City of West Allis Meeting Minutes Police and Fire Commission Thursday, February 23, 2023 6:00 PM West Allis Fire Department 7332 W. National Ave. REGULAR MEETING AND CLOSED SESSION A. CALL TO ORDER Commissioner Manthei called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Mark Manthei, Danielle Romain, Lev Baldwin, Kimberly Cosby and Kurt Kopplin Also Present: Police Chief Pat Mitchell, Deputy Chief Chris Marks, Deputy Chief Robert Fletcher - Police Department; Fire Chief Mason Pooler, Firefighter Quinn Dombrowski - Fire Department; CAO Rebecca Grill - City of West Allis; Bridget Morawetz, Recording Secretary. C. APPROVAL OF MINUTES Approval of the January 19, 2023 Regular Meeting Minutes A motion was Commissioner Romain and seconded by Commissioner Baldwin to approve the minutes as presented. POLICE DEPARTMENT 1. Request for approval: Begin Police Officer recruitment process A motion was made by Commissioner Baldwin and seconded by Commissioner Romain to approve this request as presented by Chief Mitchell. The motion carried by the following votes: Aye: 5, Commissioners Manthei, Romain, Baldwin, Cosby and Kopplin Nay: 0 2. Discussion: Establish PFC interview dates of new candidates the week of April 10, 2023 Chief Mitchell stated that police office candidate interviews would take place the week of April 10th. He noted that at this time, it could not be determined if two or three days would be needed. Commissioner Manthei requested that the recording secretary send out a doodle poll to the Commissioners to determine the best dates. 3. Police Department Financial Reports Chief Mitchell did not speak to anything included in the financial reports. The Commissioners had no additional questions or comments and the reports were placed on file. 4. Monthly Performance Report Chief Mitchell stated that in response to concerns from elected officials about winter parking tickets, the department has started data tracking these tickets. He stated that the city recently adopted a minor snow emergency ordinance and noted that to date, the department has written 1500 warning tickets relative to this ordinance. Chief Mitchell stated that getting cars off the roads during snow emergencies is necessary to ensure the plows can clean the streets effectively and safely. Chief Mitchell stated that the department’s first Neighborhood Partnership Meeting in 2023 was held at City Hall on January 31st. He stated that the meeting was attended by approximately 20 people in person but was also live broadcast on Facebook. He stated that neighborhood meetings will now take place at City Hall so as to provide the live broadcast option to Facebook users. The Commissioners had no additional questions or comments and the report was placed on file. 5. Patrol Bureau Activity Report Chief Mitchell spoke briefly about a double shooting incident that took place on S 57 street. The Commissioners had no additional questions or comments and the report was placed on file. 6. Communications Center Activity Report Chief Mitchell did not speak to anything contained in this report. The Commissioners had no additional questions or comments and the report was placed on file. 7. Community Services Unit Activity Report Chief Mitchell did not speak to anything contained in this report. The Commissioners had no additional questions or comments and the report was placed on file. 8. Criminal Investigations Unit Activity Report Chief Mitchell briefly spoke to a shots fired incident that took place on 76th and Becher. He stated that several casings were located on the street but no indication as to a reason and it appeared to have taken place as the car was moving out of the city. He stated that the investigation is ongoing. The Commissioners had no additional questions or comments and the report was placed on file. 9. Tavern Report Chief Mitchell did not speak to anything contained in this report. The Commissioners had no additional questions or comments and the report was placed on file. 10. Training Unit Activity Report Chief Mitchell stated that under the 10-year contract with Axon, the department received upgraded tasers for all members. He stated that Lt. Kempinski and Sgt Mathy attended an Axon Taser Master Instructor Course and have been certified to conduct in-house training for the department on the new tasers. The Commissioners had no additional questions or comments and the report was placed on file. 11. Operations Division Report Chief Pooler stated that run numbers for the beginning of 2023 show a slight decrease compared to the same time last year. Chief Pooler also reviewed some of the benchmarks included in Chief Scharfenberg’s report. He also noted that there were three (3) EMS related injuries in January but none were serious or lost time injuries. The Commissioners had no additional questions or comments and the report was placed on file. 13. Bureau of Training and EMS Chief Pooler stated that after the first of the year, the department did a soft reorganization and combined the EMS and Training bureaus to report to Deputy Chief Kyle Novak. He stated the other changes in the combined bureau saw Ct. Foley returning to 24-hour Captain duty and Lt. Andrew Schoessow assigned to 8-hour duty in the Training and EMS bureau. Chief Pooler stated that annual cold weather training took place in January. He noted that, as in past years, Quad Graphics allowed the use of their retention pond for this ice/water rescue training exercise. The Commissioners had no additional questions or comments and the report was placed on file. 14. EMS Revenue Reports Chief Pooler noted that although just starting the year relative to revenue collection, budgeted numbers are expected to meet and/or exceed as the year progresses. The Commissioners had no additional questions or comments and the report was placed on file. 15. QPR Performance Report - January The dispatch center continues to strive for the 7% goal to be eligible for accreditation. The Commissioners had no additional questions or comments and the report was placed on file. 16. Community Risk Reduction/Support Services Division Report Chief Pooler reviewed information contained in this report to include: Ø Pulsepoint Ø Overdose numbers Ø Benchmarks City of West Allis Page 4 Printed on 3/17/2023 Police and Fire Commission Meeting Minutes February 23, 2023 The Commissioners had no additional questions or comments and the report was placed on file. 17. Fire Prevention Bureau Report Chief Pooler stated that January 2023 marked the 37th year of the Survive Alive Program presented to first and fourth-grade students who attend WA/WM schools. He stated that this year’s program was conducted over 18 days and presented to approximately 900 students. This year’s program was led by Fire Prevention Lieutenant Steve Prusinski. The Commissioners had no additional questions or comments and the report was placed on file. 18. Mobile Integrated Healthcare (MIH) Bureau Report Chief Pooler stated that Ct. LaDousa was able to provide a hands-only CPR presentation to a local company, Hoppe Tree Service. He stated that instruction also included a Stop the Bleed and first aid presentation as well. Chief Pooler stated that Ct. LaDousa worked one on one with a client who was deemed one of our 911 high utilizer clients. He stated that through dialogue with the client, it was determined that she was lonely and bored. Ct. LaDousa eventually was able to move her to a more appropriate living arrangement that provided her with better care and attention than what she was currently receiving. The Commissioners had no additional questions or comments and the report was placed on file. 19. Fire Department Financial Report Chief Pooler noted in 2022 the fire department ended the year over budget. He stated that applied for COVID reimbursement money was reimbursed but covered equipment only, not overtime in the second half of the year. The Commissioners had no additional questions or concerns and the report was placed on file. 20. Master Plan Performance Snapshot Chief Pooler did not speak to anything contained in this report. The Commissioners had no additional questions or comments and the report was placed on file. 21. Communication: Retirement of Firefighter Chief Pooler stated that Firefighter Chad Staszak will retire from the department on March 4, 2023 after 24 years with the department. 22. Communication: Retirement of Equipment Operator Chief Pooler stated that Equipment Operator Steven Peterson will retire from City of West Allis Page 5 Printed on 3/17/2023 Police and Fire Commission Meeting Minutes February 23, 2023 the department on February 28, 2023 after 21 years with the department. 23. Communication: Firefighter Interview Date Reminder Chief Pooler reminded the Commissioners that Firefighter interviews are scheduled for Monday, February 27th beginning at 5:30 pm. F. POLICE AND FIRE COMMISSION 24. PFC Financial Report The Commissioners had no questions or concerns about their financial report. 25. Closed Session: Chief of Police annual performance evaluation and 2023 goal setting G. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will, upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to review and discuss the disciplinary actions relative to a West Allis Police Officer and to administer the Chief of Police annual performance evaluation and to set 2023 goals and to take such further action as may be necessary and appropriate in these matters. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85(1)(b)(f)(c) of the Wis. Stats., to consider dismissal, demotion, licensing or discipline of any public employee or person licensed by a board or commission or the investigation of charges against such persons, and to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigations of charges against specific persons except where par.(b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations except where par (c) authorizes a governmental body to consider employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Immediately upon completion of the closed session, the Board of Police and Fire Commission will reconvene in open session at said time and place to consider any other matters on the agenda. On a motion made by Commissioner Romain and seconded by Commissioner Cosby, the meeting convened into closed session at 6:53 pm. ADJOURNMENT There being no further business, on a motion made and seconded, the meeting adjourned at 7:41 pm All meetings of the {bdName} are public meetings.
