CALL TO ORDER Commissioner Cosby called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Kimberly Cosby, Lev Baldwin and Kurt Kopplin Excused: Commissioners Mark Manthei and Danielle Romain Also present: Fire Chief Mason Pooler, Firefighter Quinn Dombrowski - Fire Department; Police Chief Pat Mitchell, Deputy Chief Chris Marks - Police Department; CAO Rebecca Grill - City of West Allis; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the August 17, 2023 Regular and Closed Session Meeting Minutes as well as the September 11, 2023, September 12, 2023 and September 14, 2023 Special Meeting and Closed Session Meeting Minutes A motion was made by Commissioner Baldwin and seconded by Commissioner Kopplin to approve all the minutes as presented. FIRE DEPARTMENT 1. Operations Division Report Chief Pooler reviewed the benchmarks contained in AC Scharfenberg’s report. He stated that a big hinderance this summer was all the construction that was taking place around the city. He noted that this hindered the success of some of the benchmarks, specifically time on scene. The Commissioners had no additional questions or comments and the report was placed on file. 2. Bureau of Training and EMS Chief Pooler stated that the department training after the State Fair focused on car fire training. He stated that the department has a beneficial working relationship with N & S Towing whereas they will drop off totaled cars for training purposes and afterwards, pick up and recycle accordingly. The Commissioners had no additional questions or comments and the report was placed on file. 3. EMS Revenue Reports Chief Pooler stated that renegotiation with the department’s outside EMS billing agency has already proven to be beneficial. He stated that this new billing structure with the agency has produced an 8% revenue increase back to the city. He stated that additional money is expected from a federal program that supplements Medicare patients’ reimbursements as well. He noted that that money will not be disbursed until the end of the year, however. The Commissioners had no additional questions or comments and the report was placed on file. 4. Communication: 2023 State Fair Summary Report Chief Pooler reviewed the 2023 State Fair Summary Report provide by DC Novak. The Commissioners had no additional questions or comments and the report was placed on file. 5. QPR Performance Report Chief Pooler did not speak to anything contained in this report and the report was placed on file. 6. Community Risk Reduction/Support Services Division Report Chief Pooler stated that AC Schaak has been asked to speak at several conferences and stated that these speaking engagements are paid through grant funded money and not the taxpayers. Fire Prevention Bureau Report Chief Pooler stated that Deputy Chief Armando Suarez Del Real restructured his report which resulted in a more condensed and concise report going forward. The Commissioners had no additional questions or comments and the report was placed on file. 8. Mobile Integrated Healthcare (MIH) Bureau Report Chief Pooler stated that the MIH division welcomed three new MIH providers to the program, Ct. Matt LaDousa, Lieutenant Steve Prusinski and Firefighter Kade DeLacy. He stated that all three completed the Veterans Association HIPPA training and could respond to VA-referred MIH patients. The Commissioners had no additional questions or comments and the report was placed on file. 9. Fire Department Financial Report Chief Pooler stated that the 2023 budget spend is in line with current spending expectations. The Commissioners had no additional questions or comments and the report was placed on file. 10. Master Plan Performance Snapshot Chief Pooler did not speak to anything contained in the report and the report was placed on file. 11. Request for approval: Equipment sharing agreement between Milwaukee County Fire Departments Chief Pooler stated that previously this equipment sharing agreement had to be submitted for re-approval every three years however, this most recent amendment removes the expiration date and the agreement will continue without re-approval requirements in the future. A motion was made by Commissioner Baldwin and seconded by Commissioner Kopplin to approve this request as presented by Chief Pooler. Communication: Resignation of a Firefighter Chief Pooler stated that Firefighter Cody Jarosch recently resigned from the department to take a job in the private sector. He stated that Cody had been with the department for 10 years and is the son of retired Battalion Chief Dave Jarosch. Request for approval: Pay increase for lateral Police Officer A motion was made by Commissioner Kopplin and seconded by Commissioner Baldwin to approve this pay increase request as presented by Chief Mitchell. The motion carried by the following votes: Aye: 3, Commissioners Kopplin, Cosby and Baldwin Nay: 0 14. Communication: Police Officer eligibility lists - lateral and new hire Chief Mitchell presented the police office eligibility lists and stated that eight candidates will be moving forward with the next steps in the hiring process. He noted that three candidates have been placed on the eligibility list that will be active through March 21, 2024. The Commissioners had no additional questions or comments and the report was placed on file. 15. Police Department Financial Reports Chief Mitchell stated that budget account line safety supplies is overbudget due to the purchase of bullet resistant vests. He stated that in 2024 there will be a more stable funding source for this type of purchase. The Commissioners had no additional questions or comments and the report was placed on file. 16. Monthly Performance Report Chief Mitchell highlighted several items included in this report such as an officer injury and implementation of a Nalox-Zone box located in the department’s lobby. He stated that the flock cameras continue to be a worthwhile investment and recently the information gleaned from a camera located on 70th and Becher resulted in the arrest of an individual suspected of a child enticement incident. The Commissioners had no additional questions or comments and the report was placed on file. 17. Patrol Activity Report Chief Mitchell stated that for the first time, West Allis officers assisted with patrolling the inside of State Fair. He noted that in the past, West Allis officers only patrolled the outside perimeter and Milwaukee PD and State Patrol were inside the park. He stated that the reimbursement to the city will be through a mutual aid agreement that was secured by State Fair personnel. Criminal Investigations Unit Activity Report Chief Mitchell did not speak to anything contained in the report and the report was placed on file. 21. Tavern Violation Report Chief Mitchell did not speak to anything contained in the report and the report was placed on file. 22. Training Report Chief Mitchell recapped information pertaining to recent new hires as well as a CSO program update for the Commissioners. The Commissioners had no additional questions or comments and the report was placed on file. PFC Financial Report The Commissioners had no questions or comments regarding this report and it was placed on file. 24. Request for approval: PFC 2024 Budget CAO Grill presented the PFC 2024 budget for review and approval. She stated that budget line-item General Supplies/Other was increased to $500 to accommodate the purchase of new iPads for Commissioners in the future. A motion was made by Commissioner Baldwin and seconded by Commissioner Kopplin to approve the PFC 2024 budget as presented by CAO Grill.
