REGULAR MEETING
A. CALL TO ORDER
Commissioner Kopplin called the meeting to order at 6:00 pm
B. ROLL CALL
Present: Commissioners Amy Heron, Danielle Romain and Kurt Kopplin
Excused: Commissioners Mark Manthei and Leverett Baldwin
Also Present: Police Chief Pat Mitchell, Deputy Chief Robert Fletcher, Deputy Chief

C. APPROVAL OF MINUTES
Approval of the September 17, 2021 Regular Meeting Minutes as well as the October 12,
2021 and October 13, 2021 Special and Closed Session Meeting Minutes.
A motion was made by Commission Kopplin and seconded by Commissioner Heron.
The motion carried by the following votes:

D. POLICE DEPARTMENT
1. Request for approval: Police Officer eligibility lists
Chief Mitchell submitted and requested approval of Police Officer eligibility lists
effective until April 1, 2022.
A motion was made by Commissioner Romain and seconded by Commissioner
Heron to approve the eligibility lists as presented.
The motion carried by the following votes:
Aye: 3, Commissioners Heron, Romain and Kopplin
Nay: 0
2. Police Department Financial Report
Chief Mitchell reminded the Commissioners that all accrued overtime for personnel
will be paid out by the end of the year.
The Commissioners had no additional questions or comments and the report was
placed on file.
3. Monthly Performance Report
Chief Mitchell discussed with the Commissioners a few of bullet points included in
the report:
Ø Citizen Complaints: The department has received 15 complaints to date. Chief
Mitchell noted that a number of them originated from people already incarcerated
and claiming perjury on the behalf of the arresting officer. Chief Mitchell assured the
Commission that complaints are thoroughly vetted and responded to accordingly;
Ø Community outreach efforts: Chief Mitchell stated that many of the community
outreach programs have started up again such as the citizen police academy as
well as public neighborhood meetings;
Ø Motor vehicle thefts: Chief Mitchell stated that vehicle thefts continue in West Allis
as well as many of the surrounding Milwaukee communities. He stated that
Hyundai provided the department with car clubs and Kia is expected to provide clubs
as well.
A brief discussion ensued regarding complaints amongst the Commissioners and
Chief Mitchell; the report was then placed on file.
4. Patrol Activity Report
Chief Mitchell shared with the Commissioners a citizen recognition relative to
assistance given by the citizen to Officer Komorowski during a recent pursuit. Chief
Mitchell stated that the citizen, Jeffrey Foshley, will be recognized at the 2022
WAPD award ceremony.
In reviewing 3rd shift OWI numbers, Chief Mitchell indicated that drug impaired
driving violations have increased dramatically and stated that in September there
were 13 specific to drug impaired driving OWI arrests.

The Commissioners had no additional questions or comments and the report was

5. Communications Activity Report
Chief Mitchell did not speak to anything contained within this report and the
Commissioners did not have any additional questions or comments. The report was
placed on file.
6. Community Services Bureau Report
Chief Mitchell did not speak to anything contained within this report and the
Commissioners did not have any additional questions or comments. The report was
placed on file.
7. Criminal Investigations Unit Activity Report
Chief Mitchell discussed briefly the ongoing investigation regarding the tragic death
of a 6-year-old child and stated that the child’s mother has been charged
accordingly. He noted that there is a possibility that the child’s two older siblings
also participated in his abuse over the past year.
The Commissioners had no additional questions or comments and the report was
placed on file.
8. Tavern Violations Report
Chief Mitchell did not speak to anything contained within this report and the
Commissioners did not have any additional questions or comments. The report was
placed on file.
9. Training Report
Chief Mitchell briefly spoke to a few items included in this report such as:
Ø Department wide recertification of PIT (pursuit intervention technique) training;
Ø Recent hiring of Community Service Officers;
Ø Update on the recent MATC police academy class
The Commissioners had no additional questions or comments and the report was
placed on file.
10. Request for approval: Completion of probationary period - Officer Andrew Lamm
A motion was made by Commissioner Heron and seconded by Commissioner
Romain to approve Chief Mitchell’s request as presented.

11. Request for purchase approval: Digital conversion of microfilm records
Chief Mitchell stated that the City Clerk’s office researched options to convert
microfilm records to a digital form. He stated that CH Coakley had been identified
as such a company and noted that the city has agreed to allocate money for this
project if approved by the PFC.
A motion was made by Commissioner Kopplin and seconded by Commissioner
Romain to approve this request as presented.

E. FIRE DEPARTMENT
12. Operations Division Report
Chief Pooler reviewed the Operations report with Commissioners noting that the call
volume for 2021 is on pace to be one of the highest in years. Chief Pooler also
reviewed the fire incidents in the report as well as reviewed the September
performance measures.
The Commissioners had no additional questions or comments and the report was
placed on file.
13. EMS Bureau Report
Chief Pooler reviewed the three highlighted calls contained in DC Novak’s report. He
also played a recent 911 call (redacted appropriately) to share with the
Commissioners the importance of the city’s dispatchers staying on script with the
EMD program. He noted that because this dispatcher followed the EMD protocol,
the spouse was able to assist with life-saving efforts until the EMS team arrived.
Chief Pooler stated that the patient had been recently released from the hospital and
is successfully recovering at home.
The Commissioners had no additional questions or comments and the report was

14. EMS Revenue Report
Chief Pooler did not speak to anything contained in this report and the report was
placed on file.
15. QPR Performance Report - September
Chief Pooler stated that the dispatch center continues to strive to maintain a steady
7% compliance in order to be able to apply for accreditation in 2022.
The Commissioners had no additional questions or comments and the report was
placed on file.
16. QPR 3rd Quarter Report - July-September
Chief Pooler did not speak to anything contained in this report and it was placed on
file.
17. Training Bureau Report
Chief Pooler noted that the training for September covered a number of topics such
as hazardous spills mitigation, fire flow path instruction and simulation as well as
practical simulations of EMS incidents.
The Commissioners had no additional questions or comments and the report was
placed on file.

18. Community Risk Reduction/Support Services Division Report
Chief Pooler stated that this year marked the 20th anniversary of 9/11 and crews
that day attended a ceremony presented by Mission BBQ where Firefighter Steve
Dufek sang the national anthem. He also stated that crews participated in setting
up 343 sets of firefighting gear at the Fiserv Forum to commemorate this tragic
event.
The Commissioners had no additional questions or comments and the report was

19. Fire Prevention Bureau Report
Chief Pooler noted that DC Wright recognized long-time Fire Inspector, Brent
Schreiber. Chief Pooler stated that Brent started his career with the department in
1998 and was appointed to Fire Inspector in 2018, making him the longest tenured
inspector within the fire prevention bureau.
The Commissioners had no additional questions or comments and the report was
placed on file.
20. Mobile Integrated Healthcare (MIH) Bureau Report
Chief Pooler stated that, in partnership with the city’s health department, the MIH
team assisted with providing flu vaccinations at a West Allis community outreach
event. He noted that these collaborations help to reach large groups of residents
and continue to improve the quality of life for West Allis residents.

21. Fire Department Financial Report
Chief Pooler did not speak to anything contained in this report and the report was
placed on file.
22. Master Plan Performance Snapshot
Chief Pooler did not speak to anything contained in this report and the report was
placed on file.
23. Communication: Retirement of Battalion Chief
Chief Pooler stated that Battalion Chief Tim Vorpagel retired from the department
effective on October 18, 2021. He stated that Tim was a 30-year veteran of the
department, having started his career in 1991.
24. Request for purchase approval: Battalion Chief Vehicle
Chief Pooler submitted a purchase approval request to purchase a Battalion Chief
vehicle. He stated that AC Schaak was able to locate a 2021 Chevy Tahoe thru the
Ewald Automotive Group and it was procured thru the City’s purchasing department.

A motion was made by Commissioner Romain and seconded by Commissioner
Heron to approve the purchase.
The motion carried by the following votes:

25. Request for approval: Equipment Operator eligibility list
A motion was made by Commissioner Heron and seconded by Commissioner
Romain to approve the Equipment Operator eligibility list as presented by Chief
Pooler.
The motion carried by the following votes:
Aye: 3, Commissioners Heron, Romain and Kopplin
Nay: 0
26. Request for approval: Firefighter recruitment process
A motion was made by Commissioner Kopplin and seconded by Commissioner
Heron to approve the firefighter recruitment process as presented by Chief Pooler.
The motion carried by the following votes:

F. POLICE AND FIRE COMMISSION
27. PFC Financial Report
A brief discussion ensured amongst the Commissioners and CAO Grill regarding the
Commission’s financial report and budget line accounts that had recently been
updated to reflect recent spending by the Police and Fire departments.
G. ADJOURNMENT
There being no further business, on a motion made and seconded, the meeting adjourned
at 7:05 pm.
