NOTICE OF SPECIAL MEETING AND CLOSED SESSION
A. CALL TO ORDER
Commissioner Manthei called the meeting to order at 1:04 pm
B. ROLL CALL
Present: Commissioners Mark Manthei, Michelle Sutinen, Kimberly Cosby and Sagar
Tolani
Excused: Commissioner Danielle Romain
Also present: City Attorney Kail Decker, Assistant City Administrator/Talent & Strategy

C. POLICE AND FIRE COMMISSION
1. Closed session: Resolution to approve filing charges against Assistant
Chief Jay Scharfenberg by the board as a body and ordering suspension
pending disposition of filed charges
For agenda #1, the Police and Fire Commission may convene in closed
session pursuant to the provisions of Wis. Stat. Section 19.85(1)(b) for the
taking of formal action on the investigation of charges against a public
employee, unless the public employee requests that an open session be
held. It may reconvene in open session after completion of the closed
session to consider the balance of its agenda.
On a motion made by Commissioner Tolani and seconded by Commissioner
Sutinen, the meeting convened into closed session at 1:10 pm.
Closed session agenda item discussed
On a motion made and seconded, the meeting reconvened into open session at
2:25 pm
City Attorney Decker read out a motion to approve the filing of charges by the
Commission as a body regarding the following claim numbers: 2, 4, 5, 6, 9, 10,
11, 14 and 16.
A motion was made by Commissioner Tolani and seconded by Commissioner
Sutinen to adopt and approve the above as stated by City Attorney Decker.
The motion carried by the following votes:
Aye: 3, Commissioners Sutinen, Cosby and Tolani
Nay 1, Commissioner Manthei
Commissioner Manthei made a motion to remove claim number 5. The motion
failed for lack of second.
A motion was made by Commissioner Sutinen and seconded by Commissioner
Tolani to approve the suspension of Assistant Chief Scharfenberg upon filing of
the formal charges.
The motion carried by the following votes:
Aye: 4, Commissioners Manthei, Sutinen, Cosby and Tolani
Nay: 0
D. ADJOURNMENT
There being no further business, on a motion made and seconded, the meeting adjourned
at 2:28 pm

All meetings of the Police and Fire Commission are public meetings. In order for the general public to make comments at the committee
meetings, the individual(s) must be scheduled (as an appearance) with the chair of the committee or the appropriate staff contact;
otherwise, the meeting of the committee is a working session for the committee itself, and discussion by those in attendance is limited to
committee members, the mayor, other alderpersons, staff and others that may be a party to the matter being discussed.
