City of West Allis Meeting Minutes Police and Fire Commission Thursday, June 20, 2024 6:00 PM West Allis Fire Department 7332 W. National Ave. REGULAR MEETING AND CLOSED SESSION A. CALL TO ORDER Commissioner Manthei called the meeting to order at 6:02 pm B. ROLL CALL Present: Commissioners Mark Manthei, Michelle Sutinen and Kimberly Cosby Excused: Commissioner Sagar Tolani and Danielle Romain Also present: Police Chief Pat Mitchell, Deputy Chief Chris Marks - Police Department; Fire Chief Mason Pooler, Firefighter Quinn Dombrowski - Fire Department; Rebecca Grill, CAO - City of West Allis; Bridget Morawetz, Recording Secretary C. APPROVAL OF MINUTES Approval of the May 16, 2024 Regular and Closed Session Meeting Minutes A motion was made by Commissioner Sutinen and seconded by Commissioner Cosby to approve the minutes as presented. POLICE DEPARTMENT 1. Request for purchase approval: Updated Fleet Vehicle Purchase Request A motion was made by Commissioner Sutinen and seconded by Commissioner Cosby to approve this request as presented by Chief Mitchell. The motion carried by the following votes: Aye: 3, Commissioners Manthei, Sutinen and Cosby Nay: 0 2. Request for purchase approval: Audio Recording System A motion was made by Commissioner Sutinen and seconded by Commissioner Cosby to approve this request as presented by Chief Mitchell. The motion carried by the following votes: Aye: 3, Commissioners Manthei, Sutinen and Cosby Nay: 0 3. Request for purchase approval: Firearms Range Update A motion was made by Commissioner Sutinen and seconded by Commissioner Cosby to approve this request as presented by Chief Mitchell. The motion carried by the following votes: Aye: 3, Commissioners Manthei, Sutinen and Cosby Nay: 0 4. Request for approval: Intergovernmental agreement between West Allis and Milwaukee (RNC) A motion was made by Commissioner Sutinen and seconded by Commissioner Cosby to approve this request as presented by Chief Mitchell. The motion carried by the following votes: Aye: 3, Commissioners Manthei, Sutinen and Cosby Nay: 0 5. Police Department Financial Report Chief Mitchell did not speak to anything included in this report and City of West Allis Page 2 Printed on 7/19/2024 Police and Fire Commission Meeting Minutes June 20, 2024 the Commissioners had no additional questions or comments. The report was placed on file. 6. Monthly Performance Report Chief Mitchell stated that 120 of the 126 sworn staff positions are currently filled. He noted that after completion of background checks as well as medical and psychological evaluations with the most recent recruitment candidates, the department had four successful candidates and they will be starting on July 8, 2024. Chief Mitchell stated that the department, in collaboration with the city’s marketing and communications division, created several PSA’s focusing on illegal fireworks. He stated that the department also partnered with the VA and MADACC on the same issue in the hopes to proactively reduce the use of illegal fireworks within the city limits. The Commissioners had no additional questions or comments and the report was placed on file. 7. Patrol Activity Report Chief Mitchell stated that the summer Highway 100 cruising and reckless driving initiative started in May and will continue through October. He noted that State Patrol will again be involved in this initiative at some level as well. He also noted that the department receives grant money to help cover the expense of overtime incurred during this timeframe. The Commissioners had no additional questions or comments and the report was placed on file. 8. Communications Activity Report Chief Mitchell stated that the dispatch center is currently down one full-time dispatcher and are currently in the middle of a hiring process. The Commissioners had no additional questions or comments and the report was placed on file. 9. Community Services Bureau Report Chief Mitchell stated that the collaboration between the department and MADACC continues to be a popular program and many of the dogs showcased have been adopted. The Commissioners had no additional questions or comments and the report was placed on file. Criminal Investigations Unit Activity Report Chief Mitchell did not speak to anything contained in this report and the Commissioners had no additional questions or comments. The report was placed on file. 11. Tavern Violation Report Chief Mitchell stated that a recent tavern compliance check resulted in 10 establishments out of 10 selling alcohol to an underage person. He stated that the department is working on communication with all establishments explaining how to be in compliance to avoid tickets in the future. The Commissioners had no additional questions or comments and the report was placed on file. 12. Training Report Chief Mitchell stated that two police officers have completed their MATC academy training have begun their new officer training at WAPD. The Commissioners had no additional questions or comments and the report was placed on file. 13. Operations Division Report Deputy Chief Wright stated that even though EMS runs are slightly less than a year ago, year-to-date EMS runs are up over 100 runs. He indicated that this upward trend is expected to continue as the year progresses. DC Wright reviewed the benchmarks included in this report. The Commissioners had no additional questions or comments and the report was placed on file. 15. Bureau of Training and EMS Report Deputy Chief Wright reviewed the highlighted calls that were included with this report. DC Wright stated that two of recruits hired in April began the joint fire training academy in late May. He stated that these recruits had to complete their paramedic training classes and were not able to join the April training class. DC Wright also reviewed the benchmarks included in this report. The Commissioners had no additional questions or comments and the report was placed on file. 16. Revenue Tracking Report(s) Chief Pooler did not speak to anything contained in this report and the Commissioners had no additional questions or comments. The report was placed on file. 17. QPR Performance Report Chief Pooler did not speak to anything contained in this report and the Commissioners had no additional questions or comments. The report was placed on file. 18. Community Risk Reduction/Support Services Division Report Chief Pooler stated that the CRR bureau continues to assess the PulsePoint numbers and continues to work toward a solution to increase awareness of the app and gain more members. He stated that a meeting took place recently with the city’s neighborhood services specialist, Suzanne Singh, to investigate ways she could assist with this program as well. The Commissioners had no additional questions or comments and the report was placed on file. 19. Bureau of Fire Prevention and Mobile Integrated Healthcare (MIH Report) Chief Pooler stated that the department conducted a smoke alarm/CO detectors installation event in May. He noted that members were able to visit 21 homes during the event and installed 111 total devices. Chief Pooler stated that two more installation events are planned before the end of the year. Chief Pooler noted that although the 911 high utilizer group number decreased slightly in May, efforts were made to contact these individuals and assist them as necessary to reduce their dependence on calling 911. Request for purchase approval: Utility Terrain Vehicle (UTV) A motion was made by Commissioner Cosby and seconded by Commissioner Sutinen to approve this request as presented by Chief Pooler. The motion carried by the following votes: Aye: 3, Commissioners Manthei, Sutinen and Cosby Nay: 0 23. CLOSED SESSION PLEASE TAKE NOTICE that the Board of Police and Fire Commissioners of the City of West Allis will, upon conclusion of open session, consider and vote on a motion to convene in closed session at said time and place to discuss the discipline of a Police Officer. A closed session for the above purpose is authorized pursuant to the provision of Section 19.85(1)(b)(f) of the Wis. Stats., to consider dismissal, demotion, licensing or discipline of any public employee or person licensed by a board or commission or the investigation of charges against such persons, and to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigations of charges against specific persons except where par.(b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Immediately upon completion of the closed session, the Board of Police and Fire Commission will reconvene in open session at said time and place to consider any other matters on the agenda.
