CALL TO ORDER Commissioner Manthei called the meeting to order at 6:00 pm B. ROLL CALL Present: Commissioners Mark Manthei, Danielle Romain, Kimberly Cosby and Kurt Kopplin Excused: Commissioner Lev Baldwin Also Present: Interim Police Chief Robert Fletcher, Deputy Chief Chris Marks - Police Department; Fire Chief Mason Pooler, Assistant Chief Jason Schaak, Deputy Chief Kyle Novak, Firefighter Quinn Dombrowski - Fire Department; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the November 16, 2023 Regular and Closed Session Meeting Minutes A motion was made by Commissioner Kopplin and seconded by Commissioner Cosby to approve the minutes as presented. POLICE DEPARTMENT 1. Police Department Financial Report Interim Police Chief Fletcher stated that financials at the January meeting should reflect a drastic change due to the expected end of year overtime payouts for police employees. The Commissioners had no additional questions or comments and the report was placed on file. 2. Monthly Performance Report I/Police Chief Fletcher noted that due to recent new hires, the department will be fully staffed by the end of 2023. He also noted that unfortunately, it will not last as there are a number of expected retirements in 2024. The Commissioners had no additional questions or comments and the report was placed on file. 3. Patrol Activity Report I/Police Chief Fletcher discussed an arson incident that took place on November 19, 2023. He stated that after a police investigation, a suspect was arrested and charged accordingly. I/Police Chief Fletcher stated that four officers assigned to light duty relative to a September officer involved shooting incident were cleared by the DA of charges and returned to full-duty assignment in late November. The Commissioners had no additional questions or comments and the report was placed on file. 4. Communications Activity Report I/Police Chief Fletcher stated that by the end of 2023, the dispatch center will be staffed with nine full-time dispatchers. He noted that recruitment continues to fill current open part-time dispatcher positions. The Commissioners had no additional questions or comments and the report was placed on file. 5. Community Services Bureau Report I/Police Chief Fletcher did not speak to anything included in this report and the Commissioners had no additional questions or comments. Criminal Investigations Unit Activity Report I/Police Chief Fletcher did not speak to anything included in this report and the Commissioners had no additional questions or comments. Tavern Violation Report I/Police Chief Fletcher did not speak to anything included in this report and the Commissioners had no additional questions or comments. The report was placed on file. 8. Training Report I/Police Chief Fletcher noted that Officers Luke Tremmel and James Wycklendt recently completed 720-hour recruit certification academy and will graduate from the MATC academy program on early December. The Commissioners had no additional questions or comments and the report was placed on file. Operations Division Report Chief Pooler reviewed the benchmarks included in Assistant Chief Scharfenberg’s report. The Commissioners had no additional questions or comments and the report was placed on file. 10. Bureau of Training and EMS Chief Pooler stated that the department celebrated 50 years that Med 1 went into service as the first paramedic unit in Southeastern Wisconsin. He stated that Milwaukee County recently held a recognition ceremony of this accomplishment and current members attended along with one of the department’s first paramedics, retired Captain Donald Liedle. Chief Pooler also reviewed the benchmarks included in this report. The Commissioners had no additional questions or comments and the report was placed on file. 11. EMS Revenue Reports Fire Chief Pooler did not speak to anything included in this report and the Commissioners had no additional questions or comments. The report was placed on file. 12. QPR Performance Report Fire Chief Pooler did not speak to anything included in this report and the Commissioners had no additional questions or comments. The report was placed on file. 13. Community Risk Reduction/Support Services Division Report Assistant Chief Schaak highlighted some of the information included in his report to included PulsePoint participation, Narcan availability to the public and various overdose statistics. He also reviewed the benchmarks included with his report. The Commissioners had no additional questions or comments and the report was placed on file. 14. Fire Prevention Bureau Report Assistant Chief Schaak stated in 2024, one of the main focus areas for the fire prevention bureau will be to return to four smoke/CO detector installation events. He stated that this may be a challenge as the department and The Red Cross continue to run into smoke/CO detector availability issues since COVID. Mobile Integrated Healthcare (MIH) Bureau Report AC Schaak shared with the Commissioners a conversation that Ct. LaDousa had with a West Allis Central student after the presentation of a substance abuse talk at the school. He stated that the student had a parent who died of an overdose and had thanked Ct. LaDousa for helping to spread the word about this issue. The Commissioners had no additional questions or comments and the report was placed on file. 16. Fire Department Financial Report Chief Pooler stated that the department is approximately 3% under budget and expects to finish close to on-budget for 2023. The Commissioners had no additional questions or comments and the report was placed on file. 17. Master Plan Performance Snapshot Fire Chief Pooler did not speak to anything included in this report and the Commissioners had no additional questions or comments. The report was placed on file. 18. Request for approval: 2024 Ambulance Fees A motion was made by Commissioner Kopplin and seconded by Commissioner Romain to approve the 2024 ambulance fee schedule as presented. The motion carried by the following votes: Aye: 4, Commissioners Manthei, Kopplin, Cosby and Romain Nay: 0 19. Request for approval: 2024 CPAT Fee A motion was made by Commissioner Kopplin and seconded by Commissioner Romain to approve the 2024 CPAT fee as presented. The motion carried by the following votes: Aye: 4, Commissioners Manthei, Kopplin, Cosby and Romain Nay: 0 20. Communication: Retirement of Firefighter Chief Pooler stated that Firefighter Brent Schreiber will be retiring from the department in early January 2024. He stated that FF Schreiber started with the West Allis in 1998 and is a 26-year veteran of the department. ADJOURNMENT There being no further business, on a motion made and seconded, the meeting adjourned at 6:31 pm All meetings of the Police and Fire Commission are public meetings.
