed on file. 19. Fire Department Financial Report Chief Pooler did not speak to anything contained in this report and the Commissioners did not have any additional questions or comments. Request for purchase approval: Fitness Equipment A motion was made by Commissioner Manthei and seconded by Commissioner Baldwin to approve the purchase of fitness equipment as presented by Chief Pooler. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Romain, Baldwin and Kopplin Nay: 0 22. Request for purchase approve: Utility Terrain Vehicle (UTV) Chief Pooler stated that in 2019, the department borrowed an UTV from Greenfield and New Berlin fire departments to help navigate patient assistance at State Fair. He noted that as the 2020 fair was cancelled, a UTV purchase was not necessary; however, the fair has reached out to the department to provide ALS and BLS service at the 2021 fair and it was determined that an UTV would be necessary. Chief Pooler stated that funding will be provide by earmarked carry-over money and CAO Grill is aware of this purchase request. A motion was made by Commissioner Baldwin and seconded by Commissioner Manthei to approve the UTV purchase as presented by Chief Pooler. The motion carried by the following votes: Aye: 5, Commissioners Heron, Manthei, Baldwin, Romain and Kopplin Nay: 0 23. Request for purchase approval: Fire Engine Chief Pooler presented for approval information relative to the purchase of a new fire engine. He stated that the engine will be a Seagrave and among many of the upgrades, it will have a stainless-steel undercoating to protect from rust and other corrosion that occurs during the winter months. A motion was made by Commissioner Romain and seconded by Commissioner Baldwin to move forward with the purchase of the engine as presented by Chief Pooler. POLICE AND FIRE COMMISSION 24. PFC Financial Report The PFC financial report was presented and placed on file. 25. Confirmation of the Fire Chief’s 2020 annual performance evaluation and 2021 goal setting in closed session at the July 15, 2021 PFC meeting All Commissioners were in agreement to conduct Chief Pooler’s performance evaluation at the July 15, 2021 PFC meeting. G. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will, upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to review and discuss the administrative status of police officer(s) as well as review and discuss filed claims. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85(b)(f) and (e) of the Wis. Stats., to consider dismissal, demotion, licensing or discipline of any public employee or person licensed by a board or commission or the investigation of charges against such persons, and to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigations of charges against specific persons except where par.(b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Immediately upon completion of the closed session, the Board of Police and Fire Commission will reconvene in open session at said time and place to consider any other matters on the agenda. On a motion made and seconded, the meeting convened into closed session at 7:08 pm. On a motion made and seconded, the meeting reconvened into open session at 7:51 pm. H. ADJOURNMENT There being no further business, on a motion made and seconded, the meeting adjourned at 7:52 pm.
